A. J. WHITE, i
Washington Letter.
The city congealed in arctic
weather is making preparation for
the coming event, the 4th. of March.
The Democrats are preparing for a
great, demonstration and the Repub
licans are preparing to grin and bear
it. Hotel and boarding house keep
ers are preparing to pack their,
guests like sardines in a box, and
various military and civic organiza
tions are preparing to entertain
their brethren from abroad. I’resi
dent Arthur is preparing to vacate
the White House to the political
successor of James Buchanan and
while Messers Blaine, Reel, Hoar,
Sherman,Jet-al may be preparing for
death, they are not preparing to
admit that the war which their ma
lice and ambition has prolonged
for twenty years beyond its heroic
term is now a thing of the past. So
ciety also is preparing to. recon
struct itself on different lines and
different women. The Frelinghuy-
sen’s, Blaine’s. Brewster’s, Chan-j
lev’s, with their satellites and paras- s
ites will go. The new society, I im-1
agine, will be composed in part ofj
t he ancient regime, the old residents
who have lived in seclusion during
the long ascendency of the light
fingered vandals of the Grant era
and the psalm sitting hypocrites of
the Kayes usurpation. The social
tone will depend much on the Cabi
net- of Mr. Cleveland, for society
herejtakes is cue and hue, to a great
extent, from those high in oHioc.
It is the general impressionjthat the
next will be a working administra
tion, it certainly has a task before
it, and it Would not be suggestive of
work to see the houses of the Thur
man’s Bayard’s, and Garland’s of
the next administration given over
to mid-night revels, as has been
too much the ease of late years, in
Washington.
An extra session of Congress is
thought tube very probable, but
whether there is an extra session or
not there will be Something going
<in here after the fourth of March,
i It is not expected that one hundred
thousand office holders will he im
j mediately turned out. But anew
j Cabinet with new Chiefs of Bureau,
J netv chief clerks, and new foreign
j ministers will be appointed with as j
! little delay as possible. There will j
j in l some fifty thousand Postmasters :
, hi appoint, and a general and judi- 1
| cions cleaning out of the idle, itr-j
'competent, superanuated, and the i
merely political rats and barnacles j
who have industriously drawn their j
| salaries from the public treasury for j
: years, and years.
Many clerks in the departments
; have been trying to have their pa
j pel's, which show that they were re
; commended by prominent republi
cans, withdrawn from the files.
Secretary McCulloch, however has
denied their requests and says that
he proposes to turn over the files
of tne Treasury Department intact.
This, of course, is right, and noth
ing more. Ifa clerk lias been re
commended by Senator Kellogg of
Louisiana, Mr. Blaine, or Senator
Hoar, for no better reason than that
be is a republican, and lias done po
litical work for his patron, it is of I
interest to the country and to com- '
ing administrations to have it on
record. When an examination ofj
the appointment files has been in,•Kb
it will be found that a majority of |
the male employes have been ap- j
pointed for political purposes, and
that many females have been ap
pointed for reasons and purposes j
not of record.
The House had its usual row on ;
Monday. Mr. White of Kentucky, j
a disturbing element was ruled out
of order by Mr. Blackburn’ the act-!
ing Spcaker.The Sergeant-at-Arms j
was sent to seat him. That!
officer forgot his mace. Mr. A\ bite :
resisted as the officer bad no badge ;
of authority. The mac was scour-
: I'd, :md, when it was no I<-njicr need
ed. Mr. White was seated. For an
■ hour there was turbulence and
v in nuli ii !■ over this. Gut Mr. Black
burn triumphed. The support! rs of
the ltiver and Harbor I ill were not.
I able to hold the floor auer twelve
o’clock. 'J'liis is interpaited to
i mean the defeat of the bill. There
u ;i> a marked determination to pass
tlie general appropriation bills. The
i’ost-oiliee Appropriation bill was
j taken up.
There was another disorderly
scene in the House of Represeutives
on Tuesday over the White inci
dent of the day before. The Repub
licans insisted that the personal
rights of a member had he. n infrin
ged by an officer without a badge of j
office, and that the journal <7 1 imt |
accurately state that fact.
Efforts have been made b v the j
Republicans to show that lb* R : ver ‘
and Harbor hill this year is an a'-
mo. t unprecedentedly bad one and j
that it is the first grab of the Solid ;
South upon the Treasury. As aj
matter of fact, the most indefensi-
hie items in the bill were those
known as the Eads appropriations,
and these have all been erased.
They were much more in the inter
est of Captain Eads than of the
Solid South. The worst River and
Hardor bill in the countrys history
was passed by a Republican Con
gress and vetoed by President
Arthur.

A Geological Requiem.
The cooing of the gentle (love,
Has often stilled the waters,
With Orphean strains ol'thrilling love
And charmed the sylvan daughters.
Terrestrial flow’rs exhaling souls
()f fragrance, melting,airy.
Have fanned poetic sparks to coals
That warm each floral fairy.
Rut in the Ocean’s deep domain,
Though hid from view of mortals,
Are flowers that bloom without a stain,
Jn Eden’s blissful portals.
And in the hum led vaults of mght f
Are gents of purer lustre
WUh brighter shades than earthly light,
And far from North Winds bluster.
Queer sprites of varied shape and size,
Through regal caverns stealing,
Upon the humid waves arise,
Their colors bright revealing.
Here, where old Neptune’s trident wave
Mid realms of pearly splendor,
A maiden mourns o’er kindred graves,
And turns lest ocean rend her.
This maid Silurian o’er the dVr-ft*
With anguish sadly gar.es,
Where lbssilirrous treasures sleep
N' nth Triton's charnel blazes.
Tlio last of all her noble race,
Artriculate (Tustaeean,
She only waits swift Death's embrace
To bear her consolation.
An aristocracy superb
Has vanished ncath the bKJowfc,
No sounds their pesveetui "Ht disturb.'
No tempests vex their pilk tvs.
But one. pdas! of countless throngs,
