Who Ihe Carlists Are.
A correspondent asks what is meant
by the frequent reference to the fear
of a “Carlist uprising" in Spain. At
the death of King Ferdinand of Spain
in 1833, his three year old daughter,
Isabella 11., succeeded to the throne,
though Carlos, Ferdinand’s brcthe r ,
claimed to be entitled to the honor
under the salic law, which provided
that no female should go to the
throne as bng as any male
descendent of the king was living.
This law, however, had been revoked
by Ferdinand, who had no children
at the time, but six months after his
death a daughter was born, and she
became queen to the exclusion of
Carlos. The latter’s descendents,
who are called Carlists, have since
persistently insisted that, by right of
succession the throne belongs to
them, and for over fifty years Spain
has been subject to Carlist uprisings,
which have simply meant a number
of unsuccessful wars, the destruction
of property, and general public un
rest. The Carlists have found their
strength in what are called the
Basque provinces, dominated mostly
by the clergy, who believe in the di
vine right of kings and of kingly suc
cession. The inhabitants of the
Basque region are mostly shepherds
and tanners. They are good fighters
and have been the main strength of
the Carlist forces. A strong senti
ment in favor ot a republic exists in
the cities, where the people have
been led to independent views by
education, reading and travel. It is
unnecessary to say that between what
are called the republicans and the
Carlists there is a strong antipathy,
for their aims are radically different.

the people to that brief period of pop
ular government many of the liberties

and a partner in a Wall street bank
entered a barber shop somewhere on
the West Side on a Sunday morning,
says the New York Press. The bro
ker. being fly, captured the chair neai
the door. The banker, unable to
find another, asked, “Have they but
one chair here?” and the broker re
plied “Yes.” “Yes what?” “Yes;
I have given you a categorical an
swer.” “You have not.” “I have.”
“You have given me an ambiguous
answer.” The discussion lasted all
the way to church, through the ser
mon. home to dinner, from clams to
coffee, and was seething when night
parting came. On Monday it was
renewed and every acquaintance
they met'was held up for an answer.
It begins to take on the awful pro
portions of an endless chain. I p -to
last night no decision had been reach
ed. as the yeas and nays were even.
It happens that there was only one
one chair in the shop. The i
vthole of the.lower part of the island
is excited. Bets are made on every
hand. Let us hope that this great
question of "but one” may be settled
for all time.
