Public Facilities Authority
and Lamar County, Georgia,

a proceeding to confirm and
validate the issuance of La
mar County Public Facilities
Authority Revenue Bond
(Lamar County Project), Se
ries 2021A, in the principal
amount of $3,130,000 and
the Lamar County Public
Facilities Authority Taxable
Revenue Bond (Lamar Coun
ty Project), Series 2021B,
in the principal amount
of $370,000 (together, the
“Series 2021 Bonds”). The
Series 2021 Bonds are being
issued to provide funds
needed to pay, in whole or
in part, the costs associ
ated with the acquisition,
construction, and equipping
of a new administrative
building and related prop
erty for the benefit of the
citizens of Lamar County,
and the fees and expenses
incurred in connection with
the issuance of the Series
2021 Bonds.
The Series 2021 Bonds
have been authorized to
be issued pursuant to a
resolution adopted by the
Authority on August 30,
2021 (the “Bond Resolu
tion”). The dates, rates of
interest, maturity dates, and
all other facts pertaining
to the Series 2021 Bonds
are set forth in a certified
copy of the Bond Resolution
(which includes the form
of the Series 2021 Bonds)
which is made a part of the
validation proceedings.
The Court will also adjudi
cate the valid and binding
effect of the form of an
intergovernmental contract
between the Authority and
the County (the “Contract”),
under which Contract the
County will make certain
payments to the Authority
to provide for payment of
the Series 2021 Bonds.
At said hearing all persons
having a right to be heard
with respect to the Series
2021 Bonds and the security
provided therefor, and with
respect to the validation
thereof, may be heard.

Qualifications
(1) Each person who is, in
the judgment of the appoint
ing grand jury, qualified
and competent to serve as
a grand juror, who is the
owner of real property, and
who is at least a high school
graduate shall be qualified,
competent, and compel
lable to serve as a member
or alternate member of
the board. No member of
the governing authority of
a county, municipality, or
consolidated government;
member of a county or inde
pendent board of educa
tion; member of the county
board of tax assessors; em
ployee of the county board
of tax assessors; or county
tax appraiser shall be com
petent to serve as a member
or alternate member of the
board of equalization.
(2) Each person seeking to
be appointed as a member
or alternate member of a
county board of equaliza
tion shall, not later than im
mediately prior to the time
of his or her appointment
file with the clerk of the
superior court a uniform
application form which
shall be a public record, and
which form indicates the ap
plicant’s education, employ
ment background, experi
ence, and qualifications for
such appointment.
(3) Within the first year
after a member’s initial ap
pointment to the board of
equalization, each member
shall satisfactorily complete
not less than 40 hours of
instruction in appraisal and
equalization processes and
procedures, as prepared
and required by the com
missioner. The failure of
any member to fulfill the
requirements of this sub-
paragraph shall render that
member ineligible to serve
on the board and prohibits
the member from hearing
appeals; and the vacancy
created thereby shall be
filled in the same manner
as other vacancies on the
board are filled.
(4) On or after January 1,
2019, following the comple
tion of each term of office,
a member shall, within the
first year of appointment to
the subsequent term of of
fice (re-appointment), com
plete satisfactorily not less
than 8 hours of instruction
in appraisal and equaliza
tion processes and pro
cedures, as prepared and
required by the commis
sioner for newly appointed
members.
(5) Additionally, any person
appointed to the board
must complete annually a
continuing education re
quirement of at least eight
hours of instruction in
appraisal and equalization
procedures. Failure to do so
renders the member ineli
gible to serve on the board.
(6) No person shall be
eligible to hear an appeal
as a member of a board of
equalization unless, prior
to hearing such appeal, that
person shall satisfactorily
complete the 40 hours of
instruction in appraisal
and equalization processes
and procedures required
by law. Any person ap
pointed to such board shall
be required to complete
annually a continuing
education requirement
of at least eight hours of
instruction in appraisal and
equalization procedures, as
prepared and required by
the commissioner. And, any
member re-appointed to
serve another term to such
board shall be required to
complete within the first
year of the reappointment
to said board the 8 hours of
instruction in appraisal and
equalization processes and
procedures required by law.
The failure of any member
to fulfill the requirements of
this subparagraph shall ren
der that member ineligible
to serve on the board; and
the vacancy created thereby
shall be filled in the same
manner as other vacancies
on the board are filled.
Members of the board are
compensated for each day’s
service in an amount set
by the county governing
authority with the per diem
being $50.

year term of office.
