Committee updates
at Jasper Council

Jasper City Council’s Au
gust meeting was light on
agenda items, with the lion’s
share of the brief meeting
taken up by committee up
dates.
Among items discussed:
•Council member Sonny
Proctor of the Parks & Prop
erties Committee said there
are exciting developments at
Doris Wigington Park, which
is under contract for trail de
velopment. The city has also
resubmitted their application
for a grant for a Perrow Park
project development.
•Council member Kirk
Raffield of the Public Safety
& Judicial Committee said
they plan to acquire gear for
the police department, and
that public safety has been
present at many recent public
events including Downtown
Live and National Night Out.
•Raffield of the Develop
ment & Local Infrastructure
Committee said they are
looking at additional ordi
nances “to assist our city with
growth.”
•Council member Jim
Looney of the Enterprise
Fund said work is underway
at the city’s wastewater treat
ment plant. Water levels are
also improving at the city
mines off Cove Road, with
recent rains expected to in
crease that. See future

attempt to diversify water re
sources.
•Council member Looney
of Finance & Administration
said the auditing process is
underway, and that there are
several positions in fire and
police the city needs to fill.
•Council approved a con
ditional alcohol license for
Rooster’s Market off High
way 515. The license will be
issued after the business relo
cates to a larger building on
the same property and re
ceives a certificate of occu
pancy.
Council members Anne
Sneve and John Foust were
not in attendance.

The Talking Rock City
Council’s regular meeting
last Thursday evening was
very busy as they replaced a
council member, considered
a land sale to the county, dis
cussed elected official com
pensation and heard about a
new business.
Caleb Gay was sworn into
office by City Attorney Jeff
Rusbridge, replacing Coun-
cilperson Steve Lewis. Mr.
Lewis resigned his office due
to selling he and his wife’s
business Shadow Creek and
moving to Jasper. Mayor Pro
Tern James Bryant Jr. said, “I
want to thank Steve and Au
drey for their unselfish serv
ice to our community in
business and volunteerism.”
Petticoat Junction will
soon be opened in the Lewis’
former building which many
locals will remember as “N C
Lowe General Merchandise.”
Sandra Perdue and Dan Ed
wards will sell refined ap
parel, gifts and shoes.
The new Talking Rock
City Council member, Caleb
Gay, is a former council
member who resigned his
seat in 2018 due to business
travel. His employer, The
Good Patch, has since moved
to Jasper. Gay said, “I want to
be involved my community
and influence positive
growth for the city.” Mayor
Pro Tem Bryant Jr. said about
Caleb, “I served with him on
the council before he moved
and it seemed wise to appoint
a person with council experi
ence and had already been
elected by the town.”
Council members dis
cussed selling 2.24 acres to
Pickens County, appraised at
$37,000, which could be
used for city parking. The
plot of land is the footprint
already designated by the city
for a fire station. Discussions
will continue with the county
addressing the placement of
the fire station and total num
ber of parking spaces avail
able to the city.
“In order to cut expenses
two years ago we canceled
compensation to council
members and I think now is a
good time to consider restor
ing pay for the work of the
council on behalf of the city,”
said Bryant. Attorney Rus
bridge suggested $100 per
month for council members
and $150 for the mayor. A
special called council meet
ing will be held on August 17
at 7 p.m. at City Hall to con
sider the proposal.
A potential conflict over
annexation of property into
Talking Rock for a luxury
113 acre RV park that Pick
ens County officials took
issue with may be avoided.
The county objected to the
annexation because of “lack
of oversight” by the city and
the “affect on county roads
and property bordering the
tract.” Council action was to
allow the developer to decide
what was best for the project
but to support the county
with their concerns.
Without going over ex
actly how it would play out,
Mayor Bryant expressed gen
eral agreement with the
county’s position regarding
inspections and permitting.
In other action approval
was given to repave the park
parking lot for up to $25,000
from SPLOST funds, search
for a experienced building in
spector, add new directional
road signs with limit of
$1,000 and continue re
searching best approach to
water runoff on Second.
Street.
It was announced that the
town’s required audit for this
year should meet all dead
lines and will be very posi
tive.

