Washington, April 8.—That the
heavily-taxed “little brown broth
ers” of the Philippines are begin
ning to look upon the ever increas
ing army of high-salaried American
office-holders in the islands with
about as much favor as the Ameri
can colonists viewed representatives
of the British crown in the days
before independence was secured,
is indicated in a memorial prepared
for the benefit of the Secretary of
War, President Taft and the Amer
ican Congress, and published in the
Congressional Record. The memo
rial is signed by the officers of the
Nacionalista party, which repre
sents approximately 81 per cent, of
the natives of the islands, having
66 of the 81 members of the Philip
pine assembly and 28 of the 31 pro
vincial governors of the islands,

The memorial states that many
American in the islands are “ani
mated apparently with the idea that
the government has been established
here exclusively for their interest
and benefit, and that the Filipi
nos are not to be, nor ever will be,
independent. ’ ’
Since the Congressional investi
gating committee upheld the ruling
of Attorney-General Wickersham
that the purchase by American sug'
ar interest of 55,000 acres of rich
Frial sugar lands was proper, the
sentiment in the islands for early
independence has grown with a sey-
en-league-boot-stride. The Filipi
nos have come to feel that the sugar
trust is dictating the Philippine pol
icy of the Taft administration, and
they are convinced that the trust in
tends that the United States shall
retain possession of the islands for
ever.
“The people observe,” continues
the memorial, “that all the prefer
ence and stimulus of the govern
ment is kept for foreign capital,and
it is not to be wondered at that the
people feel a profound neglect and
that it sees itself in advance beaten
in an unequal economic condition
and lose faith in the benevolence of
the intentions of the government.
Controlled By Americans.
• “In the practice of the profes
sions it observes likewise that the
natives of the country are being rel
egated to the background and that
the business is controlled by Amer
icans, and that as in the case of the
surveyors, there have been efforts
to deny to the latter practice of the
profession in what relates to an of
fice of the government,
* ‘The gravest defect of the pres
ent system is founded in the lack of
confidence in the capacity of the na
tives whoare prevented from devel
oping themselves. The central axle
of the administrative organism revol
ves in such a wav that it leaves to
the Filipinos no opportunity for
practice in the conduct of public
affairs through means of direct con
tact with the methods of action and
their difficulties.
“If it be considered that the basis
of the policy followed in the Philip
pines iB the preparation of the Fili
pinos for the exercise of the powers
of an independent government, it is
not seen how under the present sys
tem such a result may b# obtained.
“For' oxamplo, nearly all the
chiefs of bureaus are Americans, ns
are their principal assistants and
local agents. The best education
would be that which places the Fili
pinos in contact, by virtue of the
duties of their offices, with a knowl
edge of the methods and practical
difficulties in the public service,

to Americans and Filipinos in the
civil service. The Americans are
promoted more rapidly than the
Filipinos in the same office. The

Three Negroes, Accused ol Mur
der ol White Man, were Lynch
ed This Morning.
Ellaville, Ga., April 8.—Dawson
Jordan, Charlie Pickett and Murray
Burton, three negroes, were taken
from the jail here early this morn
ing and lynched.
The mob overpowered the sheriff.
Jordan ran and was shot to death
by fifty bullets.
The other two negroes were strung
up to a tree and were riddled with
bullets.
Over 100 men were in the mob.
They were masked with stocking
legs pulled over their faces.
The negrees were being held for
the murder of Newton Eason, a
white man, on January 2.
Shot Her Wealthy Husband to
Death and Cut HIs Throat With
Butcher Knlle.
Thornton, Ark., April 8.—Lee
Weepers, a wealthy planter, was
killed today by his 20-year-old wife,
whom he married eighteen months
ago.
The woman fired five shots into
Weeders body, cut his throat and
stabbed him through the heart.
The woman has been arrested.
The cause of the tragedy is not
known, but it has shocked this <
tire section.
Beware of The
Dangerous House Fly.
By the Anti-Fly Crusade.
Flies are the most dangerous in
sects we have. They are much
more dangerous than bees or hor
nets; these may sting you and the
sting is painful, but you soon get
over the pain. Flies do much more
harm than this. They walk over
filthy places like sewers and garbage
cans and after eating the filthy food
which they find there, they come
into your house and walk on the
food you eat, carrying on their feet
the tiny germs which live in filth
just as you live in a house. These
germs are not onlv filthy and dis
gusting, but many of them cause
such diseases as typhoid fever, chol
era infantum and summer com
plaint. W hen the flies bring them
from some dirty place to your food
or leave them when they crawl on
your face or hands, you may swal
low these germs without knowing
it and be taken ill with one of these
diseases. So the fly that seems so
harmless may do you much more
harm than a bee or a hornet.
You should place screens at your
doors and windows during the warm
weather to keep the flies out of the
house. If you cannot screen all
the rooms you should screen those
in which food is kept; and if any
one is sick in the house, flies should
be kept from the sick room, so that
they may not carry germs from the
sick person to the rest of the family,
Children may help to keep flies
from swarming in and around
houses, and from carrying germs of
sickness from one person to anoth
er. In the first place, they should
not buy candy, fruit or other food
which is left in front of stores
anywhere else where flies may feed
and walk on it. Flies lay their eggs
chiefly in stable manure, and if
this is left without screens or other
covers to keep the flies away, great
numbers will be hatched in every
stable.
If you know of stores where food
is not covered from flies, or of sta
hies that have swarms of them
around, write to the Board of Health
about them. But before you report
