Unemployment
benefits to jobless
Georgians to continue

ATLANTA - Eligible
Georgians will continue to
receive the $300 weekly un
employment checks Con
gress approved last week
without a lapse, even though
President Donald Trump
signed the bill a day after the
program’s Dec. 26 expiration
date.
Claimants who were still
receiving the payments as of
the week ending the day after
Christmas will get a check
next week without any inter
ruption in unemployment
benefits, the Georgia Depart
ment of Labor announced
Thursday.
The newly reauthorized
federal benefits also will go
to claimants receiving at least
$ 1 in weekly state unemploy
ment benefits, beginning
with the week ending Jan. 2.
The labor department is
reviewing guidelines from
the U.S. Department of
Labor before distributing
payments to claimants who
exhausted their benefits on or
before Dec. 26.
“Our teams will work
through the holiday weekend
to make sure we can issue
payments next week for all
claimants who are eligible for
the extension with funds still
available in their claim, in
cluding issuance of the new
$300 [federal] supplemental
payment,” Georgia Commis
sioner of Labor Mark Butler
said.
“We are continuing to
work with the [U.S. labor de
partment] on the specific op
erational guidelines to set up
payments for all claimants el
igible for the extensions, but
some of these guidelines in
clude complicated regula
tions that require extensive
system programming.”
The state Department of
Labor encourages Georgia
claimants to continue re
questing weekly payments.
The agency will work to re
lease all eligible payments as
quickly as possible after op
erational specifics are re
ceived and implemented.
While additional $2,000
economic stimulus checks
for Americans supported by
Trump and congressional De
mocrats remain stuck in the
U.S. Senate, Congress did
pass a $900 billion stimulus
package back on Dec. 21.
The package includes an ex
tension of the $300 weekly
unemployment checks that
would have expired other
wise.
Meanwhile, first-time un
employment claims in Geor
gia fell by 7,713 last week to
18,960.
Since the coronavirus
pandemic first took hold in
Georgia last March, the labor
department has paid out more
than $16.7 billion in state and
federal unemployment bene
fits to more than 4.2 million
Georgians, more than the last
nine years combined.
The job sector accounting
for the most initial unem
ployment claims last week
was accommodations and
food services with 5,495
claims. The manufacturing
job sector was next with
2,057, followed by adminis
trative and support services
with 1,968.
More than 164,000 jobs
are listed online at Employ-
Georgia.com for Georgians
to access. The labor depart
ment offers online resources
for finding a job, building a
resume, and assisting with
other reemployment needs.
Commission: Public and private
funds needed to meet Georgia’s
freight and logistics needs

ATLANTA - The state
must pursue new sources of
public and private funding to
make the improvements
needed to move an exploding
volume of freight through
Georgia efficiently, a state
commission is recommend
ing.
A report released last
week by the Georgia Freight
& Logistics Commission
proposed that the General
Assembly commit $1 billion
to $ 1.5 billion a year to a ded
icated fund for freight proj
ects across the state.
In addition to that public
money, the panel suggested
legislation authorizing the
State Road and Tollway Au
thority (SRTA) to tap into
private financing to help
build freight and logistics im
provements such as rail proj
ects and truck parking.
“There are some huge
freight and logistics chal
lenges ahead of us,” Brad
Skinner, a board member at
Denver-based freight railroad
operator OmniTrax and a
member of the commission,
said during the panel’s final
meeting last month. “[But]
our traditional sources of rev
enue are drying up.”
The legislature created the
commission two years ago to
look for ways to improve the
flow of freight through Geor
gia. The panel, which dis
banded following the release
of its final report, included
lawmakers, local elected of
ficials, business leaders and
logistics executives.
The commission’s mis
sion gained greater urgency
last year as the coronavirus
pandemic forced Americans
accustomed to shopping at
brick-and-mortar stores to go
online for goods and serv
ices. For example, online
spending last May was up
77% over May of 2019, ac
cording to the report.
The commission’s final
report recommended an array
of options for new sources of
public funding for freight
projects, including broaden
ing the uses of motor fuel
taxes - currently limited by
state law to roads and bridges
- to rail projects. The panel
also suggested imposing
mileage-based user fees, a
consumer-based tax assess
ment on activities such as
home deliveries from e-com
merce providers, or a
statewide assessment on
warehouse distribution facil
ities.
The proposed SRTA legis
lation would expand the state
agency’s authority from the
toll lanes in metro Atlanta it
currently oversees to let it
enter into public-private part
nerships to finance and build
freight projects.
“SRTA, in conjunction
with [the Georgia Depart
ment of Transportation], has
demonstrated a strong profi
ciency in executing major in
frastructure projects with
private financing compo
nents, and their scope should
be expanded to include
freight and logistics projects
as well,” according to the re
port.
The commission identi
fied shortages of both truck
parking and commercial
truck drivers as major chal
lenges hampering the smooth
movement of freight. The
DOT is conducting a study of
the truck parking issue, look
ing to expand the supply of
spaces beyond those found at
truck stops and interstate rest
areas.
The report noted that
commercial truck driving
schools were forced to close
last year when the pandemic
hit, hurting efforts to train
new drivers at a time
COVID-19 was increasing
the demand for them. The
commission recommended
creating a workforce devel
opment grant program to
help the commercial trucking
industry work with public
high schools in recruiting po
tential future drivers.
The 2021 General Assem
bly session kicks off next
Monday.
