Jasper, Ind.—More than a week af
ter birth of a son to Mrs. Robert
Scherle, the 28-year-old wife waited
for the arrival of another child—the
twin of the new baby. Mother Scherle
to-wit:
“Section 2. That Grady County is
hereby divided into five commission
er Districts to be composed of the fol
lowing territory, to-wit: No. 1, Cairo
Election District; No. 2, Higdon and
Ragan Election Districts; No. 3, Dun
canville and Pine Park Election Dis
tricts; No. 4, Spence, Blowing Cave
and Lime Sink Election Districts; No.
5, Spring Hill and Whigham Election
Districts; and provided further that
for the respective terms provided in
Section 1 of this Act as amended, the
five Commissioners respectively nam
ed and designated in Section 1 hereof
shall serve and represent their res
pective Commissioner Districts and
thereafter one Commissioner shall
be elected by the voters of the county
as a whole from residents and candi
dates of and from the respective dis
tricts as fixed herein. After June 1,
1941, the said Board as a whole shall
have the right to select as its Chair
man, any member of said Board who
is the choice of 1 the majority of said
Board.”
Section 3. Be it further enacted by
the authority aforesaid that said Act
approved December 22, 1937 be and
the same is hereby further amended
by striking from said Act Section 5
in its entirety and by inserting there
in in lieu of said Section 5 the follow
ing six Sections to be separate and
independent of each other and to be
known and designated as Section 5(a),
Section 5(b), Section 5(c), Section
5(d), Section 5(e) and Section 5(f),
to-wit:
“Section 5(a). The Chairman of
said Board in addition to his other
duties as: Chairman and member shall
constitute either personally the or by Clerk his j

of said Board the sole purchasing ag-;
enoy of said County, subject however,
to general supervision of the Board as
a whole through rules and regulations;
adopted in regular session, and sub
ject to the right of said Board as a
whole in duly assembled meetings to
purchase material, supplies, equip
ment, machinery, etc., for said county;
and provided further that the Chair
man of said Board shall not be auth
orized to purchase any item or bill of
material, supplies, equipment, machin
ery, etc., of a value exceeding $500.00
without the consent in Writing of
enough Commissioners to constitute
the majority action of said Board. It
shall be the duty of the Chairman or
the office of said Board to require
competitive bids on all purchases made
for or in behalf of said county, or to
otherwise make purchases on a com
petitive basis so as to effect the ut
most economy consistent With efficien
cy and quality, provided however,
that this shall not require purchases
to be made from persons, firms or
corporations located outside of Grady
county if fair and open competition
can be obtained from persons or busi
nesses located in said county.”
“Section 5(b). Any and all sales to
or purchases made by any other of
ficer, agent or employee of or for said
county or to or by any office, bureau
or department thereof, which is not
consummated in accordance with the
provisions of Section 5(a) of this act
as amended, shall be null and void as
enforceable claims and obligations of
and against said Grady county.
“Section 5(c). There shall be a Clerk
of said Board and also a County At
torney to be selected by said Board
from time to time and to be vested
with such duties as may be imposed
by law or by resolution or Act of said
Board and said Board as a whole is
also authorized to employ such addi
tional executive and administrative
personnel, including a Warden or
Road Superintendent, a County Phys
ician, a County Agent, as may be
fqund necessary by said Board in
Ofder to properly carry on the busi
and affairs of said county.”

“Section 5(d). Under rules and reg
ulations to be adopted by said Board
as a whole as to salary and number
of personnel, said Chairman is vested
with the authority to employ or dis
charge all servants or employees un
der the jurisdiction of said Board, ex
cept those holding the positions spe
cifically set out in Section 5(c) above
of this Act as amended, and the said
Chairman shall have direction and con
trol of all employees of said county
secifically named and designated in
Section 5(c) above While said Board is
not in session, subject to the right of
the Board as a whole in duly assem
bled meeting to give lawful direction
to said specifically designated officers
and employees as to duties to be per
formed by them betwe nemeetings of
said Board.
“Section 5(e). Subject to the general
suervisory power of the Board as a
whole, the Chairman shall generally
have charge, supervision, control and
management of the affairs of the
county between meetings of said
Board. Said Chairman shall devote
his entire time to the affairs of the
county or so much theref as may be
necessary to promptly and
attend to his duties.
“Section 5(f). Be it further

“Section 8. That the four Commis
sioners of said county other than the
Chairman shall recive for their ser
vices a monthly salary to be fixed
the Board os a whole, but not to ex
ceed the sum of- $15.00 per month
each, and the Chairman shall receive
for services the sum of $1,500.00 per
year, provided hwever, that on and
after January 1, 1941, the salary if
said Chairman shall be fixed by said
Board from time to time in its dis
cretion.”
Section 5. Be it farther enacted by
the authority aforesaid, that said Act
approved December 22, 1937, be, and
the same is hereby further amended
by striking from said Act, Section 10
in its entirety.
Section 6. Be it further enacted by
the authority aforesaid that this
and all of its provisions shall take ef
fect upon its passage and the

lar appointments Sunday morning and
evening.
Mrs. S. W. Chastain returned home
Sunday afternoon after spending the
week in Thomasville at the home of
Mr. and Mrs. L. C. Chastain.
Mrs. John Sanders, of Graceville,
spent the week-end at the home of
her grandmother, Mrs. A. A. Atkin
son.
Mr. and Mrs. W. W. Taylor, and
children, of Metcalf, were the Sunday
dinner guests of Mr. and Mrs. Martin
Spooner.
Mr. and Mrs. Noles Smith, of Cairo,
spent Sunday as the guests of Mr. and
Mrs. Martin Spooner.
Misses Alice and Essie Powell and
Mr. L. C. Chastain, and baby, and
Orecia Chastain, of Thomasville, vis
ited at the home of- Mrs. J. R. Peacock
Sunday.
Mrs. Edwin Hinson is spending the
week at the home of her grandmother,
Mrs. A. A. Atkinson, and other rel
atives in this section.
Mr. and Mrs. M. C. Barrineau, and
baby, spent Sunday afternoon at the
home of- Mr. and Mrs. Roy Barrineau.
Mrs. J. M. Atkinson, and children,
spent Sunday at the home of the for
mer’s parents, Mrs. J. R. Peacock.
Mrs. Tom Harrison spent Friday in
Cairo as the guest of relatives.
Mrs. J. R. Atkinson, and daughter,
Mabel, of near Boston, and Mrs. Jack
Mitchell, Mrs. John Atkinson, and
daughters, Misses Lilia, Drucilla, and
Gertrude Atkinson, of Thomasville,
were the Thursday dinner gueets of
Mrs. A. Atkinson and Miss Grace At
kinson.
