Dewey the American.
Geoige Dewey has been nominat
ed, confirmed and commissioned as
the admiral of the American navy,
and for the first time since the death
of Admiral Porter who turled the ad
miral's flag nearly a generation ago,
I the four stars will again fly to the
| breeze on the flagship of Admiral
George Dewey.
It is not creditable to the govern
ment that the promotion of Admiral
Dewey has been delayed nearly three
months since the meeting of congress
and until the closing hours of the ses
sion, but this just honor to the hero
of Manila was hindered, not by any
semblance of objection to Admiral
Dewey’s promotion, but by the efforts
of mean ambition and partizan follow
ers to make the promotion of Dewey
carry with it the unmerited promotion
of Sampson as vice admiral. But for
the injection of the complication the
| rank of admiral would have been
■ promptly revived at the beginning of
the session and by a unanimous vote.
The whole people of the nation
will point with pride to Admiral
Dewey. He is now the highest offi
cer in rank in either the army o; the
navy of the United States, and he is
accepted, alike at home and abroad,
as the first naval officer of the world.
He has won his honors, not merely
hy the destruction of the Spanish
fleet in Manilla bay, but, grand as
was that achievement, his record has
been made much more lustrous by
his matchless skill in meeting the del
icate diplomatic questions which so
frequently confronted him as the rep
resentative of our government in the
Philippines. From all the 75,000,000
of American people there will not
come up a single voice objecting to
the highest honors within the range
of governmental power being con
ferred upon Admiral Dewey.

Stuart Robson relates an accident
which occurred to him while play ng
with Forrest more than a quarter of
a century ago.
“It was not ’so very serious
though.” says that coinmedian. The
piece was ‘Richelieu.’ I was De
Beringen, the top of the play. When
Richelieu, sick almost unto death,
comes on, leaning on Joseph's arm,
I)e Beringen says, among other
things: ‘Fact in philosophy ! Foxes
have nine lives as well as cats.’
“Some time during the day an ac
tor friend of mine told me of an ab
surd misreading of this line, and I
was so tickled with the story that I
laughed about it at intervals all day
long. It was running through my
head when I went on the stage. I
couldn't banish it and it reminded
with me when Forrest began his
speech, However, I went ahead full
of confidence.
“ ‘Fact in philosophy!' rolled glibly
from my tongue, ‘foxes have nine
tails as well as cats.’
“I saw something was wrong from
Forrest's face, before I knew what
that something was. Then I heard
the audience scream with hysterical
laughter.
