Dangerous dog case prompts code review

A recent case in Pickens County
Magistrate Court has spurred county
officials to review their dangerous
and vicious dog ordinances, which
they say need strengthening.
The Pickens County case in
volves a pit bull deemed dangerous
by the Pickens County Board of
Health in March, but according to of
ficials and neighbors, the owner is
not following rules required with
dogs classified as dangerous. The pit
bull continues to get loose when law
requires it be contained inside a
house or fence.
One family on Bradley Court in
volved in the case told the Progress
they are not comfortable outside
their home and are scared for their
toddler to play outside. The dog has
charged at the mother, toddler and
their own dog, who “fought it off
until the owners came and tackled it
off my dog,” the mother said. The
family already has a fenced-in back
yard and is now building one in the
front yard so they don’t feel threat
ened. They said when the dog is
fenced in and they walk by, it growls
viciously.
Another person recently con
tacted the Progress saying she was
attacked by the same dog earlier this
year while she was jogging on that
road. This attack was not the Febru
ary attack of a different neighbor that
led to the dog being deemed danger
ous.
For a dog to be labeled “danger
ous” - or in more serious cases “vi
cious” - animal control must first
make a recommendation that they
potentially fit those labels. The ani
mal’s owners are then notified of the
recommendation and at that time can
request a hearing from the health
board. Owners are allowed to testify
and present evidence at the hearings.
Among other stipulations, owners
that have a dog deemed dangerous
must register it, have the animal
fenced in on their property, post “Be
ware of Dog” warning signs, and put
it on a leash no longer than six feet
when they leave the property. There
are additional rides for dogs deemed
vicious.
“The problem with the owner is
that he is not complying with the
standards of what must be done,”
said Pickens County Chief Marshal
Mike Carswell.
The dog has been off owners’
property on at least four occasions
since being classified as dangerous.
After the dog left the property the
most recent time the marshal issued
a citation. The dog is now im
pounded at the Pickens County Ani
mal Shelter.

“We are pleased with the com
mission’s recommendation which
will allow us to move our operations
to better serve the community and
be more efficient,” said Jasper’s
Coca-Cola Sales Center Manager
Tim Brown. The new location will
be at 25 Hugh Mullins Court, former
home of the 24,408 sq. ft. Ap
palachian Home Furnishings built in
2005.
The new owners estimate the re
vamping and adding to the building
will take a year to complete.
The city of Jasper’s Planning and
Development Director Mary Eliza
beth Burgess recommended ap
proval of rezoning the 3.62 acre
location from C-2 Commercial to
M-l Industrial with conditions.
The second agenda item was a
“Request for a Special Use Permit”
on Noah Drive for a Panda Express
fast-food drive thru in a C-2 Com
mercial District. The 1.62 acre loca
tion is adjacent to Murphy Express.

Collectors’ stamp albums are a
feast for the eyes - delicate, tiny im
ages in an array of colors and tex
tures, checkerboarded neatly on
their pages. Bill Hall thumbed
through his own collection, a thick
book with at least 15,000 stamps
from around the world.
From the U.S. to France, from
Germany to the U.K., Japan, China
and dozens of others, the collection
is arranged by country. The stamps
are all antiques, dating from the
1860s to 1950. Some of the designs
are scenes - a landscape or a no
table building. Many show faces of
political leaders.
“My favorite are probably the
early U.S. stamps,” said Hall, a his
tory buff with a penchant for presi
dents. A portrait of his favorite,
Abraham Lincoln, hangs above his
desk which also houses antique
books about presidents, and a quill
and ink well. A framed George
Washington peers at us from a book
shelf on the wall.

back to 1840, when the first one in
the world was issued in the U.K. It
