1861 when they so gladly took up
their arms to drive the invader
away.
The beautiful Southland has
long since risen from the ashes of
that bitter and useless strife, and
it is rapidly progressing toward its
rightful place in the
world.
But the most precious heritage
left us by our Confederate fore
fathers is their love ot country,
their loyalty and their determina
tion to fight for their rights even
against great odds.
And our section today is setting
an example ot-that patriotism and
loyalty that is making the rest of
the country take notice.
Prior to the enactment of the
Selective Service Act, the South
was far in the lead in the num
her of volunteer enlistments in the
Army and Navy.
In the South all the contracts
for the erection of cantonments
and other defense buildings were
completed on schedule, and many
of them long before the date lim
it fixed.
In the South there has been no
strike in any defense industry to
slow up our great defense pro
gram.
And best of all, this patriotic
attitude of our section has im
pressed the authorities and our
people are respected for it. We are
every day gaining prestige.
The Military situation in Europe
is grave. Thoughtful men her rec
ognize that this country must be
prepared to defend herself when
the war in Europe ends, or will be
in grave danger of attack. As it will
take us a year or two more to
build our two ocean navy and a
trained army of formidable size,
it is imperative that Britain re
ceive aid sufficient to enable them
to keep fighting. We believe that
aid will be sent to them.
We are preparing to make a
strong fight here for 100 percent
parity payments for farmers when
the conference committee on the
Agricultural Appropriation Act
makes its report. The farmer’s in
come has steadily dropped fot
three decades until today it is one
of the national problems. In 1909
the income of the farmers consti
tuted more than sixteen perten'
of the total national income, whik

ever, such taxes totaled $3,006,-
707.
The stimulating effect of these
expenditures is felt throughout the
state because of the wide distribu
tion of railroad wage payments,
and the fact that supplies and
materials were purchased in ap
proximately 330 localities in Geor
gia.
Railway purchases in Georgia in
1940 of fuel, materials and sup
j puts and new equipment totaled
> $5,901,758. In addition, the rail- i
roads paid $34,529,986 in 1940 in
wages to employees located in that
state, the total number of such
employees in July, 1940, having
been 21,475. The number of em
ployees represents the total num
ber receiving pay in July, some of
whom, however, only worked a
part of the month. Average wages,
therefore, cannot be calculated
from these figures.
