The LETTERS show you WHEN to use the stamp. The year will be divided in¬
to rationing periods. You can use all BLUE stamps marked A, B, and C in the
FIRST rationing period (the month of March). A, B, and C stamps cannot be used
after the first rationing period ends. The numbers on the stamps (8, 5, 2, and 1)
show how much-the stamp is worth in “points.” A point is a ration value much as
dollars and cents are money values.

We cannot afford to waste food or give some people more than their fair share
That is why some foods are rationed and that is why meat is going to be ra¬
tioned. Rationing is the best and fairest way to be sure every American gets
enough to eat.
Questions and Answers About
Point Rationing
QUES. When will actual rationing be
gin?
ANS. Canned goods, March 1st. All

QUES. What foods are included in the
new rationing program?
ANS. Canned, bottled and frozen fruits
and vegetables, fruit and vegetable juices,
dried fruits, and all canned soups.
QUES. What is going to be done about
people who have an excess supply of
these commodities on hand?
ANS. Everyone applying for Book 2 will
be required to fill out and sign a Con
sumer Declaration” form (shown else
where in Messenger) stating exactly the
stocks of processed foods on hand. Book
2 will have stamps removed for excess
stocks and thus, in effect, will compel the
applicant to use up these stocks before
buying any more. Heavy Federal penal¬
ties can be applied to those making a
false declaration.
QUES. Will the housewife have to make
an inventory of her canned goods by
products—so many cans of peas, so many
of beans, so many of cherries, and so on.
ANS. No, she need report only the total
number of cans that her household has
on hand when rationing begins.
QUES. Why is not canned salmon and
canned meat included in the present ra¬
tioning program? meats
ANS. Because ordinarily canned
and fish are not used interchangeably
with canned vegetables. The present pro¬
gram was intended primarily to covei
processed fruits and vegetables.
QUES. Why is it necessary to give dif¬
ferent point values to different kinds of
processed foods? Why can’t they all have
the same point value?
ANS. Low point values will be given
to foods that are relatively plentiful; high
point values to those that are most scarce.
QUES Should home-canned products
be counted and declared?
ANS. No; only commercially-canned
or bottled items.

QUES. Why are foods that are not used
extensively included in the rationing pro¬
gram?
ANS. To preserve for consumers as
wide a choice of foods as possible in
spending their ration points.
QUES. Why are the stamps of different
colors?
ANS. The blue stamps will be used for
rationing processed foods, the red stamps
will be used later for meat rationing.
QUES. Will the point values be the
same in all stores, or will they vary be¬
tween high-price and low-price stores?
aNS. The point values are the same in
every store in the country, regardless of
the price charged. The housewife, in
buying a No. 2 can of tomatoes will have
to surrender the stamps for the same
number of points regardless of whether
the price is 12 cents, or whether the can
is Grade A, B, or C, or any other grade
designation such as “fancy,” “choice” or
“standard.”
QUES. Can the housewife use the ra¬
tion books of all the members of her
family when she goes shopping?
ANS. Yes, she may take along each ra¬

QUES. Why is this being done? I don’t
need Book 1 since I don’t drink coffee,
and don’t buy sugar!
ANS. It’s the board’s way of identify

QUES. Can phone orders for rationed
items be handled as heretofore?
ANS. No. Customers must arrange for
personal delivery of ration stamps to gro¬
cer.
