A PROCLAMATION
Submitting a proposed Amend
ment to the Constitution of Georgia
to be voted on at the general elec
tion to be held on Tuesday, Novem
ber 7th, 1922, said amendment to
Article 6, Section 13, Paragraph 1,
of the Constitution of the State of
Georgia, in reference to supplement
ing the salary of the Judge.

WHEREAS, the General Assembly
at its session of 1922 proposed an
Amendment to the Constitution of
this State as set forth in an Act ap
proved August 19, 1922, to-wit.
Chattahoochee Circuit; Judge’* Sal
ary; Additional Payment by
Muscogee County.
No. 501.
An Act to amend paragraph 1, sec
tion 13 of article 6 of the Consti
tution of Georgia, regulating the
salaries of the judges of the Su
perior Courts, by providing for the
payment from the county treasurer
of Muscogee County to the judge
of the circuit of which said coun
ty is a part, an additional com
pensation; and for other purposes.
Section 1. The General Assembly
of the State of Georgia hereby pro
poses to the people of Georgia an
amendment to paragraph 1 of section
13 of article 6 of the Constitu
tion of this State, as follows: By
adding to paragraph 1 of section 13
of article 6 of the Constitution of
the State of Georgia as it now is the
following: “Provided, that the
County of Muscogee, from and after
January 1, 1925, shall pay from its
treasury to the Superior Court
judges of the circuit of which it is
a part such sums as will with the
salary paid each judge from the
State Treasury, make a salary of six
thousand dollars per annum to each
judge, and said payments are de
clared to be a part of the court ex
pense of such county.
Sec. 2. Be it further enacted by
the authority aforesaid, That when
ever the above proposed amendment
to the Constitution of this State shall
be agreed to by two-thirds of the
members elected to each of the
Houses of the General Assembly, and
the same has been entered upon their
journals, with the yeas and nays
taken thereon, the Governor shall,
and he is hereby authorized and in
structed to cause the above proposed
amendment to be published in one or
more newspapers in each congression
al district in this State for the period
of two months next preceding the
time of holding the next general
election; and the Governor is hereby
authorized and directed to provide
for the submission of the amendment
proposed for ratification or rejection
to the electors of this State at the
next general election to be held after
said publication, at which election
every person shall be qualified to
vote who is entitled to vote for mem
bers of the General Assembly. All
persons voting at such election in fa
vor of adopting the proposed amend
ment shall have written or printed
on their ballots the words, “For
amendment to paragraph 1 of sec
tion 13 of article ,6 of the Constitu
tion, providing for additional com
pensation to be paid by Muscogee
County, to the judges of the circuit
of which it is a part.” All persons
opposed to the adoption of said
amendment shall have written or
printed on their ballots the words,
“Against amendment to paragraph 1
of section 13 of article 6 of the Con
stitution, providing for additional
compensation to be paid by Musco
gee County to the judges of the cir
cuit of which it is a part.” If a ma
jority of the electors qualified to
vote for members of the General As
sembly voting thereon, shall vote for
ratification, the Governor shall, when
he ascertains the same from the Sec
retary of State, to whom the returns
from said election shall be referred
in the same manner as in cases of
election for members of the General
Assembly to count and ascertain the
result, issue his proclamation for one
insertion in one daily paper of the
State, announcing such result and
declaring the amendment ratified.
.Section 3. Be it further enacted.
That all laws or parts of laws in con
flict herewith are repealed.

NOW, THEREFORE, I, Thomas
W. Hardwick, Governor of said
State, do issue this my proclamation
hereby declaring that the foregoing
proposed amendment to the Consti
tution is submitted for ratification or
rejection to the voters of the state
qualified to vote for members of the
General Assembly at the general
election to be held on Tuesday, No
vember 7. 1922.

H. C. Dumas shows to the court
by his petition this day filed that he
has bond for titles to certain lands,
known as a house and lot on Crow
der street in the City of Barnesville,
Ga., made to him by J. W. Garland,
now deceased, in his life time, and
that petitioner has fully met the con
ditions in said bond, by paying all
the purchase price for said lands,
and now prays that Mrs. J. W. Gar
land, administratrix, be required to
make to him a deed under section
4016 of the Code.
This is therefore to cite you and
all parties concerned, to show cause,
if any there be, why the prayers of
said petitioner should not be granted,
before me in Ordinary’s court, on
the first Monday in November, 1922.

