may at any time, by n two-thirds vote

ferent salaries for any or all of the
above officers, but no such change shall
affect the officers then in commission;

sembly shall have power, at any time,
bv a majority vote of each branch, to
abolish tiie fees at present accruing to
the office of Solicitor General, in any
particular Judicial Circuit, and in lieu
thereof, to prescribe a salary for such
oifice, in addition to the salary pre
scribed in paragraph 1 of this section of
tills Article, and without regard to the
uniformity of such salaries in the va
rious circuits; and shall have the fur
ther power to determine what disposi
tion shall be made of lhe lines, for-
leitures and foes accruing to the office
ol Solicitor General, in any such Judi
cial Circuit, where lhe fees are abol
ished.”
Sec. 2. He it further enacted, that
if this amendment shall tie agreed to by
two-thirds of the members of the Gen
eral Assembly of each House, the same
shall he entered on their Journals with
the yeas and nays taken thereon, and
the Governor shall cause the amend
ment to he published in ona or more of
the newspapers in each Congressional
District for at least two months Imme
diately preceding the next general elec
tion, and the same shall he submitted to
the people at the next general election,
and the voters thereat shall have wrlt-
, ten or printed on their ballots “For rat
ification of amendment to Paragraph 2,
of Section 13, of Art icle 0, .of the Con
stitution of this .Stute, abolishing fees
of Solicitors General,” or "Against rati
fication of amendment to Paragraph 2, of
Section 13. of ArUelo 6, of tiie Constitu
tion of this State, a Polishing fees of
Solicitors General” us they may choose,
and if a majority of the electors qual*

Submitting ft proposed amendment to
the (institution of Georgin, to be voted
on at the. general eldcstion to he held on
Tuesday, November 7, 1010, said amend
ment to amend Article (i, Section 1?,
Paragraph 1, of the Constitution, rela
tive lo the salaries of certain judges
of the Superior Courts.

affording to law, bo and the same is
hereby amended by inserting the words
“Clarke, Floyd, Sumter, .Muscogee' 1 in
the proviso contained in mid amend
ment between the words, “the counties
and the word "Bibb” so that said
proviso so amended by this amendment
hall read tn follows: "Provided, how -
ver, that tho ounties of Cl a the, Floyd,
.inter, Mnsiogeo, Bibb, Chatham, Ful
ton and Richmond shall pay from their
■espectlve ounty Treasuries to tho Su
perior cut judges of the circuit (f
'Inch they are a part, and the oun ly
of Fulton to the judge of tho Stone
Mountain circuit, or the judge of such
other circuit as may hereafter be re
quired to regularly preside therein, for
additional services rendered in the Su-
jerior Court of Fulton County such
sums, as will, with the salaries paid each
judge from the State Treasury, make a
salary of Co,000 prr annum to each
judge; and said payments pro declared
lo be a part of the court expenses of
such counties, such payment to be
made to the judges now in office as well
ns to their successors.”

the authority aforesaid, that if this
constitutional amendment shall be
treed to by two-thirds of tiie mem
bers of tiie General Asccmbly of each
House, the same shall be entered on
tell journal, with the ayes and nays
taken thereon, and tho Governor shall
cause the amendment to be published in
one or more of the newspapers in each
Congressional District for two months
immediately preceding the next gen
eral election, and the voters thereat shall
live written or printed on their tickets
For ratification of amendment to Para
graph 1, Section 13, Article 0, .of the
Constitution” (providing for additional
compensation of the Superior Court
judges in Clarke, Floyd, Sumter and
Muscogee Superior Courts), or “Against
ratification of amendment to Paragraph
Section 13, Article G, of tho Consti
tution” (against providing additional
compensation for flic Superior Court
judges in Ciarkc, Floyd, Sumter and
Muscogee Superior Courts) us they may
choose, and if a majority of the electors
qualified to vote for members of the
next Cleneral Assembly voting, shall
vote in favor of ratification, then said
amendment shall become a part of Ar
ticle 0, Section 13, Paragraph 1, of (lie
Constitution of this State and the Gov
ernor shall make proclamation thereof.
Sec. 3. The City Court of Ameri
cas shall not be abolished, nor shall the
salaries of the ofiieerc thereof ho in
creased or diminished prior to January
1921.
Sec. -1. Be it further enacted by
the authority aforefaid, that all laws
and parts of laws in conflict with this
act be, and .the snme, ate hereby re
pealed .
Now, therefore, I, Nat E. Harris, Gov
ernor of said State, do issuo this my
proclamation hereby declaring that the
foregoing proposed amendment to the
Constitution is submitted for ratifica
tion or rejection lo tho voters of the
State qualified 16 vote for members of
the General Assembly at the general
election to be held Tuesday, November
1010.

