Below is the text of the county
treasurer measure as introduced
in the Legislature and released
for publication by Rep. R. A. Bell.
A BILL
To be entitled an Act to amend an
Act entitled “An Act to abolish the
office of County Treasurer of Grady
County” and for other purposes as
approved , August . , _ 7, 1925, by
Sections striking
2, 3, 4, 5, 6, 7, 8, 9 and 10
from said Act and by inserting
Sections in lieu thereof vesting au
thority in the Board of Commissioners
of Roads and Revenues of said county
or other equivalent authority from
time to time to designate the Clerk of
said Board or a chartered bank of
said county to act as ex-officio Treas
urer of said county; defining the
powers, duties and responsibilities of
said ex-officio Treasurer; providing
that the Chairman of- said Board or
other equivalent authority shall sign
or counter-sign any warrant, check,
order, requisition or other withdrawal
from the Treasury or depository of
said county before the same can be
lawfully paid by the Treasurer of the
county or depository thereof having
possession of said funds; providing
for the selection of a depository or
depositories for county funds by said
Board; providing for the furnishing of
a bond by said ex-officio Treasurer
and by the Clerk of said Board as
Clerk and ex-officio Treasurer; and
for other purposes.
Be it enacted by the General As
sembly of Georgia:
Section 1. That the Act approved
August 7, 1925 (Georgia Laws 1925,
pages 648 to 651) be and the same is
hereby amended by striking from
said Act Sections 2, 3, 4, 5, 6, 7, 8,
9, and 10 in their entirety, and by in
serting in lieu thereof six new Sec
I tion to be numbered 2, 3, 4, 5, and 6,
as follows, to-wit:
“Section 2. Power and authority is
hereby vested in the Board of Com
missioners of Roads and Revenues of
said county or other equivalent auth
j ority, from time to time, to designate
and appoint the Clerk of said Board
or some banking corporation having
its principal place of business at the
county seat of said county to act as
ex-officio Treasurer of said county,
such appointment to be made from
time to time for such period of service
and under such terms and conditions,
general or special as may be fixed by
said Board by appropriate resolution,
“Section 3. The ex-officio Treasur
er of said county, when designated
and appointed in the manner prescrib
| ed by this act, shall be and he is here
vested with all of the powers, du
j ties, authority and responsibility of
County Treasurer as defined and set
forth in the general law's of this State,
and shall as such ex-officio Treasurer
be entitled to the custody and legal
control as Treasurer aforesaid of all
county funds and money, including
all funds raised by taxation or other
wise, all taxes levied for special
county purposes, all appropriations or
payments to county or its Board or
{ fiscal authority for road purposes, ei
j ther State or Federal, and any and
j all other funds generally known as
| County funds; provided, however, that
| it shall be necessary and essential for
I the Chairman of said Board or other
equivalent authority to sign or coun
tersign any warrant, check, order, req
uisition or other withdrawal on the
Treasury or depository or depositor
ies of said county before the same
may be lawfully paid out by the
Treasury or depository thereof; and
all Warrants, checks, orders, requis
itions or other withdrawals not so
signed or countersigned shall be null
and void as an abligation of 1 said
county.
“Section 4. It shall be the duty of
said ex-officio Treasurer, if other
than a banking corporation, to place
and keep on deposit all funds of said
county in the bank or banks which
have been designated by said Board
■ or other equivalent authority as the
! depository or depositories by annual
' rotation method otherwise, in ac

I cordance with what said Board deems
j to be for the best interests of the
county, but in such a manner as will
! give to each of the chartered banks
at the county seat an equal opportu
nity to be or become the depository of
said county; provided, however, that
said Board is authorized in any event
to continue as the depository of said
county until December 1, 1939, the

“Section 5. In the event said Board

termine to designate and appoint a
banking corporation to act as ex-of
ficio Treasurer of said county, such

Vocational Agriculture
Meeting Held.
Several farmers in Spence School
community met at the school building
i last Friday evening and organized an
evening class of adult farmers.
The following officers ‘were elected:
President, Alton Cooper; Vice-presi
dent, M. E. Humphries; Secretary and
Treasurer, J. B. Dunlap.
A preliminary program was set up
for the coming weeks and much inter
est was shown about the work.
Some of the subjects for discussion
in the near future are: Setting up a
sanitary swine program; fertilizers
for tobacco; growing Sea Island cot
ton; terracing and contouring farm
lands.
The regular weekly meeting will be
held on each Friday night from 7 to
8 p. m. (Cairo time). The subject for
discussion -Friday night, March 10, is
“Com Varieties and Fertilizers.”

that a banking corporation if desig
nated as ex-officio Treasurer shall
upon its acceptance of the appoint
rnent be vested with and have imposed
upon it all of the powers, duties, au
thority and responsibility of Treasurer
as defined and imposed by this Act.
“Section 6. If the Clerk of said
Board be designated and appointed as
ex-officio Treasurer of said bounty,
it sha n be the duty 0 f the appointee,
as a condition to entering upon the
discharge of the duties of said ex-of
ficio Treasurer’s office to furnish and
have approved in the manner herein
a f ter set out( an official bond, pay
ab le to Grady County, in the principal
amount of $15,000.00, conditioned for
t he faithful performance of the duties
of , eX -officio Treasurer of said county
as se t forth in this act, with some fi
delity or surety company as surety
thereon authorized and qualified to do
business in this State, under the laws
thereof, said bond to be filed with and
approved by said Board, and the pre
m ium thereon to be paid by said
Board; provided further that if the
Clerk of said Board is appointed ex-
