OPERATING PERMIT

The Georgia Environmental
Protection Division announces
its intent to issue a Title V Air
Quality Operating Permit to
IMERYS Carbonates USA,
INC - Whitestone Facility. The
facility is located at 4420
Raven Cliff Road, Whitestone,
Georgia. The primary purpose
of this permit is to identify and
consolidate existing State and
Federal air requirements ap
plicable to IMERYS Carbon
ates USA, INC - Whitestone
Facility and to provide practi
cal methods for determining
compliance with these require
ments. The Georgia Environ
mental Protection Division
(EPD) is preparing Title V Op
erating Permits in accordance
with Title V of the Clean Air
Act. This permit will be en
forceable by the Georgia EPD,
the U.S. Environmental Pro
tection Agency, and other per
sons as otherwise authorized
by law.
IMERYS Carbonates USA,
INC - Whitestone Facility
processes calcium carbonate
from its underground mines lo
cated at its Whitestone plant.

must be received by the EPD
no later than 30 days after the

until the next working day.)
The Division, in making its
final decision to issue the Title
V permit, will consider all com
ments received on or prior to
that date.
Any requests for a public
hearing must be made within
the 30-day public comment
period. A request for a hearing
should be in writing and
should specify, in as much de
tail as possible, the air quality
related issues that constitute
the basis for the request.
Where possible, the individual
making the request should
also identify the portion(s) of
the Georgia Rules for Air
Quality Control and/or the
Federal Rules that the individ
ual making the request is con
cerned may not have been
adequately incorporated into
the draft permit. If a public
hearing on the draft Title V
Operating Permit is to be held,
the date, time, and location of
the hearing will be provided in
a subsequent, separate public
notice. At that hearing, anyone
may present data, make a
statement or comment, or
offer a viewpoint or argument
either orally or in writing con
cerning the draft Title V per
mit. During the Division’s
decision-making procedures
to issue the Title V permit, any
information received during a
public hearing will be consid
ered together with information
received during the comment
period. During the current
COVID-19 pandemic, the Divi
sion will only conduct public
hearings in “virtual” format
using Zoom meeting applica
tions.
Following this 30 day pub
lic comment period, the draft
permit will undergo a 45 day
review by U.S. EPA in accor
dance with 40 CFR 70.8. In
formation pertaining to U.S.
EPA’s review period can be
found on their website at
http://www.epa.gov/caa-per-
mitting/georgia-proposed-title-
v-permits.
After the comment period
has expired, the EPD will con
sider all comments, make any
necessary changes, and issue
the Title V Operating Permit.
Copies of the final Title V Op
erating Permit, comments re
ceived, EPD’s responses to
comments, and any other rele
vant information will then be
made available for public re
view at the office of the Air
Protection Branch by appoint
ment only during the COVID-
19 pandemic. A summary of
comments and any changes
made to the final permit will be
found in an addendum to the
narrative. A copy of this narra
tive and the final Title V permit
will be added to the informa
tion already available at the in
ternet address given above.
