Illegal dumping remains problem at Thrift Store;
Pickups for furniture resume, volunteers needed

at the entrance of the Com
munity Thrift Store on
Samaritan Drive remains a
problem even after a gate has
been installed and a sign
states they are using security
cameras and working to pros
ecute illegal dumping there.
Terry “Sarge” Bishop
from the Thrift Store said the
dumping has gotten better
since word got out they are
using cameras and making
cases, but it is still a problem.
People continue to dump
household items there when
the store is closed. He said
even people who think they
are doing a good deed by
leaving decent-quality stuff,
should consider if it rains
most everything left out is ru
ined. “We can’t take the stuff
in and sell it after it gets
soaked,” Bishop said.
The Thrift Store has re
opened Tuesdays through
Saturdays 10 a.m. to 1 p.m.
and wants to expand further
but is having trouble finding
volunteers. Many of the
store’s regular volunteers are
retirees and not venturing out
during the pandemic.

said their need of volunteers
is “dire.” But they are mak
ing progress getting back to
full operations. This week
they have resumed pick-up
service for furniture dona

The local non-profit,
which has returned millions
over the past twenty years to
good causes in the area, is
looking for volunteers for a
variety of positions and say
anyone who can offer as little
as four-hours a week would
be welcomed.
Particular needs are
cashiers on any shift; a Satur
day dock manager and they
would like to do more online
selling, but don’t have a per
son who can handle their on
line listings and inquiries.
The store also is asking
for donations back to their
operation specifically for
lumber to build a deck for the
volunteers to use a break
area.

with the local institution, the
Thrift Store has been around
for two decades, operates
with all volunteers and do
nates 100 percent of their
profits back to local non
profits, providing millions
over the years in grants.

State finds issue with elections board appointment process

Pickens Commission Chair
Kris Stancil to review local
boards regulated by state
statute, House Rep. Rick
Jasperse and the General As
sembly’s legislative council
found issue with Pickens
Elections Board appointment
process. Jasperse will intro
duce local legislation during
the 2021 legislative session
to change the way those
board members are selected.
Stancil said his initial re
quest had nothing to do with
the elections board specifi
cally, but that with new
county leadership it seemed
like a good time to review all
the boards to “be sure noth
ing was out of alignment.”
The focus on the elections
board is “something coming
from the state side.”
Jasperse said with time
constraints he could not ask
the legislative council to ex
amine all the local boards so
he picked three, also includ
ing the Pickens Library
Board and the Airport Au
thority. Legislative council
found no problems with
those bodies.
In terms of the election
board, as it stands now two
members are appointed by
the chair of the Democratic
Party and two by the chair of
the Republican Party. These
four election board members
then appoint a chairperson. In
a letter sent to Pickens Com
missioners and read by Stan
cil at their Feb. 25 regular
meeting, Jasperse stated this
process could be in violation
of a 2018 Georgia Supreme
Court riding that found that
non-governmental parties
cannot appoint government
officials. The ruling was in
regards to appointments
made to the DeKalb County
Board of Ethics.
“Political parties probably
qualify as non-governmental
parties and the members of
the Board of Elections are
unquestionably government
officials. I recommend
changes be made to the Act
governing the Board of Elec
tions and the appointment
process be slightly
amended,” he said.
Jasperse recommends the
Pickens Board of Commis
sioners appoint the four par
tisan members of the
elections board. Commis
sioners would make those ap
pointments from a list of
nominees provided by the
Democratic and Republican
parties. Each of those parties
would nominate four mem
bers, and commissioners
would select two board mem
bers from each party’s list.
The board could seek
nominations for the chairper
son from the community as a
non-partisan leader of the
Elections Board, according to
Jasperse’s letter.

visor Julianne Roberts does
not feel the state’s recom
mendation keeps the elec
tions board appropriately
independent of people in
elected positions.
“Frankly, I don’t think
anybody on the ballot should
be in charge of elections,”
Roberts said. “There is a rea
son things were set up the
way it was. That’s how it’s
been.”
Roberts recalled a former
elections board member who
had to resign from that posi
tion when he decided to run
for county commissioner.
She added that different elec
tions board, all of which she
said are set up by statute, op
erate differently.
“In Dawson County, for
example, the elections super
visor sits on the board,”
which is not the case in Pick
ens. “And it shouldn’t be. I
shouldn’t be my own boss.”
Jasperse told the Progress
elected officials are held ac
countable by the public.
“They can be removed,”
he said.
Jasperse added that politi
cal parties would still nomi
nate candidates, and also that
other county boards are ap
pointed by elected officials.
If adopted, this revision
will go into effect July 1.
