The farmer asks no special

ing only wants the same oppor
tunities afforded other lines of

Since the war the suffragettes
of England have not been heard
from nor have we seen any ac
count in the papers of their rush
ing to join the army.
If all the money in the United
States, was equally divided among
our citizens, each person’s share
would be about $32. And we’d
like to have ours right now.
A few years ago we heard a
great deal about under consump
tion of cotton, supply and de
mand, etc. What’s the matter
with heavier consumption now?
Tom Felder has paid back the
money he borrowed to defray his
campaign expenses. Tom told
them at the convention that he
belonged to the “Progressive”
wing.
The annual state reunions of
the U. C. V. and Sons of Veter
ans were in session in Macon
Thursday and Friday of this
week, and many from this sec
tion are in attendance.
Sunday, October 4th, has been
set apart for the people of Amer
ica to assemble and pray for
peace and prosperity in our own
land and that wars may cease
among the people of other na
tions.
Now a bushel of potatoes is le
gal tender in the office of the
Progress any time in exchange
for subscription. Don’t get the
idea friends that printer-folks
can’t eat the yams, three times

Bibb county wants Governor
Slaton to call a special session of
t ie legislature to relieve the cot
ton situation. Some other coun
ties are also like minded, but
Governor Slaton doubts the ad
visability of such an expense at
this time.

Remove Tax on State Banks'
Circulation.
Senator Hoke Smith is endeav
oring to carry out what he said
at the Macon convention he pro
posed to do, and that is to secure
the removal of the 10 per cent,
tax on state bank circulation or
to make some plan whereby the
state banks can share in the
emergency currency issue whcr
such an issue is put out by the
United States Treasury Depart
ment.
He has introduced in the Sen
ate an amendment providing that
the benefits accruing under the
Vreeland-Aldrich act and the
amendments thereto shall be ex
tended to all state banks and
trust companies having a capital
stock of not less than $25,000 and
a surplus of 20 per cent. Ilis
amendment provides that the
state banks shall be required to
pay only the tax provided under
this act itself, which is the same
as the national banks will have to
pay, and it is directed that the
Secretary of the Treasury shall
take such steps as are necessary
to carry out this provision.
The purpose of Senator Smith’s
amendment as he explained it in
his speech before.the Macon con
vention was to provide for more
circulation in the small cities and
towns of the south, as well as for
the rest of the country where no
national banks are located. This
would bring the money direct to
the cotton producer enabling the
state bank to make a reasonable
loan on his warehouse l’eceipts.
The circulation through the nat
iona! banks is alright, but it
would give it a considerable wider
and more effective distribution if
the state banks were included in
the provisions of the plan now
under consideration.
In his reply last week to a
committee which urged an extra
session of the legislature to deal
with the present cotton situation
Governor Slaton showed a wis
dom and a regard for economy of
the state funds that has called
forth a gteat deal of praise,
The governor showed first that
no law could be passed to curtail
the cotton crop which would
bear the test of the federal
courts, and that to call a session
merely to adopt resolutions call
ing for federal aid would be a
useless expense. The Governor
told the committee that the mat
ter was squarely up to congress.
He said the southern representa
tives were fully aware ot the
south’s needs i nd they should go
ahead and get action at once
without beating about tho bush.
During the next twelve months
beginning Nov. 1, Colquitt coun
ty will market 26,653 hogs, so it
is estimated. It is also estimat-
ted that the total amount to be
paid the farmers for the hogs
will be about $533,066. The hogs
will be marketed at the Moultrie
packing house. It is said the
cost is but three cents a pound te
raise pork in this section of the
state, which will mean a big
profit for the farmers raising
hogs, and many are planning te
turn their cotton farms into hog
and cattle farms.

Sec. 2. That Alma, Ga., shall be the County Site of said County; tha
the said county shall be attached to tha Eleventh Congressional District an
to the Waycross Judicial Circuit and to tho Third Senatorial District. Tht
all the legal voters residing in the limits of said County of Bacon, entitle
to vote for members of the General Assembly under the laws of Georgh
shall on the first Tuesday in January, 1916 ,at Alma, Ga., the County Si.
of said county, elect an Ordinary, a Clerk of the Superior Court, a Sherif.
a Coroner, a Tax Collector, a Tax Receiver, a County Surveyor, a Count
School Superintendent, and a County Treasurer. The limits of said Counts
the Congressional and Senatorial Districts and the Judicial Circuit to whic.
It Is added shall be as above designated until changed by law. The Supet
ior Court of said County shall be held on the third Mondays in March a.
October.
Sec. 3. Be it further enacted, That when this proposed amendmei
shall be agreed to by two-tliirds of the members elected to each of th
Houses and shall have been entered on the Journal of each House with th.

election to be held on the first Tuesday in November, 1914; and he shal
also provide for the submission of the proposed amendment at the sal

jority of the electors qualified to vote for members of the General Assembl'

Sec. 4. Be It further enacted, That it shall be the duty of the Governo.
