\ The problems brought about by shortages of important metals
' such as copper, steel, aluminum and zinc and the order from %
the Office of Production Management requiring curtailment of a
line expansion have possibly produced in the minds of many ft
the question of the value of the priority system. Donald Nelson,
Director of Priorities of the O.P.M. clarified many of these pos
sible questions in his recent speech in which he stressed the W
following points: ft
1. That it is not the priority laws but the actual shortages J|
of materials that hove created possible hardships on £

2. Priority control is simply a means of putting first things |R.
* fl v first or placing critical materials where the national
w need for them is the greatest.
/ 3. The Priority Board is set up so that the United States
JT will not hove to put up with shortages far years to
1 come, but will endure terrific shortages for a short time
I and get the job over quickly.
? 4. The fact that nobody likes shortages, certainly not this » ®
fl company, but until Hitler is eliminated as a world men-
& ace, Americans must tighten their belts for the greatest
m defense effort of all time.
