Speaker Cannon Puts Quietus on Quar- I
rel Between New Yorker and Dal

quarrel between Cockran and Dalzell, I
which will go down in history as one
of the bitterest ever heard in ('on |
gress was officially closed Wednesday
when Speaker Cannon ruled out of
order Mr Ccckran’s resolution de
mandihg an investigation of the charge
made against him by Dalzell. The j
charge, it will be remembered, was i
that CockFan had received money, for
making speeches for the republicans
in the campaign of 1896.
This quarrel reached its climax on
Tuesday afternoon when Dalzell, in
a speech of an hour and a half, at
tempted to prove the charges by quot
ing .from various newspaper articles
principally from Hearst’s New York
Journal. He made a terrific assault on
Cockran and was warmly suppo-tea
toy his party in applause and also
in cheers.
In his reply, CCckran opened all the
avenues of parliamentary invective
and poured out all known varieties of
congressional wrath upon his oppon
ent. He called Dalzell a liar in plain
English and in other ways referred
to the charge while his colleagues
cheered him to the echo.
The resolution he offered at the
close of his speech called for an in
vestigation of the charge by a com
mittee of five, and provided that Cock
ran should be expelled from the house
If the charge of Dalzell be proven true.
On the other hand, Dalzell was to be
severely censured if his charges failed
of substantiation.
Cockran stated that the investigation
asked for would reveal the facts in
that presidential campaign. He inti
mated that the purchase of the pres
idency by the republicans would be
disclosed thereby.
When the house met Wednesday
morning Speaker Cannon ruled that
the Cockran resolution for an inves
tigation of the Dalzell charge that
Cockran had campaigned for McKin
ley for “hire” in 1896 was not a priv
ileged matter. In an elaborate opinion
the speaker said he was warranted in
| taking judicial knowledge of the fact
| that the offense set forth, as charged
j against Mr. Cockran, “if committed at

man from New York was neither a
member nor a mem her-elect of this
house.
“Tho chair," he said, “feels justi
fied in taking cognizance of the fact
that what is alleged to be charged
constitutes no crime.” At most, he said,

citizen. The house, he declared, could
net rightfully punish him if it desir
ed to do so. He then ruled “that the
chair holds that the resolution may
not be entertained as a question of

Mr. Williams, the minority leaner,
at once appeal from the ruling, fol
lowing which Mr. Payne, the majority
leader, moved to lay the motion oh
tbe table, which motion was carried,

SHOPLIFTERS HALED TO COURT.
Two Women Found Guilty at Atlanta and
Sentenced to Pay Fine.
In the Fulton county criminal supe
rior court at Atlanta, Wednesday, Mrs.
\ Edith Riggs and Mrs. Ella Rivers, of
1 Charleston, S. C., recently arrested for
! shoplifting, after having robbed many
department stores in Atlanta,were con
victed under five indictments charg
ing larceny from the house. Judge
L. S. Roan imposed a fine of $500
cash on each of tha women, in lieu
of the payment of which they will
serve a sentence of tivelve months
on the county public works. The $500
aggregates a fine of $100 in each *f
the cases against the women, their
counsel having agreed to abide by the
finding and sentence in one case. The
charges against the women were felo
nies, but on the recommendation of
the jury in the one case all were treat
ed as misdemeanors by Judge Roan,
whose heart was touched by the pa
thetic scene which was enacted in the
court room.
Mrs. Riggs’ two children -were in
court, one a boy of 1G and the other
a girl of 14 years of age. Both chil
dren were half idiots and imbeciles,
unable to walk or talk intelligently.
The only one thing they seemed to
know was that they had a mother and
to her they clung with a display of
j almost frenzied affection. When

$1,200, friends in South Carolina hav
ing come to their assistance when
they were first arrested, Their fines

It was on account of the
children that the women were let off
