Hillman has laid the ground
work for getting the CIO-Lewis
idea in effect without Congression
al action. He got an informal opin
ion from the Attorney General
that Labor Board findings are
binding until reversed by a eom
petent court.
It is only one step from that to
forbidding contracts to those who
are convicted by the prejudiced
Labor Board. That is the issuance
of instructions that alj contracts
include a stipulation that contrac
tors will abide by rulings of the
Board.
But that step is a long one. The
whole issue is a hot potato—so hot
that the attorney general has scur
ried around and found a way of
saying that he has not approved
the long step. But as Washington
sees it, once you start down a
slide you reach the bottom pret
ty soon.
Impartial officials in the Army
and Navy Department—the men
who know most about how to get
what the country needs for defense
—have opposed the Lewis-CIO
Hillman idea continuously and
strenuously. They may do so now.
It is pointed out by those who
know whereof they speak that the
basic issue is clear: Is an agitating
labor minority to be permitted to
jeopardize the national defense
program for the sake of forcing
compliance with a law which the
general public, newspapers, tht
great mass of labor, the nationa'
House of Representatives, and oth
ers think is a law needing amend
ment?
It would be just about as logi
cal to say that a man about t>

scripted.
The nation needs industrial co
operation and production. Unless
industry can produce the weapons
needed for national defense, the '
United States will be at the mercy
of foreign aggressors. Yet the pro
posed plan would have forbidden
the granting of many contracts al
ready in effect. Henry Ford, for
instance, has a sizeable contract
for airplane engines. He also has
pending in the courts a case
brought against him by the Labor
Board. If the Lewis-CIO-Hillman
idea had been in effect. Ford could
