Sealed bids for the construction of Gennett
Drive Culvert Replacement and Roadway Re
construction will be received by CITY OF
JASPER, GEORGIA at the Jasper City Hall, 200
Burnt Mountain Road, Jasper Georgia 301434, no
later than Monday October 4th, at 2:45 p.m., East
ern Daylight Time. Bids will be opened at 3:00
p.m. on the same date and at the same location.
Proposals received after 2:45 p.m. will not be con
sidered.
Scope of Work: Providing material, tools, equip
ment, labor, and incidentals necessary to com
pletely replace the washed-out culvert, relocate
and reconstruct impacted City of Jasper water
main and reconstruct the collapsed road section
along Gennett Drive. Work will include, but not be
limited to: traffic control, clearing and grubbing,
removal and disposal of failed roadway/culvert
materials from work area and stream, roadway
and slope grading/construction, asphalt roadway
construction, erosion control, grassing, striping,
signage, guardrail construction, culvert and head-
wall construction, temporary drainage, temporary
stream diversion/pumping and work area dewa
tering, underground utility location services for
City of Jasper sanitary sewer and waterlines in
and near the work area and water main construc
tion. All work shall conform to the Georgia Depart
ment of Transportation’s (GDOT) Standard
Specifications Construction of Transportation Sys
tems, 2013 Edition; GDOT’s Supplemental Speci
fications Construction of Transportation Systems,
2016 Edition; and all applicable GDOT Standards
and Details.
Project work will be required to begin within 60
calendar days of the Notice to Proceed and be
substantially complete within 180 calendar days.
All punch-list items will be required to be complete
within 30 days of the Final Inspection.
Eligible bidders and subcontractors shall be
prequalified contractors or registered subcontrac
tors with the GDOT. Verifying documents for the
prime contractor will be required prior to contract
award, and for all subcontractors prior beginning
work.
Proposers are encouraged to visit the Gennett
Drive site to review the existing conditions.

Access to the Engineer’s FTP site containing
digital copies of plans, specifications, and ad
denda will be granted at time of pickup. No doc
uments will be mailed. Any questions regarding
the project or to schedule an appointment to pick
up plans at EXP’s office should be emailed simul
taneously to eugene.hopkins@exp.com,
dewayne.comer@exp.com, and
ryan.higgins@exp.com, no later than 5:00 p.m. on
Thursday September 23rd, 2021. Responses will
be posted to the FTP site as an Addendum. Ad
ditional addendums may be issued during the
proposal period. All proposers are responsible to
check the Engineer’s FTP site for addendums.
Both a Performance and a Payment Bond will
be required in an amount equal to 100% of the
Contract Price in a form to be provided by the
City. Proof of General Liability Insurance and
Workman’s Compensation Insurance will be re
quired with the City of Jasper Commission listed
as an additional insured. All proposals must be
accompanied by a Bid Bond or Certified Funds in
the amount of 5% of the Bid Amount.
All contractors must comply with the provisions
of O.C.G.A. Sec. 13-10-91, and must register and
participate in the federal work authorization pro
gram (also known as E-Verify
(www.uscis.gov/everify)). A contractor must sub
mit the required affidavit BEFORE ANY PRO
POSAL IS CONSIDERED. A form affidavit shall be
provided with the proposal package.
City of Jasper, in accordance with Title VI of the
Civil Rights Act of 1964 and related statutes and
regulations, hereby notifies all proposers that it will
affirmatively ensure that in regards to any contract
entered into pursuant to this advertisement, minor
ity business enterprises will be afforded full oppor
tunity to submit proposals in response to this
invitation and will not be discriminated against on
the grounds of race, color, sex, or national origin
in consideration for an award. The General Con
tractor and all Sub contractors shall insure that
employees and employment applicants are not
discriminated against because of race, color,
creed, sex, or national origin.
Proposals may not be withdrawn for a period of
30 days after time has been called on the date of
opening. The Commissioner reserves the right to
reject all proposals and to waive any technicalities
or irregularities and to award the project based on
the highest and best interests of the City.
Note: No Proposers are to contact anyone who is
currently employed by City of Jasper Government
at any time during the Proposal Process in relation
to the Gennett Drive Culvert Replacement project,
except as directed above. All questions are to be
directed to the Engineer, via email, at the address
provided above. Any breach of this requirement
will result in disqualification.

