1916 Cotton Crop
Damaged By Rai
The recent continuous nil-1 rove,
rains throughout tho cotton licit
indicate that the governmen rati
mating bureau was u little pi wious
in its recent statement ns to the
prospect of the 1010 cotton -Top
says a statement Just given out by
Commissioner J. D. Price of the
Stato Department of Agriculture.
“The'governmen . told us then
would be about ) 1,400,000 bales
this year, and put Georgia high up
on the list," Commissioner Pric»
laid. “I am inclined to • (link the
government estimute a i.ttle pro-
1 vious, and no doubt R mid some
effeot on the market. While
may hayn 1 ioked that way «t the
time, recen reports t.» this Depart
ment con ng fro m pmctically
overy secti. n of this • cate, indicate
great dam go both to corn and cot
tou as the esult of the continued
heavy rftii.j.
“In many sections, particularly
in middle i .id soutli Georgia, the
cotton plans is so largo that it can
hardly *t>e plowed again. The
elect of ruin and wind and the
s .fteniug oi the ground, has been
1 »leave a hole around the stalk
and cause the breaking of many of
t ic lateral roots It is practically
impossible to get a plow noar
e sough to fill up these holes. In
nirth and northeast Georgia the
heavy rains have had similar effect
but not to such great extent, as
the cotton plant is not so large.
Nevertheless, owing to this and
other damage, we cannot now ex-
'Pect anything like what the crop
•nee promised. As these rains
were general over practically the
entire cotton belt the damage will
'be well .distributed and not fail
heavily on any one section or state.
The crop reduction will be general
all over the south, and the result
ant enhancement in price will pos
sibly overbalance all the rain dam
age.
“There is further fear that the
wet weather which is the life of the
boll weevil will make that insect
pest much more plentiful and de
structive, especially in southwest
Georgia where it ha9 just begun to
get in its work. I am informed the
insect increases rapidly when there
is plenty of rain, and this may re
sult in further reduction. /•
“As to corn, particularly on bot
tom lands where the overflow has
been heavy, considerable harm has
been done. This is especially true
where the stalk was' very large.
Where it was small the farmers will
be able so save a large percentage
of tho crop.
“There is no question, however,
in my mind that government esti
mates will have to be materially
revised as the result of the recent
rain damage.”
XXX
The State Department of Agri
culture expresses particular gratifi
cation over the fact that farmers
all over Georgia are exhibiting such
strong interest in the hearing to
begin August 17, before the state
railroad commission, on the peti
tion of the railroads for increases
in rates.-
“This Department has heard
from mahy sections,” said Com-
niissionei; Price, “and it looks as if
the farmers will be properly repre-
■ .sented before the commission. This
department will do everything
within its power to resist rate in
crease, particularly on products of
tho farm and those articles of mer
chandise which the farmers freely
U3e. But in this effort we need
help, all the help we can get. I
feel confident now that it will be
forthcoming, and that Georgia
farmers will be strongly represent
ed before the commission when the
hearing is called.”

The consul mi far in twelve
counties out of twenty-seven, lias
disclosed 00,915 hogs imd 31,553
head of cattle in the hands of
farmers. With these on hand now,
it means they can furnish twice
that many to a packing plant when
it is completed i year from now.
That would mean 180,000 hogs
from twelve counties, sufficient to
run the plant 180 days, slaughter
ing 1,000 hogs a day. If twelve
counties will do this much, it 'is
certain beyond question that the
27 count.es will . keep the plant
supplied with ull the material it
need’, and the farmers will have
just the cash market for their cat-
iio they have been so anxious
secure.

Bad air, bad milk, over-crowd
ing, poverty, dirt, ignorance, heat
these combine in summer to kill the
city baby. It seems as though the
brunt of the cities’ sanitary sins
were focused on the baby. The
baby didn’t nsk to come, to live in
a hot, dark, air tight tenement, to
be fed on dirty, half spoiled n ilk,
to be pestered with flies and mos

uny of these conditions and it is his
right that he have fresh air, clean
surroundings and decent food.
