Federation replies to
Maston O’Neal...
Maston O’Neal has seen fit to bring, me into my
son’s race for Congress by inferring that there would
be a conflict of interest because of the position I now,
hold. I consider this attack on my son a personal af
front to me, to my integrity and to the farmers to
whom I have devoted my entire life. Farming is the)
backbone of our economy in the 2nd District. I have *■
been a lobbyist for the farmery of this state and nation
for the past 25 years. I would like to point out to Mr.
O’Neal two things- i .
First: Lobbying is an honorable profession. A !
lobbyist is one who is extremely well versed in a spec
ific subject and who brings to the attention of Cong
ressmen information they otherwise would not be 4
aware of. The Congress welcomes the presence of lob
byists as shown in the enactment in 194# of the t
Federal Regulation of Lobbying Act. The Presidents
of all national farm organizations and of all state or- •
ganizations are lobbyists. Anyone testifying befece

lobbyist.
Second: The work I have been doing for the past j
25 years is lobbying for the farmers of this state and j
nation. As President of the Georgia Farm Bureau Fed- •
eration, lobbying for farm legislation in Washington ’
and in Atlanta was one of my most important respon- ,
sibilities in an effort to carry out the Farm Bureau's •
resolutions. Reduction of freight rates was a resolution
that was adopted by the Georgia Farm Bureau Feder
ation and the American Farm Bureau Federation each
year for the 17 years I was President and has been
adopted each year since. My health forced me to retire ;
as President of the Georgia Farm Bureau in
Three years ago Southern Railway approached me and
asked me to help get legislation passed which would
allow' the reduction of freight rates on all modes of
transportation. I agreed to help them in this figh|/to
reduce freight rates because it would be carrying opt V-
Farm Bureau resolutions saving the farmers and thfe>
consumers hundreds of millions and eventually billions ■ ■
of dollars. ! ’
The passage of this legislation would make this
section of the country the cattle, hog and poultry prdf ( '
ducing center of this nation. In addition, it would ,
greatly benefit all segments of the farming industry
and all those who are dependent upon the farmer. In
my agreement with Southern Railway, it is definitely
understood that I will work only to help the farmer
and that I will not do any lobbying that would be detri
mental to the farmers’ interest or participate in any >
legislation not contained in the Georgia Farm Bureau
Federation’s resolutions. Vf*/’'
Now let me say one thing further. No Congress*
man could possibly have a complete knowledge on .ev
ery subject on which he will have to take action. Unless
a Congressman is willing to listen to those who are
knowledgeable on subjects he is not well versed, he is .
being unfair to; the people he represents. Mr. O’Neal’s
attack on my position reflects only on his own lack of
understanding of the work in Congress. Will Mr- O’Neal
refuse to listen to representatives of the farmer, tW '
doctor, the businessman or any other honorable group?-
I have devoted my entire life to farming and to the
farmer, and I want the 2nd District to have a repre
sentative in Congress who will not refuse to listen to
a voice speaking in behalf of the farmer be this man
