ment to amend Article «, Section 13,
Paragraph 1, of the Constitution, rela
tive to tho salaries of certain judges
of tho Superior Courts,

Whereas tho General Assembly at its
session in 1010 proposed an amendment
to the Constitution of this State ns set
forth in an act approved August 8, 1010,
to wi::
AN ACT
To amend Paragraph 1, of Section 13,
of Article 0, of the Constitution of tho
State of Georgia, regulating tho sal
aries of the judges of the Supremo nnd
Superior Courts by providing for tho
payment from the County Treasury of
Clnrko County to the judge of the Supe
rior Courts of tho Woatern Circuit, of
which said county is a part of nddi-
lonsl compensation, and by providing
for the payment from the County Treua
ury of Floyd County to the judge of
the Superior Courts of the Romo cir
cuit, of which snid County of Floyd is a
part of additional compensation, and by
providing for tho payment from (he
County Treasury of Sumter County to
the judge of tho Superior Courts of the
Southwestern Circuit, of which snid
'ounty of Sumter is a part of addition
al compensation, nnd by providing for
the payment from the County Treasury
of Mu«cogco County to the judge of tho
Superior Courts of the Chattahoochee
Circuit, of which said County of Mus
cogee is a part of additional compensa
tion, aud for other purposes.

eral Assembly of the State of Georgia,
that Paragraph 1, of Section 13, of Ar
tie’e (i, of the Constitution of the State

In that legislature he was Joint au
thor, as a member of the prohibition
caucus committee, of Georgia's present
prohibition bills.
He waB floor leader in the bouse
against the Savannah recall bill
which was an attack upon the enforce
meat of the prohibition law In' that
city.
He Is a trustee of the Georgia Nor
mal and Industrial College at Mil-
ledgeville and has devoted much time
to that Institution.
He ie Indorsed by some of the fore-
most among former judges of the su
promo court and court of appeals; and
by some of the present and ex.Judges
of the lupgrior courts, at well as by
the bar of-' His home city and neigh
boring communities.
He Is thoroughly qualified for tho

the General Assembly, approved August
3, 1910, and duly ratified by the people
according to law,,be and the same is
hereby amended by inserting the words
“Glnrkc, Floyd, Sumter, Muscogee” in
the proviso contained in said amend
ment between the words, "the counties
of" and the word- “Bibb” so that said
proviso so amended by this amendment
shall read as follows: "Provided, how
ever, that the Counties of Clarke, Floyd.
Sumter, Muscogee, Bibb, Chatham, Ful
ton and Richmond shall pay from their
respective County Treasuries to the Su
perior Court judges of the circuit of
which they are a pari, and tho County
of 'Fulton tp the judge. of tho Stone
Mountain circuit, or (ho judge of such
other circuit as may hereafter be re
quired to regularly preside therein, for
additional services reudered in the Su
perior Court of Fulton County such
sums, ns will, with the sa’a-ies paid eath
judge from the State Treasury, make a
salary of $5,000 per annum to each
judge; and said payments arc declared
to he a part of the court expeuses of
such counties, such payment to he
mndc to the judges now in office as well
as to their successors.”
Sec, 2. Bo it further enacted by
the authority aforesaid, „that if this
constitutional ainendmcut , shall he
agreed to by two-thirds of the mem
bers of the General Aseemhly of each
House, the samo shall be entered on
0. 1ch journal, with the ayes and nays
taken thereon, and the Governor shall
-ause the amendment to he published in
one or more of tho newspapers in each
Congressional District for two months
immediately preceding the next gen
eral election, nnd Ihc voters thereat shall
have written or printed on their tickets
“For ratification of amendment to Para
graph 1, Section 13, Article 0, of the
Constitution” (providing for additional
compensation of the Superior Court
judges in - Clarke, Floyd, Sumter and
Muscogee Superior Courts), or "Against
ratification of amendment to Paragraph
1, J3ection 13, Article 0, of the Consti
tution” (against providing additional
eompensatien for tho Superior Court
judges in Clarke, Fioyd, Sumter and
Muscogeo Superior Courts) as they .may
choose, and if a majority of the electors
qualified to vote for members of tho
next" General Assembly voting, shall
vote in favor o' ratification, then snid
amendment shall become a part of Ar
ticle 0, Section 13, Paragraph 1, of the
Constitution of this State aud the Gov
ernor shall make proclamation thereof.
See. 3. The City Court of Ameri-
cus shall not be ubolished, nor shall tho
salaries of the officerc thereof be in
creased op diminished prjor to January
1, 1921.
Sec. 4. Be it further enacted by
(he authority aforefaid, that all laws
and parts of laws in conflict with this
act he, and the same, urc hereby re-
I staled.
Now, therefore, I, Nat E. Harris, Gov
ernor of said State, do 'issue this my
proclamation hereby declaring that the
foregoing proposed amendment to tho
Constitution is submitted for ratifica
tion or rejection to the voters of the
State qualified to vote for members of
the General Assembly at the general
o'-i lion to he held Tuo x'uy, November
7, 1910.
