Conducting an Election.
Below we publish the regulations iu
reference to holding elections for the
information of managers. The regu
lations can be found in section 1*282
and subsequent sections of tlie code.
let. The persons qualified to hold an
election are the Justice of the Peace.
Notary Public and free holders of the
district. There must be three.
2d. Before enteriug on their duties
all of them must be sworu, either be
fore an officer or by each other, and
must sign the oath, giving their office
as Justice of the Peace, Notary Public
or Free Holder, written out iu full and
not J. P. or F. H.
3rd. The time in which the election
is held at the Court 1 louse is from 7
o'clock a. m., to 9p. nv, at the pre
ducts, from 8 a. m. to 3 p. m.
4th. Three lists of voters must he
kept either by the superintendents or
their clerks.
sth. Facb ballot shall be numbered
to correspond with its number on the
list of voters.
Cth. If a vote is challenged it shall
he written oil the ticket and opposite
bis name on the list of voters.
7th. The three lists of voters must
be signed by all the managers.
Bth. The tally sheet must have a
certificate signed by all the managers
giving the vote each candidate received.
And the signing must he iu full of the
office they bold, just like the signature
to the oath.
9th. When the election is closed all
of these papers, including the ballots
under seal, must be sent by one of the
superintendents to the county site for
consolidation, and they must l>e there
by 12 o’clock the next day. The su
perintendent who delivers the returns
is entitled to $2 00 for his services.
State election next Wednesday.
Next Wednesday will tell the tale—
and settle the campaign liar as well.
Mr. Bryan addressed 50,000 people
ou the common in Boston last Friday.
The total registered vote of Georgia
this year is 291,360. Of these, the
white vote is 201,385, and the colored
vote 89,981.
Hon. W. A. Huff has accepted the
Populist nomination for Senator from
the 22d district, and will run against
Bob Berner, the regular uominee.
In addition to the registration law,
a division of election managers is to tie
genera! all over Georgia in the electiou
next Wednesday, so the cry of fraud
can proceed only from the veriest gall.
A great equinox storm swept along
south Georgia coast Wednesday, des
troying many lives and about a million
and a half dollars worth of property in
Savannah and Brunswick. Jackson
ville and other places in Florida were
also heavily damaged.
Marshal Tidwell, of S“oev, Flovd
county, was killed lait Thursday hv
Lester Echols, a boy who was druuk
and had been arrested by the Marshal.
The boy made his escape.

“An Act to amend paragraph 1 of section 2
of article Bof the Constitution of this
State, so as to preserilieil that the State
School Commissioner siial! lie elected by
the pi ople instead ot being appointed by
the Governor as now required by law.
Section i . lie i! enacted by the General
Assembly ol the State oi G.orgit, and it is
hereby enacted by authority ot the same,
That the Constitution of the State be
amended by striking out of paragraph 1 of
section 2of at title 8. in first ami second
line of said paragraph, the words “appoint
ed tiy the Governor and continued by the
Senate,” and inserting in lieu thereof the
iollowing, to wit: “elected by the people at
the same time and manner as the Governor
and State house officers are elected, ' and
by striking out of the third of said para
graph the word “appointed ” and inserting
in lieu hereof the word “elected,” so that
said paiagiaph, when amended, shall read
as follows: There shall be a State Sciiool
Commissioner elected bv the people at ' the
same time and manner as the Governor and
State house officers are elected, whose
term of office shall be two years and until
his successor is elected hoc qualified. His
office shall be at the seat of the government
und he shall he paid a salary not to exceed
two thousand dollars ($2.01,1t) per annum.
'1 he General Assembly may substitute for
the State School Commissioner such officer
or officers as may be deemed necessary to
perfect the system ol public education.
Section 11. Be it further enacted, That
whenever the above proposed amendment
to the Constitution shall be agreed to by
two thirds of the members elected to each
ol the two houses of the General Assembly,
the Governor shall,.and he is hereby au
thorized and instructed to, cause said
amendment to be puldished in at least two
newspapes iu each congressional district in
this State for the period ot two months
next preceding the lime of holding the next
general election.
Section 111. Be it further enacted,
That the above proposed amendment shall
be siiuinitted for ratification or rejection to
tlie electors of this State at the next gen
eral election to be held after publication,
as provided for in the second section of
this Act, in the several election districts of
this State, at which election every person
shall be qualified to vote who is entitled to
vote tor members of the General Assem
ble?. All persons voting at said election
ill favor oi adopting the proposed amend
ment to the Constitution shall have written
or printed on their ballots the words “For
ratification ot the amendment of paragraph
1 of section 2ot aitide Bof the Constitu
tion,” and all persons opposed to the
adoption ol said amendment shall have
written or printed on their ballots the words
“Against ratification of the amendment of
paragraph I of section 2of article 8 of the
Constitution.” <•
Section IV. Be it furth r enacted, That
the Governor be. and lie is, hereby author
ized and directed to provide lor the submis
sion of the amendment proposed itt the first
section of this Act to a vote of the people
as required by the Constitution of this
State in paragraph 1 ot section 1 of article
13, and by this Act, and. if ratified, the
Governor shall, when he ascertains such
ratification from the Secretary of Stale, to
whom the returns shall lie referred in the
same manner as in cases of elections for
members of the General Assembly to count
and ascertain the result, issue his procla
mation for one insertion in one ol tlie daily
papers of this State, announcing such re
sult and declaring the amendment ratified.
Section V. Be 4 further enacted. That
all laws and paits of laws in conflict with
this Act be, and the same are, hereby re
pealed.

hereby submitted for ratification or rejec
tion to the legal voters of the State at the
