You no doubt have heard
much on the possi
bility oi a new cotton program
for I£X>4 that would provide
for diversion payments, simi
lar to the current feed grain
program. We too, have heard
several comments on this but
nothing definite. The only in
formation we have received is
a copy of a letter from the
Administrator, H. D. Godfrey
to Chairman of State Com
n ' So that you will have
all the information that we
ha ve ve are reproducing that
letter in this column. It reads
as follows:

allotment reduction as result
of failure to plant or release.

testimony before the Senate
Committee on agriculture and
forestry today recommended
the cotton Bill passed by the
House but amended as propos
ed by a recently organized
producers’ committee to pro
vide a domestic allotment
choice program. The depart
ment urges enactment in time
to apply to the 1964 cotton
crop.
‘‘This proposal would not
interfere with the operation
of the release and reapportion
ment system,” Under Secre
tary Murphey stated. “At the
same time, it would accom
plish the necessary reduction
in surplus stocks. This makes
it unnecessary therefore, to
give further consideration to
an acreage diversion plan for
the 1964 crop.”
Mr. Murphey said the pro
posed program would:
1. Eliminate the inequity of
the two-price system.
2. Enable cotton to compete
more effectively with other
fibers, by reducing the price
of cotton to domestic mills.

3. Reduce government ex
penditures in fiscal year 1965
by $l6O million as compared
with prestent law.
4. Reduce suplus cotton
stocks by 2.4 million bales in
1964-65 and 1.5 million bales
in each of the next two years.
5. Maintain producer in
come—“ Not as well as we
would like but as well as pos
sible under any plan which is
workable and supportable.”
Alternative uses of cotton
acreage would more than
make up for the reduction in
gross income from cotton that
would result from the domes
tic allotment choice.
I The producers’ committee
has proposed for the crops of
<1964 through 1967 a volun
tary domestic acreage allot
ment within the present na
tional acreage allotment. The
domestic acreage allotment
would reflect estimated do
mestic consumption and would
be about two-thirds of the es-

tion and under H. R. 6196.
; Producers who choose to

excess of 15 percent above the
basic support rate on normal
production of the areage
planted to cotton. The higher
supports would be affected
through the use of accumulat
ed CCC stocks.
Producers who plant on the
basis of a domestic allotment
would maintain their farm
acreage history as under pre
sent law. To protect the in
come of small producers, the
domestic allotment for small
cotton farms would be estab
lished as the smaller of 10
acres or the basic allotment.
Small producers would receive
the higher support without a
reduction in acres.
There has been some con
fusion and misunderstanding
about an acreage diversion
plan for 1964; therefore, I

ers were announced by State
Campaign Chairman, Charles
E. Landreth.
Rev. Erwin said, “The
theme of the 1964 appeal is—
the first step is yours, your
gift to Easter Seals. With
this theme, I know all coun
tians will do their part in tak
ing that first step for crippled
children and adults with their
gifts to Easter Seals.”
Last year, 2,803 crippled
children and adults received
Easter Seal care and treat
nent, regardless of the type
f crippling disability they
nave, or their ability to pay
for services received.
1963 Easter Seal contribu
tions totaling $247,042.00
were invested in service for
crippled children and adults —
the gifts that keep on giving
hope and help to the curly
headed little girl in a wheel
chair, the business man who
had a stroke, the young boy
on braces and crutches, or
the teenager in a wheelchair,
paralyzed from an automobile
accident.
