Congressman Camp Reports On
Recent Shooting In House
My dear Constituents:
An Monday, March Ist, the
House convened at noon and
after prayer by the Chaplain and
the usual period of unanimous
i consent, began consideration of
H. R. 450, known as the Mexican
1 Agricultural Labor or “Wet
back'’ Bill, there being two
hours of debate allotted to same.
While the debate was in pro
gress, Minority leader Rayburn
and Minority Whip McCormack,
requested the ten Democratic
members of the Ways and Means
Committee to meet in the office
of the former adjourning the
House Chamber for a conference
on the tax bill, which will be
taken up next week. We met in
this office at 1:15 p. m. and were
in conference exactly one hour.
At 2:15 we returned Vo the
House Chamber. As we enter
ed the Chamber through the
Speaker’s Lobby, the question
of a quorum was suggested and
we hastened inside the Chamber
in order to be counted present.
I entered through the door im
mediately to the right of the
Speaker’s rostrum and was hold
ing the arm of Congressman
King of California. Congressman
Ben Jensen (Rep. of lowa.) was
standing immediately in front of
ws about six feet away. While
we were holding up our hands to
be counted for the quorum, I
distinctly hear in a voice of a
woman in foreign accent ex
claim, "Viva Mexico — Viva
Puerto Rica” and pistol shots
immediately rang out. I thought
they were fire crackers, there
being three or four pistols shoot
ing at the same time, when sud
denly Mr. Jensen said, “I have
been shot in the back.” He turn
ed and started toward the door,
but fell at our feet. Congressman
King immediately leaned over
him and loosened his collar. I
asked Mr. Jensen where he was
hit, and he said, “I think I have
received more than one wound.
I feel a sharp pain near my left
shoulder and "another at my
waist line.” He had received on
ly one bullet, but it hit him in
the shoulder and then ranged
downward.

same group who sought to assas

who killed one of the White
House guards in November 1950. ,
Thirty -two empty cartridge
shells were found in the gallery
where the firing took place. Five i
I Congressmen were wounded. [
Congressman Bentley was seri
ously wounded, having been shot
through the liver and lungs and
his condition remains vety sen- |
ous.

been performed.
Congressman Kenneth Rob
erts, Democrat of Piedmont. Ala- |
bama, received a wound in his
leg above the knee, which sever
ed the femoral artery. As he fell
to the floor, Congressman Percy
Priest of Nashville, Tennessee;
(Assistant Democratic Whip) no
ticed the blood spurting from
the wound and he removed his
necktie and tied it around Mr.
Roberts’ leg, using his fountain
pen to twist the tourniquet. This j
act of Congressman Priest prob
ably saved Mr. Roberts’ life, as
he lost a very large amount of ■
blood. Mr. Roberts’ condition
was very serious, but I under- ,
stand that he is now doing well, i

Mr. Roberts. He received two
bullet wounds in the calf of his
leg. *
Congressman George Fallon,'
Democrat of Baltimore, Mary- ■
land, also was sitting near this
group. He arose from his seat
and started to the rear of the
Chamber, when he was struck
in the thigh.
The condition of both Con- j
gressman Davis and Congress
man Falton is good.
This dastardly attack was
made on the Members of Con- 1
gress at about the same hour
that the meeting of Pan Ameri
can countries was taking place
in Caracas, Venezuela. Secretary
of State, 'Dulles was at the meet- |
\ ing there which was being held I
for the purpose of considering !
methods to combat communism
in all the Pan American coun
tries.
Unquestionably, this attack on
Congress was planned to coin
cide with the meeting in Cara
cas.
There are three committees '
investigating communism, two
in the Senate and one m the
House. The appropriations to
these committees last year and |
this year have been very large.
The existence of this communis
tic group in Puerto Rica has
been well known to them for
several years. ft seems to me ;
that these investigating commit
tees would do well to turn their |
attention to this group in Puerto j
Rica, rather than to continue to |
rehash matters which have oc
curred m the past, but, of course, I
there would not be much politi- |
cal publicity in investigating the I
Puerto Ricans. L

had carried them to the section
reserved for visitors. The Speak
er and leaders are now consider
ing additional protective meas
ures. At present, no one may en
ter the gallery except upon a
card furnished by a Member.
Those of us who were fortunate
enough to escape harm are most
thankful. Maybe after this
tragedy the group of communists
in Puerto Rica will be cleaned
up. At least let us fervently pray
that it will be done.
Puerto Rica is a part of the
United States and has been since
the end of the Spanish Ameri
can War in 1898. It is the most
thickly populated country in
the world, there being almost
two and a half million people on
the island, which is roughly
forty - five miles wide and nine
ty miles long. There is much
poverty and unemployment on
the Island. The principal indus
try is the growing of sugar cane
and planting acreage has been
too greatly restricted by the
Sugar Act. Also, the Sugar Aot
prohibits the Puerto Rican from
refining their sugar. ft seems to
me that they should be allowed
to plant every acre they have
and to refine sugar if they can in
order to give employment to as
many of the people as possible.
Poverty and unemployment
breed unrest. Communism flour
ishes under such conditions.
