Jasper 2021 budget
clears another hurdle

"It seems we've been talking about
the 2021 budget for months, and we
have," said Jasper City Manager
Brandon Douglas at the budget hear
ing held at city hall this past Monday
evening. Douglas then proceeded to
explain the proposed budget in detail.
A "public hearing" is required by
law for budget approval, but the pub
lic was not in evidence in the council
chambers as only city officials and
members of the media occupied very
few of the "socially distanced" chairs.
The meeting, however, was also
made available to the public via
Zoom. With the completion of this
meeting, which proved to be an ex
tremely short meeting of only 15
minutes, the way is paved for a reso
lution of approval for the budget at
the December 7th meeting of the
council.
Some of the more notable provi
sions of the budget include an in
crease in the millage rate of 1 mil, a
$10 base fee increase for water, and a
solid waste increase of $0.50. The
proposed balanced budget foresees
both revenue and expenditures at $4.8
million.
With city financing still uncertain
amid the pandemic, plans are to hold
steady on existing positions with no
pay raises budgeted for 2021. The
city does plan to hire a building in
spector for the development depart
ment, to reestablish travel and
training as needed, and to continue
support for joint economic develop
ment with the county.
Some capital outlay projects will
be deferred to funds generated from
bond refinancing including the paint
ing of the Lilly Tank and possibly the
Woodbridge Tank, the replacement
and upgrading of raw water intakes,
completion of the Worley Crossroads
project, and the strategic installation
and replacement of water lines.
SPLOST revenues will fund elec
trical upgrades at Lee Newton Park,
as well as continuing work progress
on the Spring Street Park and Peace
Park. Also included will be the resur
facing of tennis courts, architectural
and engineering on the planned fire
and police department station on
Highway 515 South, rehabilitation of
existing fire and police stations, and
the possible purchase of new police
department vehicles in late 2021.
Leftover funds from the 2014
SPLOST account will be used to
complete sidewalk projects through
out the county and any remaining
street paving.
At the conclusion of the hearing,
Mayor Steve Lawrence expressed his
gratitude to city manager Douglas,
city finance director Beverly
Ragland, and their staffs for their
work on the proposed budget. Coun
cilman Jim Looney echoed the
mayor's remarks and also offered his
thanks.
Youth writing contest
deadline extended

As students return to the class
room, the Sassafras Creative Writing
for Youth contest rolls into its last lap.
Due to the suspension of on campus
activities, Sassafras extended the
deadline for submissions until Mon
day, Nov. 16.
This annual contest, in its 39th
year, challenges Pickens County
youth to tell their own story in their
own way. Most of the writing done by
middle grade and high school students
is structured for teacher approval and
a grade. The Sassafras contest gives
an opportunity for these youth to write
for their own satisfaction and the pos
sibility of a monetary prize.
Three categories are available to
students who live in and are educated
in Pickens County. This includes
classroom students, homeschooled
students, and those participating in
electronic learning. For fiction, non
fiction and poetry students may sub
mit one entry per category. Grades 9
through 12. Top prize is $75 per cate
gory, while first place in grades 6
through 8 will be $60.
This contest is and has been for
several years sponsored by the Com
munity Bank of Pickens County. Sas
safras hopes to instill in our youth
both an appreciation for writing and
for the work involved in the process.
Even with all the technological ad
vances we see almost daily, writing
has become no less important. Our
world still keeps turning with the writ
ten word.
All entries, with attached entry
blank, should be submitted by Mon
day, Nov. 16.
