OUTLINES POLICY.
Declares the Democrats Will
Not Shirk Duty.
TO REDUCE THE COST OF LIVING-
By Eradidating the Enormities
of The Present Tariff.
Washington,—Champ Clark
became speaker of the house exactly
at 12:20 o’clock, when ho answered
“1 do” to the oath administered by
Representative Talbot, of Maryland.
In his speech he outlined what the
Democrats proposed to do in the
house. After thanking his colleagues
for the speakership ami the ovation
accorded him and admitting that he
realized fully the responsibilities,
Mr. Clark said:
“We are this day but on trial,
and it devolves upon us to demon
strate that we are worthy of the
confidence imposed in us by the
voters, and that we are worthy of
their still wider confidence.
Will Not Shirk Duty.
“We will not shirk our duty.
We do not shirk from the respon
sibilities. 1 hat we will prove equal
to the emergency there can be no
doubt. And the way to accomplish
that is to fulfill with courageous,
intelligent patriotism the promises
made before the election in order to
win that election. By discharging
our duties thoroughly and well,
subordinating personal desires to
principles and personal ambition
to love of the country, we not only
will receive the indorsement of the
country, but-what is far better, we
will deserve it. ''C
“Chief among those promises were
an l.onest, intelligent revision give
of the tariff downward, in orded to

chance in the race of life,to bam-
•per none unduly, or grant special
favors,or pvlviledge, and to reduce
the cost of living by eradicating the
'enormities of the present tariff,
“Bills arc already on file, look
ing to this accomplishment.”
Mr. Clark outlined the following
as additional to the Democratic
program:
Democratic Program.
The popular election of Senators by
direct vote of the people, a hill for
which he said had already been
prepared bv the democrats.
“Changes in the rules for the
consideration of measures,
“Economy in expenditures,
“The publicity of campaign con
tributions before election.”
The bill to accomplish this, said
' Mr. Clark, has been prepared and
introduced and will be speedily
passed.
The admission of Arizona and
New Mexico to statehood.
“I violate no confidence,” said
the speaker, “in stilting that so far
as the house is concerned they will
be speedly admitted together.
“In conclusion,” said Mr. Cloilc,
“I suggest to my fellow members'
on both sides of the house that he
Eerves his party best*” who serves
his country best.”
The new speaker let the gravel
fall for the first time and called
the house to order. He then di
rected the clerk to call the roll in
order that new members might take
the oath of office. The members
were sworn in groups of from ten to
twenty at a time.

Senate—Republicans, 60; dem
ocrats, 41; vacancy, 1.
House—Democrats, 228; re
publicans, 160; socialists, 1; va
cancies, 2.
In the 61st congress, which
was adjourned March 4, the sen
ate membership was: Republi
cans, 59; democrats, 32; vacancy
1.
The house membership was:
Republicans, 217; democrats, 174.
The senate vacancy is from
Colorado, the legislature being
democratic. Iowa is expected
soon to elect a successor to the
late Senator Dolliver, whose seat
now is occupied by LaFayette
Young. The house vacancies are
from the ninth Iowa and the sixth
Pennsylvania districts.

Every Few Miles
The extension and progress of the
Good Roads movement which ' has
struck this country with full force
in the past few years has a modern
climax in a movement pereipitated
and advanced in Tennessee. The
people of that state want a highway
across the State, from the Mississip
pi river at Memphis to Bristol on the
Virginia line,a distance of five hun
dred miles. Co-ordination of effort
was advocated, the people were
stirred up by the movement and
volunteered.
As a result of this movement, fif
ty thousand people will work two
days on the road, five hundred
miles long across the State. This
work is being carefully planned and
will take place in August, Each
volunteer along the route will be
assigned a certain portion of ground
to work, that amount being very
small, because of the large number
of volunteers. They will have over
seers for every mile and machines
and tools will he furnished all along
the line, under the direction of com
petent engineers arid road men.
The result will be that almost in
two days time, an almost impossible
undertaking will have been uceom
plished. A road running across
the state of Tennessee will hav
been constructed and well built
the almost incredibly short space of
forty-eight hours. The women of
the State, the children and the men
are al* interested. They are going
to give two days of their time, their
brains and their active effort and
they will accomplish a world won
der.
Such progressive spirit deserves
commendationi The movement for
State roads, roads extending from
each county scut, each large town
to the other should be constructed
as fust us possible and in the course
two years all lateral roads will hsve
been naturally followed and the
state possess roads which will prove
of more benefit, to the farmer in
two years than millions of dollars
