Comprising 170 pages of the
school’s widely-read “Journal of
Public Law,” the study contains
articles and discussions by an
even dozen experts in the fields of
law, sociology and economics.
Taking no sides and advocating
nothing, the symposium presents
, facts about attitudes toward seg
regation, possible avenues of ac
tion by the Southern states, and
the brabable economic conse-
quences.
Contributors to the special issue
of the public law journal are
such experts in the field as Dr
Howard W. Odum, professor of
sociology at the University of
North Carolina and past presi
dent of the American Sociologi
cal Society; Dr. Rupert B. Vance,
also of the University of North
Carolina; Dr. Ernest W. Swan
son, professor of economics at
Emory and former senior fiscal
analyst of the U.S. Bureau of the
Budget; John Temple Graves,

Kenneth S. Carlston, professor of
law. University of Illinois; Wylie
H. Davis, professor of law, Uni
versity of Argansas; Mozell Hill,
Atlanta University, and Gerhard
Leibholz. associate justice of the
Federal Constitutional Court of
the German Federal Republic.
Even the experts could not
agree on the probable economic
effects of the segregation deci
sion, but Dr. Swanson estimated
it would cost $85,000,000 annually
to close the gap between per-
pupil expenditures for white and
negro children. In addition, he
estimated capital outlays of some
$800,000,000 would be required to
bring Negro school buildings and
equipment up to minimum stan
dards.
Pointing out that many white
schools do not meet these stan
dards, either, Swanson declared:
"Were the South to undertake
only the equalization of expend
itures on Negro pupils, its in
come would be quite adequate to
defray the resulting additional

costs through a relatively small
; increase in taxes.”
He estimated that nearly two
and a quarter billion dollars
would be required to bring all
public schools — white and Negro
i— in the South up to the“mlii
mum.”
Meantime. Dr Hill of Atlanta
Universtiy said of efforts to
change the legal and political
structures of the states so as to
make desegregation more diffi
cul: “There is little doubt that
these political figures will be suc-
cessful’ in their efforts; and by
these tactics they will hamper
and even delay the desegregation
process in a number of Southern
communities for many years,”
In a discussion of what he
termed the difference between
, "equality and identity,” Mr.
Graves, widely read columnist of
the Birmingham POST HERALD
said: “In its recent decision the

and nature — ordered idenhty.
The South was becoming more
and more reconciled to equality,
