What is Child Find?
The federal purpose of Child Find is to identify, locate, and evaluate children, from birth to 21, who are suspected
of or have a disability or developmental delay that may result in a need for special education and related services.
MECHS serves children ages 14 through 21 with identified special education needs, from 9th - 12th grades and will
participate in the Child Find process. Children birth through 13 will be referred to local schools serving birth through
eighth grade.
How is it carried out?
MECHS completes Child Find responsibilities in a variety of ways throughout the year. This includes public an
nouncements through local media via public notice, school website, parent/student handbook, collaboration with other
public agencies, and local screenings. Referrals may be made by anyone who has a concern about a child’s devel
opment. All referrals are considered confidential and the parent retains the right to refuse services.
Private and Home School Process:
Children with disabilities parentally-placed in private schools or home schools are not entitled to a free appropriate
public education (FAPE), but the local districts will provide appropriate services to eligible students with disabilities
enrolled in private or home schools based on a proportionate share of federal funds.
Parent/Other Referral Process:
If you suspect your child (or another) has a disability and is in need of special education services, please contact
the local MECHS site administrator or the central office at 706-219-4664. This includes students that are homeless,
incarcerated, wards of the state, migrant, or any other child suspected of having disabilities.
Eligible Special Education Categories:
Autism Spectrum Disorder (AUT), Deaf-Blind (D/B), Deaf/Hard of Hearing(D/HH), Emotional Behavioral Disorder
(EBD), Mild/Moderate/Severe/Profound Intellectual Disability (MILD, MOID, SID, PID), Orthopedic Impairment (Ol),
Other Health Impairment (OHI), Significant Development Delay (SDD), Specific Learning Disability (SLD), Speech

Dear Pickens County Residents,
I am running for Pickens County Board of Education - Post 1 because I have a vested interest
in our school district as a property owner, citizen and parent. My roots are here (PHS Class of
1988) and my children attended or currently attend our schools. Eric is a 2014 graduate of
PHS. Cora is a rising senior there now and Rece attends Hill City Elementary.
Through a career in both large and small businesses, I have practiced fiscal responsibility
and conservatism and will continue to do so. With school funding projected to decrease by
10% or more in the coming year, teachers and staff are worried about the impact on them. I
pledge to keep our schools as stable as humanly possible and utilize furloughs only as a last
resort. Children recognize or sense the uneasiness, and it hinders learning. We need stability
which is something that has been lacking in Pickens County Schools for the past several years.
In recent months, we have experienced unprecedented times. Our extraordinary teachers
have exhibited the utmost dedication to and care for their students and worked harder than
ever to meet students' needs through tremendous adversity and uncertainty. Students desper
ately need a 180 day school year whether through traditional or remote learning and these
dedicated souls work tirelessly to provide it. My focus will be on what I can do that will positively
impact our teachers and students to enhance teaching and learning.
I believe in keeping our children safe! Having safe schools allows children to look forward
to an environment that promotes social, emotional and academic learning. Simply put, feeling
safe makes learning possible.
I promise to he in compliance with the Georgia School Board Code of Ethics and allow the
superintendent and staff to do the jobs which they were hired to do. We have great teachers
and staff members who deserve respect, support and the freedom to educate our young peo
ple.
I will work with the superintendent and hoard as a cohesive and effective unit. I pledge to
foster transparency and open dialogue with our community. If I am elected, I will do my best
to he accessible, listen and represent you in a way that will make you proud to he a part of
the Pickens County School District.
Your vote for Tommy Gartrell during early voting (July 20 - August 7th) or on August 11th
is a step forward to making Pickens County Schools the best they can he for generations to
come.
