AN ORDINANCE
AN ORDINANCE providing for Business Li
cense Taxes for business transacted in the City
of Covington for the fiscal year beginning Janu
ary, 1, 1953 and ending December 31, 1953.
Be it ordained by the Mayor and Council of
t\he City of Covington, and it is hereby ordained
by authority of the same, as follows:
SECTION 1. That on and after the effective
date hereof, and from day to day, it shall be un
lawful for any person or persons, corporations or
company, to begin or carry on any of the occupa
tions, uses or businesses hereinafter mentioned in
the City of Covington without first applying to
the (Clerk and obtaining a license for carrying on
each said business or occupation as may be sub
ject io the City of Covington business license tax,
occupation, or use license, or license tax for the
year ,1953.
SECTION 2. Be it further ordained that it
shall he Use duty of the Clerk of said City of
Coving} on to issue license upon payment to him
of the 'prescribed fee.
SECTION 3. Be it further ordained that all
licenses, shall be issued for the fiscal year be
ginning January 1, 1953 and the fees hereinafter
prescribed shall be paid in full by each person,
firm or corporation upon the issuing of the li
cense. No prorata license shall be issued to any
person, firm or corporation commencing business
. in this City after January 1, 1953 except that on
\and after July 1, 1953 the clerk is hereby au
thorized tr> issue licenses herein quoted at a fee
equaling one half of the annual fee.
SECTION 4. Be it further ordained that the

Diet Book Helps Heart Patients
Enjoy Food Despite Restrictions
Publication of “Food For Your
Heart” the first complete, low
priced handbook in the field of
diets for heart patients was an
nounced by the Georgia Heart
Association. The book presents 9
diets, sample menus, and the
latest information on nutrition in
relation to heart disease.
Endorsed by the American
Medical Association’s Council on
Foods and Nutrition, the new
guide will be available to heart
patients in Georgia as a service
of the Georgia Heart Association
—but only on their doctor’s order.
The diets, menus, and other in
formation were compiled by the
staff of the Department of
Nutrition, Harvard School of
Public Health. Dr. Fredrick J.
Stare, chairman of the depart
ment headed a special committee

supercedes the ‘Cook Book for
Low Sodium Diet” prbvided for
heart patients by the Georgia
Heart Association during the past
year. The new manual still
provides necessary information
on the low sodium diet but also
covers desirable weights and how
to reach them, cholesterol and
heart disease, and general dietary
principles in tab-indexed form for
easy reference.
The manual makes clear that
“neither a low sodium diet nor
weight control nor any other
treatment should be considered a
cure for heart disease or high
blood pressure. No cures have yet
t been discovered. But diet ther
j apy will probably help the
patient, especially when started
early. Low sodium diets have
helped many hypertensive pa
tients and have enabled others
with weakened hearts to lead
fuller and happier lives.”
No one yet knows, “Food For
I Your Heart” points out, why
I overweight favors the develop
ment of heart disease and high
blood pressure. But it is known
that extra pounds mean a heavier
burden on the heart and blood
vessels. Many physicians think
removing excess weight, even
when no disease is present, is

such license, or when it shall be proven before
the Mayor that the health, morals, interest and
convenience of the public demand the revoca
tion of such license, of the person, firm, or cor
poration holding such license was issued, and
said Mayor shall report his revocation of such
license to the next regular meeting of the City
Council for their ratification or ejection ■’nd
should the action of the Mayor be uiistain by
the Council, then the said license -hall be per
manently revoked, otherwise it shall be restored
and remain in full orce.
SECTION 7. Be it further ordained by th°
authority aforesaid that the licenses issued under
this ordinance with the exception of TAXI CAB
and TAXI drivers permit licenses, shall be trans
ferable to any other oerson, firm or corporation
doing the same business at the same place or
places 01 business, upon the written aon.oval of
such transfer, by the Mayor of (his City, who
shall have full discretion 10 approve or disap
prove such transfer.
SECTION 8. Be it further ordained by the
autho r ity of the aforesaid that any persons who
shall begin or carry on anv said bu iress or oc
cupation without first obtaining such licenses as
prescribed a ove. shall upon conviction, be fined
by the Mayor or City Re orc r r in a num not ex
ceeding 5109.00 or in default of the payment
thereof shall be required io wo-k on the streets
of sa’d City not exceeding fi ..y days.
SECTION 9. So much and such parts of any
aooliccb’e ord'nances heretofore oassed as pro*
vrled for the issuing and enforcing of execution
for any tax or assessment Required by such
ordinances, or that imposed fines or oenalties for
the non-payment of such tax, or for feilure to
take out license provided for in said ordinance
or ordinances, or failure 10 comnly with any
other provisions hereof hall continue and re
main in force until such tax or assessment
shall be fully paid, and are made .applicable
hereto.
SECTION 10. Re it prov'ded that f any
section, paragraph or part of this ordinance
shall for any reason be adjudged by a court
provision, to be inv.alid, such judgment shall
not affect the remainder of the Ordinance, not
he’d invalid, as it is hereby declared to be (he
intent of the Ma’or and Council to provide 'or
separable and divisible parts and do hereby
adopt any and all parts hereof* as may not be
held invalid for anv reason.
SECTION 11 Be it further ordained that if
any such person or Darty, subject to any license
fee or tax herein, fail or neglect to oav same, the
said pierk may ssue Execution therefore as an
additional remedy, and collection hereof shall
be mrde in the same manner as provided for
other taxes, regardless of provisions herein for
other Densities
SECTION 12. Be it further ordained that
this ordinance may be amended from time Io
time and all business, occupations, and uses
subject to said City license tax, and all such
licenses or licenses tax are subject to such
amendment.
SECTION 13. Be it further ordained that,
even though a person may be exempt under
state, or other law from paying a license tax. or
fee; nevertheless such person must apply to
said Clerk for a free permit to engage in nr
carry on any business, occupation, or use herein
provided for and submit nroper and lawful
credential exempting applicant from na-mfi
said Citi license tax, or license fee: and : n?h
applicant must comply with the Citv ulcs md
regulation pertaining to or governing such
business occupation, or use; otherwise such nnr
son, or applicant shall he subject to the pcnab'C’
herein nrovided.
SE< iION 14. Re it further ordained ‘hat
any and a ll laws or parts of law, in conflict with
this ordinance be and the same arc hereby re
pealed hut it is hereby provided that any.nr
dinan'c law, and Charter provision, which mav
be anphrable hereto and as aid in carrying out
and in making effective the intent, nurposn. and
provisions hereof, which shall be liberally eOn
s rurd in favor of said City, are hereby ’ adopt
el as a part hereof.