Sassafras Literary Exchange
announces yearly writing contest
The Creative Writing for Youth con
test, put on by Sassafras Literary Ex
change, is scheduled to begin on
Monday, September 27th. It will end at
the close of the school day on Friday,
October 29th.
To challenge and inspire middle
school and high school students who
live in and are educated in Pickens
County is the goal of the contest.
There are three categories in which a
student may enter: Fiction, Non-fiction
and Poetry.
A student may enter one entry in
each of the three categories. Please limit
entries to 1,500 words or less and not
more than 50 lines of poetry.
Entry blanks will be available and
must be attached to the entry. The au
thor's name should not be on the entry.
Name of the writer, their language arts
teacher's name and grade should be on
the entry blank and it should be folded
to conceal that information while show
ing category entered. This entry blank
should be stapled to the entry.
With help from Community Bank of
Pickens County, cash prizes will be
awarded to the winners. First place
award to the winners in each category
in the high school division will be $75.
Second will receive $50 and third, $25.
For the middle school division, prize
money will be $60, $40 and $20.
No topic is assigned and a student
may write about anything that suits his
or her fantasy. Surprisingly, this contest
can be fun. It's a competition and not an
assignment. Everybody has a story and
you students can tell the story that you
want to tell.
This contest is open to those who are
home schooled, those in distance learn
ing or other alternate programs.
Entries will, however, need to be
turned in through the public school sys
tem.
To Pickens County students, please
look at this as an opportunity, not an as
signment.

opening it’s doors for those
who are unable to shop dur
ing their normal hours of op
eration this Friday,
September 24, from 5-8 p.m.
There are so many 9-5
working folks out there that
can only find bargains on
Saturday at the store, it has
become obvious the store is
not that convenient for these
community members. So the
store is once again making a
special time of shopping for
them as well as others who
just want more shopping.
This is the second time the
store has offered these extra
$10 purchase. Extra tickets
can be purchased for $1 each
or $5 for 6 tickets. The
monthly prizes will be on dis
play the week of the Friday
night event during normal
business hours. Shoppers
may purchase tickets early,
but the free tickets for $10
sales are available only dur
ing the night time event. The
winner will be contacted by
phone. No need to be present.
The theme this month is
Autumn Woods. All wooden
merchandise is 20% off reg
ular price. Make sure and
mark your calendars to enjoy
the extra shopping opportu
nity. Next month’s event will
have an extra special addi

Notice to Bidders
The City of Jasper is accepting sealed bids for
Bid No. 2021-07 Sidewalk Repair and/or Replace
ment. Construction activities include, but are not
limited to; traffic control, demolition, concrete repair
and/or replacement, along existing sidewalks in the
City. Contractor will need to be aware of any re
quirements of working within the rights-of-way of
State routes and have the requisite licensing for
flagging, etc.
All prices will be inclusive of traffic control, labor,
material, tools, equipment, disposal, hauling and
mobilization cost. Work will be in various locations
throughout the city as identified on the list as pro
vided upon request. Areas of proposed work will
be marked for review and reference, and it is ex
pected that the bidder will provide an itemized bid
to repair and/or replace the sections as marked and
include any additional sections as may be required
through qualified experience of repairing/replacing.
All streets are to always remain assessable during
times of construction operations and work is to be
within the rights-of-way.
This is a non-exclusive agreement, and the Con
tractor is expected to work in conjunction with other
City contractors and/or City work forces when re
quired.
