ABOUT USE OF CITY WATER AND SEWERS
The New City Ordinance Governing These New Utilities and The
Rates to Be Charged the Users.
Water Rules and
Regulations
Sec. 1 WATER BILLS TO BE
PAID MONTHLY, All water bills
shall he paid monthly, not later than
the 10th, the Superintendent shall
cut off water of all consumers who
fall to meet the requirements of this
section.
Sec. 2. TURNING WATER ON
AND OFF. No person, except some
one legally authorized, will be al¬
lowed to turn water on or off at the
sidewalk.
Sec. 3. INTRODUCTION OF CITY
WATER. Water shall not be intro¬
duced into any premises without ap¬
plication having first been made to
the Superintendent and granted of
ficially.
Sec. 4. APPLICATION MADE FOP
TAPPING MAINS. Every application
must be made by theowner of the
property to be benefited, or by
his or Iyer authorized agent, according
to the form prescribed bythe Board
of Lights and AVater, except by spec¬
ial permit from the Board.
Sec. .». APPLICATION shall be
granted only upon the condition that
the owner of the property to be ben¬
efited shall pay $6.00 each for tap¬
ping the Water and Sewer Mains, and
putting in pipe to the Curb Line.
Sec. 0. STREET CONNECTIONS
No person but the Superintendent or
an authorized employee of the Board
of Lights and Water, under the super¬
vision of the Superintendent,shall tap
any main or distributing pipe.
Sec. 7. NO PERSON WITHOUT
CERTIFICATES, shall have the
right to connect any Sink, Bath tub,
Lavatory or Water Closet to the wa¬
ter work system of the City of Cov¬
ington without getting permission
from the Board of Lights and Water.
Sec. 8. EVERY PERSON before
making any change must first procure
a permit from the Board of Lights and
Water, and must state plainly in his
application the nature of the work to
bo done. This application must be
made to the Superintendent,who shall
issue the permit if practicably ac¬
cessible to a water or sewer line.
Anyone violating this rule shall be
subject to a fine or imprisonment,
one or both as the Mayor may elect.
Pec. 9. DEPTH OF SERVICE PIPE
All service pipe shall be laid not less
than 18 inches in the ground.
Sec. 10. POLICE. It shall be the
duty of the Police of the City of Cov¬
ington, to give vigilant aid to the
Board of Lights and Water in the
enforcement of their rules and reg¬
ulations; and to this end they shall
report all violations thereof which
may come to their knowledge, and re¬
port the same to the Board of Lights
and Water, or the Superintendent.
Sec. 11 ILLEGAL USE OF WATER
Should any person use the city water
without the knowledge of the Board
of Lights and Water, and afterwards it
should come to their knowledge that
the water has been so illegally used,
a bill shall be made against the con
sumer for the water that has been
used. If, upon presentation of the
bill the consumer refuse to pay for
the water so illegally used, then it
shall be the duty of the Superintend¬
ent to cut off the water from the
premises.
Sec. 12. ILLEGAL USE OF
STREET BOX KEY. No person shall
bv the use of any false key or other¬
wise,after the water has been turn¬
ed off from any premises, cause said
premises to be supplied with wa
ter.
Sec. 13. OWNERSHIP AND RE
PAIRS. Stop-cock and box at the curl
are the property of the City of Cov¬
ington, and placed there for their sob

Sec. 14. PRIVATE PLUMBING.
All plumbing from the stop-cocks in¬
ward, must be done at the expense
of the owner of the property.
Sec. 15. SEPARATE TAP. In no
case shall two or more houses re
ceive water through the same tap
or service pipe. To avoid complica¬
tions arising from such service,each
house shall have its own tap and
service pipe.
Sec. 16. STOP AND WASTE
COCKS. A stop and waste-cock shall
he placed by every property owner
near the street, immediately Inside of
(he property line;such stop and waste
cock to be under the control of the
tenant or owner,to be used by him in
case of burst pipe or other necessity,
where pipes to be repaired can be
cut off from the main. This waste
cock is not intended to take the
place of the ordinary stop and waste
* cock located within the premises.

Sec. 17. RESERVED RIGHTS.
The Board of Lights and Water, their
officers and employees and the mar¬
shals of said city, shall have the
right at all hours to enter upon any
premises where city water Is
taken, for the purpose of inspecting
pipes and fixtures, setting and re¬
pairing meters, turning water off and
on,and enforcing the rules generally.
Every denial of this-right will render
the offending party liable to penal¬
ties for violating the rules.Said Board
or their proper officers and agents
may stop the supply of water in f ase
of emergency, and shut it off for re¬
pairs or extension, they being the
judges of the time and necessity
therefor, reasonable notice thereof
shall be given when practicable.
Neither the City of Covington nor said
Board shall be liable in damages for
any insufficient supply of city water..
Rules and Regulations Govern¬
ing the Sewerage System
for the City of Covington
Sec.18. PRIVATE SEWERS AND
DRAINS. All connections of private
sewers or drains with the public sew¬
ers shall be made in accordance
with the rules and regulations of the
Board of Lights and Water..
