AN ORDINANCE
I BE IT ENACTED BY THE MAYOR AND GENERAL COUNCIL
■ OF THE CITY OF COVINGTON, GEORGIA, AND IT IS
I HEREBY ENACTED BY AUTHORITY OF THE SAME:
■ Section 1. That from and after the passage of this ordinance
B that no person shall directly or indirectly be per-
B mitted a license to operate taxi-cabs or cars for
B hire who has been convicted of a crime involving
■ moral turpitude, or having violated any law deal-
fl ing with, having possessing or selling intoxicating
B liquors, wines and beer.
fl^n 1 And, be it further enacted by the some authority,
B that any person to whom a license has been grant-
■ ed to operate Taxi-cabs or cars for hire shall im-
I mediately forfeit such license he may have ob-
B tained upon being found in possession es any in*
I toxica ting liquors, wines or beers, in any cabs or
fl cars he may have a license to operate for hire,
B except same is found upon a passenger or in a
B passenger's luggage or effects.

the amount of $82,950.00 were
closed during the past year. Paid
in capital stock owned by mem
hers of the association now
amounts to approximately S6OO.

sixty farmers paid their loans in
’ full and became the owners of
their farms free of debt.
Mr. J. Booth Williams, of Mon
! roe. and Mr. C. Chase McKissick,
of Jersey, werd elected by the
■ members to serve as directors of
the association for a three-year
term. Mr. Williams is also one of
the seven directors of the Farm
Credit Board of Columbia.
Mr. O. F. Luttrell, Regional
Manager from the Federal Land
Bank, spoke of the progress of
the Federal Land Bank and Na
tional Farm Loan Associations,
announcing that as of August 1
1949, all of the loan files for the
Madison territory has been trans
ferred to the Madison office, this
action completing a program of
decentralization jaegun in 1937.

ties of Oconee. Walton, Morgan.
Newton. Jasper. Putnam, Jones.
Baldwin. Greene, and Taliaferro
to handle any matters with the

The measure climaxes a cam
paign that has been in progress
for 32 years and mak n « Georgia
the 45th state in the Union to
adopt such measures.
Georgia’s new premarital law,
requiring a blood test by botn
parties, becomes effective August
25, 1949. Ordinary A. L. Loyd
reminded people this week.
The law is not complicated, nor
is it unduly restrictive: there is
no waiting period, provided both
parties to the marriage have then
examination for veneral disease
except in the case where the
parties are under 21 years of age
and do not have the parent’s
consent.

However, the law says: “Under
no circumstances can a license he
issued to a female under 14 or to
a male under 17 years.”
There is a simple form which
will he on hand at doctors' offi
ces, health departments, and ordi
naries. The evamining physician
will fill out the form, certifying
that the applicant has had a
hlood test, and-that he is free of
veneral disease.
This form, when properly filled
out by the doctor, is presented
any time within thirty days to
get a marriage license. After hav
ing the test, though, if you wait
longer than thirty days, another
test is required.
The law goes on io say: “Every
resident of Georgia, who marries
outside the state and returns
within sixty days, shall within
60 days after return to the state,
file with the Ordinary of the
county of residence a certificate
showing that he or she has
conformed with the provisions
of the premarital law.”

resident of Georgia and marry
outside the state, you will still
