THE INCOME TAX.
Fijit< n OAZtTTi: -lliereis a great
deal being mid nbeut an income tux
anci pceitiH to be advocated by u lurg*
majority of those *ho Lave s| okei
on 4 be subject, as represented by thi
news papeiH of our section.
Possibly I may not understand tic
exact, situation near so well as thorn
who Lave tbought and written so
much heretofore,favoring such a tax
But as I understand the right 01
a government either state or genoul
it has the right, or it is aud has be u
1 ho custom to lax the property of tin
citizens to maintain the government
and to proti ct eucli and every citizei
in nil his legal rights—wiih only h
slight variation ns to poll tax ami
■orue professions etc.
Well if it be true, as a principle,
that the prop rty to t'ne extent n< c
essury is bound to taxation t the ex
ten of the p*o<nst-s of running the
governruen and in protecting e ch
an i every ci.iz u in bis rights win
conics in the right to vaiv it to 11:
ycaily profits on said taxed propelt..
or the extra energy used by the own
er thereof, after the time of taking
down said taxes, and before the next
yearly estimate. To give to such a
thing the slightest coloring of right
and justice—would not the govern -
merit have to lmve two or more esti
mates a year, then were it not for so
much extra expense the goveniini nt
could get all the t xc s that wi re lim
it only the profits upou a successful
citizens efforts would not bo taxed
higln l than the regulai rates as oth
ers.
And if if in light to t x 85,000, ol
income (x<ra m;d SIO,OOO, still more
extra, would it not according to the
Sami' rule be light at the end of the
year to take off or give buck in the
same proportion to thorium who had
lost or lmd in seine w av sunk $5,000
and if SIO,OOO, or more to deduct in
the same lutio us the other was to be
increased.
Say for iustance two citizens bet
with each other on a horse race to the
uinount of SIO,OOO, and the govern
ment should lay on the excessive tax,
claimed, upon the w inner, would it
not be right anil just to give back to
the one who hail suffered loss, iu just
the same proportion.
Would not this be perfect equality
and is it not claimed, and admitted,
that pel feet npiuliiy is an American
principle and doctrine—and could
the eery demons tin mselves deny its
being a democratic principle and doc
trim!
Furthermore to pretend that this
income tax ij advocated merely to
reach those w ho hold uuthxablc bonds
on the government seems impossible
only to such as are in the habit of
using such untenable arguments, per
haps, thinking that a great many per
sons will never investigate the mat
ter enough to see that it would likely
.strike some ten times as many if not
more who had nothing at all to do
with government bonds to where it
would hit one bond holder.
