Jasper forges ahead with wastewater
treatment plant expansion
City prepares possible condemnation, if necessary
By Larry Cavender

A long-planned expansion
of the city of Jasper's waste-
water treatment plant has hit
a snag, but in action taken on
Monday night, the city coun
cil hopes the project will
move forward, by legal
means if necessary.
City Attorney David
Syfan reported that all ease
ments necessary for a line
needed for the expansion
have been acquired with the
exception of one property
owner. He recommended the
council approve a resolution
which would enable further
negotiations between the city
and the property owner, and
if no agreement is reached,
the resolution would also es
tablish the city's authority for
condemnation of the property
for "the public interest."
Also recommended was
approval of another resolu
tion for an amendment to
legal services which could
move the expansion project
forward even if the issue is
not resolved any time soon,
allowing the city to proceed
undeterred. If no agreement
is reached, a jury trial could
be used to determine any
compensation to the property
owner. The council approved
both resolutions without op
position.
A number of other actions
were handled by council for
their April meeting:
• One pertained to an Ap
palachian Regional Commis
sion Grant which seeks to

The same resolution provides
