Conduct giving such rise to said seizure was as follows: on the 2nd day of December, 2020, a vehicle driven by Oscar Hugley with Damarcus Daniels as a passenger was stopped on 1-75 for following too close. As the Deputy got out of his car and approached the vehicle, it fled crossing all three lanes and the median. The chase went into the Ma con area where the vehicle wrecked. Daniels fled into the woods and was later found. Law enforcement located a tan Taurus .45 Cal. Daniels had a large bundle of U.S. currency on him. The vehicle contained 4 vacuum sealed bags containing marijuana (more than 4 oz.). A Gucci bag contained a Glock 9mm pistol. An AR-15 rifle was located in the vehicle along with digital scales, several baggies used for packaging marijuana. Claimants who may have an interest in said property are Oscar Hugley and Dam arcus Daniels. Said property was used in violation of O.C.G.A, § 9-16-1 et. seq., and 16-13-49 et. seq. in that the item(s) was/were used to facilitate the possession, sale, and distribution of controlled substance and/ or marijuana and/or are proceeds derived or real ized therefrom and that said item was used directly or indirectly used or intended for use in any manner to facilitate a violation of O.C.G.A. Title 16, or of the laws of the United States or of any State relating to marijuana/controlled sub stance which is punishable by imprisonment of more than one year, and or said property was found in close proximity to controlled sub stances and/or marijuana. Pursuant to a resolu tion adopted on November 9, 2020, by the Lamar Coun ty Board of Education (the “Board of Education”), the managing and controlling body of the Lamar County School District (the “School District”), and a call of elec tion issued by the Lamar County Board of Elections and Registration, as Election Superintendent, notice is hereby given as follows: 1% Educational Sales Tax Yes No Shall a one percent sales and use tax be imposed in the Lamar County School District for a period of time not to exceed twenty con secutive calendar quarters and for the raising of not more than $13,200,000 for the purpose of (a) retiring general obligation debt of the Lamar County School District previously incurred with respect to capital outlay projects and (b) acquisition, construction, equipping, renovations and improvements to existing school buildings, including the primary, elementary, middle, and high schools, maintenance facilities, fine arts center, and the central office; (c) acquisition of school buses, transporta tion vehicles and equip ment, and maintenance vehicles; and (d) the acquisition of any property, both real and personal, and equipment necessary in connection with the above described capital outlay projects, including computers and system- wide technology upgrades, athletic facilities and physi cal education equipment, textbooks, furnishings, band instruments, vocational equipment, and safety and security equipment?? 2. All qualified voters desiring to vote in favor of imposing the 1% sales and use tax for educational purposes (the “Educational Sales Tax”) shall vote “Yes” and all qualified voters opposed to levying the Educational Sales Tax shall vote “No.” 3. If more than one-half of the votes cast are in favor of imposing the Educational Sales Tax then such tax shall be imposed begin ning upon the termination of the Educational Sales Tax presently in effect and shall cease to be imposed on the earlier of (a) twenty calendar quarters after the Educational Sales Tax is imposed or (b) as of the end of the calendar quarter dur ing which the Commissioner of the Georgia Department of Revenue determines that the Educational Sales Tax will have raised revenues sufficient to provide to the Lamar County School Dis trict net proceeds equal to or greater than the amount specified as the maximum amount of net proceeds to be raised by the Education al Sales Tax. 4. The School District heretofore has issued its La mar County School District General Obligation Bonds, Series 2017 (together, the “Bonds”) for the purpose of financing certain capi tal outlay projects of the School District. If reimpo sition of the Educational Sales Tax is approved by the voters of Lamar County on March 16, 2021, proceeds to be received from the Educational Sales Tax of up to $13,200,000 shall be used to pay principal of and interest coming due on the Bonds. The School District may apply interest earnings or other funds available in the debt service account maintained for the outstand ing Bonds to assist in the retirement of the Bonds. All remaining funds from the Educational Sales Tax will be used to fund, (i) renova tions and improvements to existing school build ings, including the primary, elementary, middle, and high schools, maintenance facilities, fine arts center, and the central office; (ii) acquisition of school buses, transportation ve hicles and equipment, and maintenance vehicles; (iii) acquisition of computers and system-wide technol ogy upgrades; (iv) upgrades and renovations to athletic facilities and physical edu cation equipment; and (v) textbooks, furnishings, band instruments, vocational equipment, and safety and security equipment. 5. The last day to register to vote in the election is Tuesday, February 16, 2021. Anyone desiring to register may do so by applying in person at the voter registra tion office located at 408 Thomaston Street, Suite D, Barnesville, Georgia, 30204, or by any other method authorized by the Georgia Election Code. 6.