Keadle, administrator of the estate
of F. M. Foster, deceased, has ap
plied to me by petition to sell the
real estate belonging to the estate,
consisting of 86 acres of land, more
or less, located in Redbone district,
of said county, bounded on the north
by lands of J. S. Keadle, east by I
W. R. Sykes and G. W. Taylor, south j
by the Penn place and west by lands
of the Foster girls and F. M. Foster
estate. Also one-third interest in 63
acres, more or less, bounded on the
north by the Haygood place, east by
the estate of F. M. Foster, south by
J. S. Keadle and west by J. S. Keadle
and A. J. Keadle, and that an order
was made thereon at the October
term, 1922, for citation and that cita
tion issue; all the heirs at law and
creditors of the said F. M. Foster
will take notice that I will pass upon
said application at the November
term, 1922, and that unless cause is
shown to the contrary at that time,
said leave will be granted.

The Myers Ice Company, corpora
tion, created and organized under a
charter granted by the Superior
Court of the Flint Judicial Circuit,
on the 11th day of August, 1912,
under the name and style of “The
Myers lee Company,” and recorded
on the Ist day of August, 1912, in
the charter record A, pages 175-7, in
the office of the clerk of Superior
Court of said State and County of
Pike, brings this its petition and re
spectfully shows:
1. That said corporation after its
creation was a resident of Pike coun
ty, Georgia, until the creation of La
mar county from a portion of Pike,
and since that time it has been and
now is a resident of Lamar county,
Georgia.
2. That it desires to surrender
its charter and franchise, as a cor
poration, and be dissolved by the or
der and decree of this court.
3. That W. S. Jones is the sole
owner of all the stock in said com
pany', and owns interest therein, and
that he as sole owner desires that
the corporation surrender' its charter
and franchise to the State and be
dissolved as a corporation.
4. That such dissolution may be
allowed without any injustice to any
person, or to any person having a
claim or demands of any character
against said corporation.
Wherefore, petitioner files this his
petition in the office of the clerk of
the Superior Court, and prays that
after the same has been advertised
as required by law, that the court
by proper order grant this petition.

Council called to order by Mayor
Summers. Present, Aldermen An
derson, Horne, Klugh, Batson and
Coleman. Absent, Alderman Stocks.
Minutes of last meeting read an
upon motion adopted.
Light and Water Board reporter
that three transformers of a total of
45 KVA capacity had been borrowed
from the Central Georgia Power Cos.,
of Macon and would be installed im
mediately for use during the Fair.
A petition signed by property
owners on Perkins Lane, asking that
a street light be installed on that
street and the same was left to the
investigation and direction of Ligh:
and Water Board.
Street Committee reported that
two bridges had been constructed on
12£h street, thereby completing the
work on that street, and that work
had been completed on the street
near A. & M. College.
This committee also stated that
work was being done on the Park,
preparatory to the coming fair.
The Mayor stated that the carnival
in connection with the Fair would be
coming in on the following Monday
and would need a number of teams
and trucks for hauling same to the
grounds, and in view of the small
facilities of the drays of the city it
was thought best to take off the li
cense and allow all teams available
to do the hauling and accordingly a
motion was made by Alderman Horne
to that effect, the same being unani
mously passed to wit: that no license
be charged by the city for teams or
trucks doing hauling for the Fair
Carnival.
Alderman Klugh, chairman Board
of Health, reported that all the chil
dren exposed to diptheria had been
examined and reports of same re
ceived from State Board of Health,
and all returned to school with ex
ception of two children and that
proper precautions were being taken
in these cases. Anew case of dip
theria and one of scarlet fever were
reported and the same duly quaran
tined.

tee, brought to the attention of Coun
cil the use of second story of Gram
mar school building for basket-ball
games and upon discussion it was
agreed that some rigid restrictions be
made so as to eliminate the possibili
ties of fire, and upon motion and
passed this committee was instructed
to make investigations and make re
port of same at next meeting of
Council.
The Mayor stated that he had re
ceived two bids for annual audit of
books of Clerk and Treasurer, one
by the day at $20.00 per day, the
other for $125.00 for complete de
tailed audit and report. Upon mo
tion and passed the Clerk was in
structed to write to A. P. Stringer
& Cos., of Atlanta, stating that
SIOO.OO had been appropriated for
this work and to make them an offer
of this amount for the audit.
Alderman Home reported progress
on Ordinance prohibiting the driving
of autos by children under 16 years
of age.