Sec. 19. PERMIT FOR SEWER
CONNECTION. No connection shall
be made with the public sewers be
fore obtaining a permit therefor from
the Board of Lights and Water.Writ¬
ten application for such permit must
be made by the owner, occupant or
agent of the property to be drain¬
ed, giving the location of the property
the name of the owner and the name
of the person employed to do the
work.
Sec. 20. ONLY PERSONS WITH
PERMITS TO MAKE
No person shall make any connection
with or opening into any public sew¬
er without permit from the Board
of Lights and Water,to do such work.
All permit* to do the work of mak¬
ing house connections and laying pri¬
vate drains must be obtained
from the Board. The Board in all
cases reserves the right to revoke
such permit, when satisfied that the
person is incompetent to do such
work in accordance with the rules and
regulations of the Board, or when he
fails to do such work in accord¬
ance therewith.
Sec. 21. BOND REQUIRED. Every
person before he is entitled to such
permit shall give bond and securi¬
ty in the sum of Five Hundred dollars
payable to the Board of Lights and
Water of the City of Covington, and
approved by said Board. Said bond
shall be conditioned to indemnify and
save harmless the City from damages
arising from making connections with
the public sewers. And no person
shall make connection with, or open¬
ing into, the public sewers for any
one who does not have a permit
for as herein provided.
Sec. 22. RIGHT TO REVOKE
PERMITS. The Board of Lights and
Water shall have the right to revoke
any permit to connect with the publie
sewer; and no right of action for
damages shall accrue to any one
therefor.
Sec. 23. PLUMBERS LIABILITY
Persons making connections or private
drains with the public sewers, shall
be liable for all injuries done to the
streets or sewers,and shall repair the
same to the satisfaction of the Board
of Lights and Water.
Sec. 24. CONNECTIONS PROHIBIT
ED WITHOUT THE CONSENT OF
THE BOARD OF LIGHTS AND WA¬
TER. No connection shall be made
of any open gutter, cess pool or
vault with the public sewer or with
any private sewer that is connected
with the public sewer; and no con¬
nection shall be made with any
private sewer or receptacle for sew¬
erage without the consent of the
Board of' Lights and Water.
Sec. 25. RAIN WATER CONDUC
TORS NOT CONNECTED WITH
PUBLIC SEWERS. No rain water con
ductors shall be connected with the
public sewers nor with private sew¬
ers that are connected with the pub¬
lic sewers.
Sec. 26. GARBAGE NOT DEPOS¬
ITED IN SEWER OPENINGS. No per
son shall deposit any garbage, fruit
peelings, trash or any substance hav¬
ing a tendency to obstruct the flow
of sewage, or any inflamable or ex
plosive liquid, gas vapor or mater¬
ial of any kind in the sewer open
ing.
Sec. 27. SEWER CONNECTION
LIKELY TO CAUSE DAMAGE PRO
HIBITED. The Board of Lights and
Water shall have the power to pre¬
vent the use of any private drain
through which substances are dis¬
charged that arc liable to injure the
public sewer or obstruct the flow
of sewage.
Sec. 28. MATERIAL TO BE USED.
The material to be used in making
house connections shall be vitrified
salt glazed sewer pipe of the best
quality, of four inches in diameter,
unless a greater diameter be required
by the Board of Lights and Water.
Each pipe must be straight, smooth,
uniform cross sections, and the joints
must be securely sealed with cement
mortar, mixed ip the proportion of
one part of cement to two parts
of sand. The inside of all joints must
be scraped clean so that no cement
will project into the pipes. The pipes
to be laid upon solid foundations and
as far as possible in perfectly
straight lines and on a uniform
grade of not less than two feet
per hundred feet. Where the pipes
cannot be laid in straight lines cur¬
ved pipes must be used to effect the
change in direction. Where a fall
of two feet per hundred cannot be
obtained, then the grade of the pri¬
vate drain must be determined by di
viding the total available fall by the
length of the drain, and all of the
fall available must be thus utiliz
ed.
Sec. 29. WORK AND MATERIAL
SUBJECT TO APPROVAL. All work
an d material used shall be subject to
the approval of the Board of Lights
and Water, and no work shall be cov
erec j un til it has been examined and
approved by the Superintendent.
Sec. 30. CONNECTIONS WITH
PUBLIC SEWER, No connection
shall be made with the public sewer
at any place except at the branch or
junction provided for the connection
in question. If however, the
tendent shall find no branch or junc¬
tion at the point indicated, or where
no provision has been made for such
connection, he may cut into the pub¬
lic sewer..
Sec. 31. ACTS PROHIBITED AS
TO SEWER LINE. No person shall
turn, lift, remove, raise or in any
manner tamper with any cover, man¬
hole or other appurtenance of the
public sewer without a written per¬
mit from the Board of Lights and Wa
ter. And no person except those
employed in sewer w r ork shall enter
the public sewer without a special
written permit.
Sec. 32 THE SUPERINTENDENTS
RIGHT TO INSPECT. The Superin¬
tendent shall have the right at all
times to enter any houses or places
which have made connection with the
public sewer, and facilities shall be
given him to ascertain that there
is no improper material or liquid be¬
ing discharged into the public sewer.