Jayne Robinson
Jayne Chambers Robin
son, 89, (formerly of Ab
erdeen), passed away at
home on Friday, July 28,
2023, in Jasper, Georgia.
Jayne was bom August 3,
1933, in Abilene, Texas. She
was the youngest of three
children of John Earl Cham
bers and Zona Viola Stewart
Chambers. After graduation
from high school, Jayne
moved to Raleigh, North
Carolina where she met and
married her husband of 41
years, William Henry (Bill)
Robinson. In 1978, the fam
ily moved to Georgia where
she lived the remaining years
of her life.
Jayne was a former long
time secretary of the First
Baptist Church of Aberdeen
and the original owner of Ab
erdeen Florist.
Jayne was preceded in
death by her husband,
William Henry (Bill) Robin
son; brother, Bobby Lynn
Chambers; and sister, Mary
Jim Kent.
She is survived by her
three daughters, Billie J.
Robinson, S. Lynn Robinson,
Caroline R. (Orlando) Gar
cia; grandchildren, Nicolas
O. Garcia, Mitchell A.
(Maleah) Garcia, and Anto
nio R. (Anna Norman) Gar
cia.
A private family service
was held on August 5, 2023.

Marilyn Hannah
January 20, 1937 -
August 2, 2023
Ms. Marilyn Jean Hannah,
86, of Talking Rock, for
merly of Tucker, GA, passed
away Wednesday, August 2,
2023 at Northside Hospital
Cherokee.
Marilyn spent the last five
years at Wildwood Health
Care Center and enjoyed
spending time with the other
residents and all the loving
caregivers. She was a mem
ber of Jasper United
Methodist Church. She loved
the Atlanta Braves baseball
team, Elvis, and Alan Jack-
son. She also enjoyed word
puzzles and playing Bingo.
Marilyn is survived by her
sister-in-law, Elaine Hannah;
nieces, Debra Campbell
(Mike), Lynn Hannah, and
Rachel Crumley (Dan);
nephew, James Hannah
(Kim); and several cousins.
She was preceded in death
by her parents, Paul L. &
Hazel M. Hannah; and
brother, James Larry Hannah
Sr.
Graveside services will be
held at 1 p.m. on Saturday,
August 12, 2023 at Fellow
ship Cemetery in Tucker,
GA. Presiding ministers will
be Mike Campbell and Dan
Crumley.
In lieu of flowers, dona

United Methodist Church.

Joyce Nichols Kinsey, 95,
of Talking Rock, Georgia,
passed away Friday, August
4,2023. She was bom Octo
ber 27, 1927 to Arthur and
Bessie Nichols in Rock
Springs, Georgia and was
married to the late Reverend
Carl Renner Kinsey.
Joyce is survived by
daughters and sons-in-law,
Brenda and Steve Wood of
Murphy, North Carolina,
Kaye Petty of Flowery
Branch, Renee and Jerry
Montrose of Talking Rock,
Jan and Bruce Bennett of
Grayson; son and daughter-
in-law, Mike and Sara Kinsey

great-great-grandchildren;

Ataxia is a neurological condition that is relatively rare, but still affects
thousands of people in the United States and around the world. (For
more information, go to www.Ataxia.Org). Although related to ALS,
Huntington's, and Parkinson's disease, Ataxia is not well-known, and so
has struggled to gain research attention and funds.
For the past several years, Robin and Dick Manley have organized and/
or hosted an annual event to help raise funds to support Ataxia research.

Stand-Up to Ataxia: A family-friendly
evening of stand-up comedy, featuring
performances from Tyler Johnston, Ron
Greene, and Yoshee So.
Tyler Johnston
Tyler Johnston lives in Canton. He is a delightful young man,
aspiring to be a stand-up comic, despite wrestling with
Ataxia. Tyler not only stands up to Ataxia, he laughs at it.
Needless to say, we admire his approach.
Ron Green
Ron and his wife Kay reside in Cartersville, are parents
of two adult children and proud grandparents of six.
Ron has performed standup comedy at every major
comedy club in Atlanta, private parties as well as venues
throughout the south east. Even though he is solidly in the
Baby Boomer generation, his style of humor appeals to all
generations, even those who are young enough to be his
grandchildren.
Yoshee So
Yoshee is a nationally-touring comedian, marketing
executive, and producer. Yoshee delivers hilarious takes on
his upbringing alongside quirky observations on everyday
life. He has shared the stage with George Wallace, TJ
Miller, and Chris Tucker. Yoshee has been selected to
perform at several notable comedy festivals, including
Out of Bounds, San Francisco Improv, and Miami Improv
Festival. When he's not on a stage, Yoshee can be
found coaching his kid's soccer team or speaking about
humor in the workplace. He would describe himself as a
storytelling, Shirley-Temple-drinking, trivia nerd.
