The situation in Washington is
full of interest, but nut at all start
ling. All the Government offices feel
the thrill of anew life, ami the sen
sation to office holders is novel and
alarming.
With a president at the head of
affairs who has breakfast at eight j
o’clock, and who has finished an j
ordinary day’s work at an hour ;
when his predecessors were in bed ; I
who listens politely to the twaddle j
of office seeking delegations, and j
then sends the office to seek the j
unheralded man; who dismisses!
i half the clerical parasites of his j
| household, for a “starter”; who j
j thinks before he acts and acts before j
he speaks, —there is much to cause j
surprise to those who are accus- j
tomed to old time men and moth-j
j ods. The example at the White
! House would he infectious, no |
j doubt, and would have its influence
on the Departments in time, but it
begins to appear that the adinini
i stratum lias not relied on the slow
process of infection. The Cabinet
j officers whom he has chosen, some
I of them at least, appear to be men
of deed who have taken hold with
courage tempered-by judgment.
Useless clerks have been discharg
ed : expensive perquisites of horses |
and carriages have been dispensed I
with; and the broad and intricate
jungle of the civil service is being j
surveyed and mapped for improve
ment.
It is curious to observe the alarm
and galvanic energy that is actuat
ing the large body of political bum
mers and drones who have drawn
pay for years and years without, in
fact, having any legitimate work
to do. These men and women
would bo willing to do anything
now that would have the semblance
of work and are put to absurd
straits to appear to be doing some
thing.
There are clerks of another class
who have plenty to do hut who it
has been heretofore impossible to
make do their work. There are
many of this class in the U. S. Pat
ent office where the work of exam
ining and passing upon applica
tions of inventors has fallen in ar
rears, compelling the applicants for
patents to wait often more than a
year before their patents arc grant
ed. There are nearly a hundred
and fifty examiners in the Patent
Office and the force is ample to
keep the work up to date, but un
der the lax mis-management of the
last eight years, many of these ex-
I aminers have spent their time out
side of the Patent Office, or in read
ing talking and flirting with the
female employes of the office. Dur
ing the last week a change has come
over the spirit of their gossip, read
ing, and dishonest loafing, and to
bring their work up to date, even if
they have to work at night. The
cure that this order has accomplisli
. ed appears miraculous to those un
acquainted with the real nature of
the disease. The examiners are now
doing more in a week than they
have done before in a month, and
at the present rate, their desks will
in three months be cleared of a long
and shamefully neglected accumu
lation.

ministrations to Congress has been !
give us more clerks ! more clerks ! I
Mr. Cleveland’s ringing command 1
to the clerks, has been “give us
more work,” and the clerks, no !
longer backed by their Republican
influence, are buckling to it in a
way that is edifying.
There is some discontent and
grumbling at the policy and the ap
pointments of Mr. Cleveland, but it
is sporadic and comes mainly from
disappointed individuals. There is
one fact that the great, body of the
democratic party knows and rejoi
j ces in, and the merely political and
office seeking class will be taught to
know it sooner or later. Mr. Cleve
land was not an office seeker him
j self, and hqs doubtless no love for
I office seekers as a class. The office |
; sought him, not to reward him for J
what he had done, but because he
was believed to he able to begin a
desperately needed regeneration.
Representing ideas and principles
that are as old as humanity and as
eternal as democracy, he is Happi
ly anew and unentangled man.
With anew man and new men, let
us have new methods. The great
heart of democracy may well be in
different to private pangs and
chagrins in the boundless joy of a
rescued and reunited nation.

poor collections is the cause given.
They fail for fifty odd thousand and
claim assets to the amount ot
