Real Estate Bears the Brunt-
There are but two ways to relieve
the people of excessive taxation. One
is to increase the value of taxable
property and the other is to reduce
the tax rate.
You cannot increase values by law.
If you could the remedy would be
easy. The legislature could pass a
little law about like this:
‘‘Be it enacted by the general as
sembly of Georgia, That from and
after the passage of this act, all prop
erty in this state, real and personal,
shall be worth double its present
market value.
“Sec. 2. Vendors shall have twice
as much, in all sales, as their property
is now worth and buyers shall be re
quired to pay that much for it.
“Sec. 3. There shall be purchasers
at all times ready, able and willing to
pay cash for the property of the peo
ple of this state, whenever the same
is offered for sale, at the rate above
named.
“Sec. 4. It shall be the duty of the
governor to enforce tl\e provisions of
this act by appropriate orders from
the executive department ot this
state. - ’
If this could be done the tax rate
could be cut and tho present appro
priations stand without oppression to
the people. If the taxable value of
property cannot, in some way, be in
creased, then all appropriations that
will admit of reduction should be cut
and the tax rate reduced accordingly.
This, in my judgement, is the only
remedy.
Real estate has always borne, and
must necessarily bear, the burden of
state taxation. It cannot be hidden.
A large part of personal property is
invisib’e, it hides to avoid oppressive
taxation. Real estate would do so,
if it could, but it can’t. The city as
sessor comes along and assesses it at
double its market value, then the
state tax collector, under instruction,
declines to receive a return of it at a
less rate. So the city real estate
owner is double taxed by the city,and
double taxed by the state and county,
while the note owner, if he can be
found, pays a single tax only to both
municipalities. By this process a
man owning realty in a city of the
market value of SI,OOO, pays taxes to
the city and state and county ori a
valuation of $4,000, while the note
owner, ii he pays at all, pays only on
$2,000. This is oppressive and un
just. People are willing to pay a
reasonable and just tax, on a fair val
uation ot their property, for the sup
port of the government, but they are
not willing to submit to the confisca
tion of their property by this means,
and some of them, to avoid it, do
what does not seem wrong to them,
hide their property because they feel
that they are acting in self-defense.
It is almost impossible to find much
of this hidden property. Much of it,
that seems to be hidden, is held by
persons residing out ot the state and
is not subject to taxation and much
within the state that seems to be sub
ject is exempt irom taxation. Sup
pose we were to organize a commis
sion in each county to be taken from
those interested or participating in
the expenditure of such taxes, to hunt
up and subject hidden or invisible
personal property to taxation, and let
them apply the extra receipts from
such sources, under conditional ap
propriations, to their use? I mention
ed this once before, not because I
believed it would demonstrate that
real estate must bear the burden and
that such an experiment, on condi
tional appropriations, would result in
the relief of the people by a subse
quent reduction of the tix rate. We
must live cheaper, we must cut down
expenses wherever we can. If the
tax rate on our lands was low what
would be the effect on their value?
Why they would become saleable at
a fair price. No sensible man will
buy improved real estate on any basis
other than its income. If the income
is 3 per cent and the tax rate per
cent who will put money in land, and
who can sell land, or get a loan on it.

were possible to exempt our lands
from taxation altogether what an in
centive it would be to capital and to
those seeking homes to invest in
them. Our population would increase,
the country would be filled with beau

down our expenses and live on less
until our income grows and our tax
able values increase.
Now there is another thing—l un
derstand our tax committee has before
it a bill fifty pages long. That won’t
do. Any law, to be effective and
capable of successful execution, must
be short. The fourth section of the
statute of frauds and perjuries em
braces only ten lines in clear and apt
language, and yet thousands of books
explaining it have been written and
hundreds of thousands of judicial de
cisions contruing it have been made.
Let your tax law be short and clear
an l your machinery for enforcing it
be simple and remember—the only
available and efficient remedy is to
reduce taxation, tor the main burden
of state taxation must fall on real ts
tate, and a burdensome rate will
break down its value and ultimately
bankrupt the owner.
