LCSO INCIDENT REPORT SUMMARY
Compiled from a summary of incident reports
completed by Lamar deputies during the period Jan.
6-12,2021.
On Jan. 6, Lt. Michael Newman, accompanied by
Dep. Barclay Banta and Cpl. Belinda Penamon of the
BPD, went to room 116 at Sun Inn to serve a war
rant on Lewis L. Settles, 65, for drug charges. Settles
opened the door and the smell of marijuana was over
whelming. Settles said he was innocent of the drug
charges the warrant was based on.
Settles requested family be able to come get his
belongings from the motel room. He was advised a
probable cause search would be done before that
happened. Settles admitted there was marijuana on
the bedside table and in the drawer and Newman
recovered it.
Settles kept trying to direct Newman’s attention
away from a jumper cable box in the room. Newman
opened the box and found a black bag. Inside the bag
was a sandwich bag with 24 small bags of meth. The
search was halted until a warrant could be acquired.
Settles went to jail.
Once the warrant was issued, meth residue and ra
zors were found on a table where someone had been
cutting up meth and packaging it. Settles was charged
with possession of marijuana, possession of meth,
sale of meth and possession of drug related objects.
On Jan. 3, Dep. Banta was dispatched to 1686 Old
Hwy. 41 where he met with Amy Nipper Smith about
tools being missing. The locks had been cut off a shed
were the tools were stored. They belonged to Paul
Nipper, Sr. who is in the nursing home.
A neighbor said he had cut off the locks at the
request of another family member named Crystal and
did not know where the tools were. All parties were
referred to magistrate court.
On Jan. 6, Dep. Justyn Weaver was dispatched to
a home at 105 Chappell Mill Road where firefighter
Kenneth Whitelock had been bitten by a dog. Animal
control took the dog.
On Jan. 7, Dep. Ashley Johnson met with a woman
at the sheriff’s office regarding $800 being taken from
her bank account. United Bank was able to give her
the name and e-mail address as the suspect.
On Jan. 11, Dep. Johnson talked with a woman
who had gone to her father’s property at 548 Grove
Street to shoot her gun. She said she left the gun, a
Ruger 9 m.m., on top of the car and drove off. She and
her father looked for the gun to no avail.
On Jan. 12, Dep. Destiny Valenzuela was dis
patched to a home at 822 Ingram Road regarding a
domestic dispute involving a man, his sister-in-law
and her mother.