Whereas the General Assembly at its
session in 1910 proposed an amendment
(o the. onstitution of this State as set
forth in iih act approved August 8, 1916,
lo wit:
AN ACT
To amend Paragraph 1, of Section 13,
of Article 0, of the onstitution of the
State of Georgia, regulating the sal
aries of the judges of the Supremo and
Superior Courts by providing for the
payment from tho County Treasury of
Clarke County to the judge of the Supe
rior Courts of the Western Circuit, of
which said county is a part of addi
tional compensation, and by providing
for the payment, from the County Treas
ury of Floyd County to the judge of
the Superior Courts of the Romo cir
cuit, of which said County of Floyd is u
part of additional compensation, and by-
providing for the payment from the
County Treasury of Sumter County to
the judge of tiie Superior Courts of tiie
Southwestern Circuit, of which said
County of Sumter is u part of addition
al compensation, and by providing for
the payment from the County Treasury
of Muscogee County to the judge of the.
S tperior Courts of the Chattahoochee
Circuit, of which said County of Mus
cogee is a part of additional compensa
tion, and for other purposes,

City of Cairo.
To the qualified voters of said City:—
Notico is hereby given that in accord
ance with a resolution duly passed and
adopted on lhe 10th day of September
1916 by tiie Mayor and Councilman of the
City of Cairo, an clcotion has been, and
is hereby called (o be held in . said City,
Tuesday, October 31 1910, at the one and
only Voting precinct in said City, to-wit,
at the City Hall, in the same manner
and by tho same persons, and under tho
sumo rules'and regulations that) elections
for officers ot said city are held and in ac
cordance with the laws of Georgia,.and
in accordance with tho Charter of said
City uhcl the amendments thereto, to
determine the question whether bonds
shall be issued by said City through its
Mayor and Couucilmcn. in tho sum of
Twenty Eight Thousand 528,000.00
Dollars for tho purpose of laying, estab
lishing, equipping and maintaining a
soweruge system in und for the City of
Cairo; said bonds to bo of the denomi
nation of One Thousand ($1000.00] Dol
lars each, and to bo numbered 1 to 28 in
clusive, and shull each bear interest at
the rate of 5 per centum per annum from
January 1, 1917 until paid, tiie first pay
ment of interest to be paid January 1,
1918 and said interest to be paid annually
thereafter, that is, on Jany. ], in each
year thereafter until suid bonds respect
ively are paid off as hereinafter stated.
Said bonds shall bear date of January
1, 1917, and the principal thereof shall be
paid off as follows;
On motion tho following'tax ltvy on all properly real ami personal
in.tiie County of Grady; State of Georgia; for the year 1 {)!(>, for county
put poses and collect ions ordered to he made accordingly, vi;t:
Seventy cents on each 8100.00 worth of property returned "for tax
ation, subdivided as follows:—
1st. 18 cents on each $100.00 to pay legal indebtedness of the
county now due and to become due during the year.
2nd. 10 cents on eoch $100.00 to build and repair court houses
and jails.'
6rd. 12 cents to build and repair bridges, ferries and other im
provements according to contract.
4th. 8 cents is to pay sheriffs, jailors or other officers fees that
they may be legally entitled to out of the county funds.
5lh. 2 cents lo pay bailiffs fees at court, non-resident witnesses,
fuel, servant hire etc.
0th. 12 cents to pay jurors a per diem compensation.
7th. 2 cents to pay any oilier legal charges against the eotmly.
8th. G cents to pay the expense incurred in supporting tho poor.
Also in compliance with (lie recommendations of the Grand Jury
at tho September Term, 1910, of Grady Superior Court of said county,
the following special levy was made and ordered collected, to wit;
•10 cents on each SIqO.OO worth of taxable property returned for
taxation for the purpose of the maintaining and working Grady Coun
ty s rjuoto of convicts on tiie public roads of said county.
Also upon report of the County School Comm itsicncr of said
eounfy of an agreement between himself and lhe authorities in the
several school district, (he following levies for local school purposes
have been made for the ensuing year and the Tax Collector is orderd
to make collections accordingly;—
Pleasant Valley District, 2J mills or $2.50 per thousand.
