THE CAIRO MESSENGER. FRIDAY. MARCH 18, 1949.
Truman Program
Rocked By Blows
Demo, and Repubs.
Combination Is
Very Effective
Washington, D. C. March 16.—
The Truman administration pro¬
gram rocked periously Wednes¬
day under the impact of three
staggering blows on Capitol Hill,
each made possible by an infor¬
mal but highly effective combi¬
nation of Republican and South¬
ern Democratic votes.
In rapid succession, coalitions
formed along these lines hand¬
ed administration forces in the
Congress these setbacks:
1. The Senate armed services
committee with Sen. Harry F.
Byrd of Virigina voting with the
six Republican members, tabled
and thus effectively pigeon-holed
consideration of President Tru¬
man’s nomination of Mon C. Wall
man of the National Security Re¬
sources board.
2. The House voted a 15-month
extension of rent control but only
after Republicans and Southern
Democrats had forced inclusion
of local option, the third in a
series of amendents toward re¬
laxation of controls taken on the
floor.
3. A mixed coalition of South¬
ern Democrats Republican regu
, lars, and some Democrats nor¬
mally pro-administration, marsh¬
aled 52 votes to support a com¬
promise aloture, or “gag” rule
that earlier had been completely
unacceptable to the administra¬
tion.
With other major sections of
the administration’s program,
carrying out the pledgse of the
last campaign, awaiting congress¬
ional action, events cast in con¬
siderable doulbt the outcome of
such proposals as repealing the
Taft-Hantley act, raising the
minimus wage and boosting
taxes. Southern Democrats have
voted more often with the Repub¬
licans than with their party col¬
leagues from the North in these
fields.
In voting local option into the
rent control bill in the House, the
combination of Republicans and
Southern Democrats were un
heeding of the warning of ad
mnistration leaders that the a
mendment would “gut controls
end lead to confusion thrice con¬
founded.”
The record vote was 227 to 188
for passage of this amendment.
Seventy-one Democrats, prepon¬
derantly from the South, joined
156 Republicans in the affima
tive. Only six Republicans lined
up with administration stalwarts
in opposition.
