On or about October
26, 2020, on and around
Veteran’s Parkway in
Barnesville, Lamar County,
Georgia, officers of the
Barnesville Police Depart
ment seized the above-
listed property. At the date
and time of the seizure
James Clay Davis, was
in possession of the said
vehicle. Defendant was
the driver of the above-
described vehicle when it
was stopped for traffic viola
tions by law enforcement
officers with the Barnesville
Police Department on and
around Veteran’s Parkway in
Barnesville, Lamar County,
Georgia. A probable cause
search of the said ve
hicle yielded a quantity of
methamphetamine along
with drug related objects.
Defendant was also found
to have prior felony drug
arrests and convictions.
The above-listed property
was used or intended for
use, directly or indirectly, to
facilitate a violation of Geor
gia’s controlled substance
laws in Lamar County,
Georgia, punishable by
imprisonment for more than
one year and was found in
proximity to a quantity of
methamphetamine.

purposes (the “Educational
Sales Tax”) shall vote “Yes”
and all qualified voters
opposed to levying the
Educational Sales Tax shall
vote “No.”

of the votes cast are in favor
of imposing the Educational
Sales Tax then such tax
shall be imposed begin
ning upon the termination
of the Educational Sales
Tax presently in effect and
shall cease to be imposed
on the earlier of (a) twenty
calendar quarters after the
Educational Sales Tax is
imposed or (b) as of the end
of the calendar quarter dur
ing which the Commissioner
of the Georgia Department
of Revenue determines that
the Educational Sales Tax
will have raised revenues
sufficient to provide to the
Lamar County School Dis
trict net proceeds equal to
or greater than the amount
specified as the maximum
amount of net proceeds to
be raised by the Education
al Sales Tax.
4. The School District
heretofore has issued its La
mar County School District
General Obligation Bonds,
Series 2017 (together, the
“Bonds”) for the purpose
of financing certain capi
tal outlay projects of the
School District. If reimpo
sition of the Educational
Sales Tax is approved by the
voters of Lamar County on
March 16, 2021, proceeds
to be received from the
Educational Sales Tax of
up to $13,200,000 shall be
used to pay principal of and
interest coming due on the
Bonds. The School District
may apply interest earnings
or other funds available in
the debt service account
maintained for the outstand
ing Bonds to assist in the
retirement of the Bonds. All
remaining funds from the
Educational Sales Tax will
be used to fund, (i) renova
tions and improvements
to existing school build
ings, including the primary,
elementary, middle, and
high schools, maintenance
facilities, fine arts center,
and the central office;
(ii) acquisition of school
buses, transportation ve
hicles and equipment, and
maintenance vehicles; (iii)
acquisition of computers
and system-wide technol
ogy upgrades; (iv) upgrades
and renovations to athletic
facilities and physical edu
cation equipment; and (v)
textbooks, furnishings, band
instruments, vocational
equipment, and safety and
security equipment.
5. The last day to register
to vote in the election is
Tuesday, February 16, 2021.
