sworn for the /April terra of Henry;
Superior Court, submit the following
report and recommendations:
We have through our various com
mittees examined the olfices and b..oks
of the ordiuary and clerk's dockets
and find them neatly kept and properly
indexed as the law requires. \Ye have
also examined the treasurer's books
from Nov. Ist, 1895, to April 20th.
189 G, and find them correct with prop
er vouchers on file for all money paid
out. We find ou hand Six Thousand,
Eight fluudred, Eighty Six and sixty
nine One hundredths Dollars
(.$0,886.69). We hereby attach
Treasurer's report aud recommend its
publication with these presentments.
We find the county court recoids
correctly kept, except not indexed.
We find that part of the poor farm
that is in cultivation in very good con
lition and recommeud that the balance
(l at will pay for the working be put iu
cultivation. W 7 e find the paupers well
cared for and that there are eleven
white and five colored paupers on the
farm. We also find the houses in good
repair except the colored paupers
house aud Mrs. Kemps’ house, and we
recommeud that the colored paupers
house ho weatherboarde.d over the
plank alrtadv on the house after the
strips have been taken off. We rec
ommend that a new frout door be put
iu Mrs. Kemps’ house and that her
back door be repaired. We recommeud
that the superintendent of the poor
farm Ueop au itemized account of
everything purchased and used, both
for the farm aud the paupers.
We recommeud to the ordinary of
lfeury county that he employ for the
next twelve months Dr. D. W. Scott
to do the county practice at a salary of
ninety five dollars per year, to com
mence May 1,1896.
We find the books of the tax col
lector and tak receiver neatly and cor
rectly kept.
We find the records in the sheriff's
office neatly and correctly kept as the
law directs, which reflects credit on the
present incumbent.
We find upon examination of the
various justices and notaries dockets
that they have been correctly kept.
We find that the books of the conn
ly school commissioner have been
neatly and properly kept, and hereby
attach bis report to these presentments
for publication.
We recommend that S K. Austin be
appointed notary public for the G22d
District G. M.
We also recommend that Mr. J. A.
Simpson be appointed notary public
for the 888 District G. M.
We recommend that C. W. Dupree
aud W. B. J. Ingram be appointed as
jury revisers, their term of office to
commence July 8 b, 189 G.
We recommend that J. W. Middle
brooks he appointed notary public for
the 57G District G. M.
We recommend that Dr. R. J. Ar
nold aud A. G. Combs be appointed
members of the county school board of
education to fill the vacancies of Tbos.
D. Stewart and Nathan Fears.
We recommend that our next repre
sentative have the law repealed allow
iug or entitling T. J. Westmoreland to
draw from Henry county the sum of
one hundred dollars per year, as he is
now drawing one hundred and fifty
dollars from the state as a pension.
We recommend that ali public roads
be put in good condition by the next
term of the superior court.
We recommend that the sheriff build
a plank fence seven feet high and
twenty feet square on north side of the
jail fence, around the sewer pipes
coming from the jail, and that the re-

We recommend that the court house
be remodeled as follow-s, to wit: That
an anuex be put on the side of the
building to conform to the building in
appearance, the lower part of said
annex to sontnr 1 two tire aud burglar
proof vaults for county records, aud the
upper part he arranged for two jury
rooms, and that tlie c- urt room be
moved up stairs iu the present build
ing aud accessible by two iron stair
ways and a balcony on the west side of
the building, aud that a six or eight
inch irou belt be put around the build
ing on a level with the sleepers or
joists of the second story floor, and
that there be two sets of irou rods
lengthwise ami three sets sidewise
through iho building, running between
the flo-ir of second story and coiling of
the first story, and securely fastened
by heavy nuts and washers to the
iron belt, and that all offices bo moved
down stairs in the present building
and arranged as follows, to wit: An
eight foot ball to pass lengthwise
through the building, intersecting with
au eight foot hall in tho center, which
runs from the center to the entrance on
the west side of the building, the sides
of the halls to he an eight inch brick
wall from ground up to sleopers of
second story, the northwest corner to
bn arrauged f ir a grand jury room aud
the southwest corner arranged into
two rooms for county purposes, the
east aide of the building down stairs to
be arranged into four rooms, the one in
front of the grand jury room to be
used for grand jury witnesses; the west
two for the ordinary’s aud clerk’s
offices, both having connection with
the vaults, and the fourth room for
county purposes. That the judges
stand be on the east side of the build
ing upstairs with the clerk’s apartment
immediately in frout, that two jury
boxes be arrauged ou either side of the
judges stand and that entrances be
placed between the judges stand and
jury boxes iuto the two jury rooms;
that the present building and the annex
be cove,red with first class heart pine
shingles and painted with mineral red
paint, aud that the overhead, both
down and up stairs, bo ceiled instead of
plastered, and that the outside of the
building he [tainted with some dark
color to match the roof, and that the
court house yard be surrounded with a
rock wall running six inches above the
level of the ground all around the
yard. That a committee of three act
with the ordiuary, Wm. M. Nelson, to
wit: J. W. Alexander, 11. ,J. Cope
land and 11. C. Bridges are hereby
constituted as a committee to carry
t his recommendation into effect at
once and have the building completed
by the next term of the court. The
said committee to receive two dollars
per day for time actually put iu aud to
receive no other compensation nor to
be interested directly or indirectly iu
the bidding for or having any interest
in any contracts pertaioing to any
work to be done in or about the re
modeling of the court house as herein
recommended.
We also recommend that the said
committee advertise for bids and re
serve to themselves the right to reject
auy or all bids, hut in case they accept
any bid that the party receiving the
contract be required to give a good
and sufficient bond for the faithful per
formance of his contract.
We also recommend that the com
mittee be empowered to sell the safe
aud auy old furniture and lumber to
best advantage.
We recommend that the committee
he limited to Five Thousand Dollars
($5,000) to complete the work aud
under no circumstances to go above
that amount.
We also recommend that the ordin
ary levy a tax sufficient to pay off this
debt next fall
We hereby recommend that the
committee have authority to correct
any errors in the plan of remodeling
the court house and add. any specifica
tion necessary.
We recommend that these present
ments be published iD The Henry
County Weekly and that the editor
, be paid ten dollars for same.

the personally conducted excursion to