Sec. 33. STACK OR HOUSE
DRAIN. The drain pipe within the
house, and extending three feet out¬
side the foundation walls, shall be of
iron, and shall be carried for full size
(four inches unless a larger size be
required by the Board of Lights and
Water) up through the house, and at
least four feet above the roof and
left without bend or cap. If put
through a shed roof said pipe shall
go above any window contiguous.
The open top of the pipe shall be
protected by a wire basket.
Sec. 34. JOINTS OF IRON PIPE.
The joints of iron pipe,except w’here
screw joints are used, shall be made
with an oakum gasket and soft lead,
thoroughly calked.
See. 35. WEIGHT OF CAST IRON
PIPE. The cast iron pipe shall be
heavy enough to admit of calking the
lead Joints so as to be water tight,
without danger of breaking the .
Sec. 36. PIPE ENAMELED. All iron
pipe must be enameled or covered
outside and in with coal pitch varnish
Sec. 37. SECOND FRESH AIR IN¬
LET. If it be deemed necessary
the Superintendent in any case to
ventilate that portion of the house
drain between the main trap and the
public sewer it shall be done by >t
taching ventilating pipe to the house
drain on the side of the main trap

Sec. 38. HOW DRAIN PIPE LAID
INSIDE HOUSE, The drain pipe
shall not be laid below the cellar
floor except it be absolutely neces
sary. It should be fastened along
the cellar wall, or hung from the
floor timbers, and given a grade of
at least one in forty inches, and
more if possible.
Sec. 39. DRAIN PIPE UNDER THE
HOUSE. All drain pipes under the
house shall be laid not less than 12
inches in the ground unless by spec¬
ial permission from the Superintend¬
ent.
Sec. 40. CURVED PIPES. All the
changes in the direction of the drain
shall be made with curved pipe, and
all connections with Y branches and
bends.
Sec. 41. ALL FIXTURES SHALL
BE SEPARATELY TRAPPED. Every
sink, water closet, urinal, bath tub,
basin, safe or other fixture shall be
separately trapped as near the fix¬
ture as possible. Traps for bath tubs,
lavatories and sinks shall be lead.
Sec. 42. OPEN AIR SINK. Waste
pipes from safes, refrigerators, cis¬
tern overflows and water tanks, from
which water is taken for drinking or
cooking purposes, shall not be con¬
nected directly, with any soil pipe or
drain, but must be discharged into
an open sink or into the open air.
Sec. 43. TRAPS SEPARATELY
VENTILATED. Every trap shall be
separately ventilated and protected
from syphonage by proper vent pipe.
Those vent pipes shall enter into
the main vertical pipe above the high
est fixture, or be connected with a
special ventilating pipe leading above
the roof. The vent pipes must al¬
ways have a continuous slope to pre¬
vent retaining the water which may
condense in the pipes. Except where
Closets or other fixtures are put in
with a P or half S trap calked into
a sanitary T in a vertical stack not
over 2 feet from stack, the back
vent may be dispensed with, provided
there is no other waste from other
closets entering the stack above said
connection.
j Sec. 44. WIPED JOINTS FOR ALL
LEAD CONNECTIONS. All connec¬
tions of lead pipes shall be made
with wiped joints.
Sec. 45. BRASS FERRULE FOR
LEAD AND IRON CONNECTIONS.
All connections of lead with iron pipe
shall be made with a brass sleeve
or ferrule;the sleeve or ferrule to be
thoroughly calked into the iron pipe
with lead to be attached to the
sleeve by a wiped joint.
Sec. 46. FLUSHING WAITER
CLOSETS. Water closets shall not
be flushed by direct service, but by
means of a special tank.
Sec. 47. VENT PIPES FROM WA¬
TER CLOSETS. The vent pipes from
water closet traps shall be at least
two inches in diameter, and for all
other fixtures, one and one half
inches, if the length of the vent
pipe be more than twenty feet the
size of the pipe must be increased.
Sec. 48. ALL MATERIAL SHALL
BE FIRST CLASS. All material shall
be of good quality, free from defects
and imperfections;and the work shall
be done in a thorough and workman¬
like manner, and subject to the in¬
spection of the Superintendent.
Sec. 49. MONTHLY WATER
RATES. For the first 4,000 Gallons
$1.00 Per Month Net. For all excess of
4,000 Gallons 20c per M. per Month
Net.
Sec. 50. PLANS MUST BE SUB¬
MITTED. Plans for all Jobs of
plumbing to be done in the City of
Covington must be submitted in du¬
plicate to the Superintendent on
blanks furnished by him and approv¬
ed by him before work is commenced
Sec. 51. RATES FOR MANUFAC¬
TURING ESTABLISHMENTS, RAIL¬
ROADS AND OTHER LARGE CON¬
SUMERS. Manufactories and other
large consumers will be charged as
follows: For the first 100,000 gallons
| 10c per M net. For the next 200,000

All in excess of 1,000,000 gallons 6c
per M net.
