WHEREAS, under the Con
stitution and Laws of the State
of Georgia, the City of Cov
ington is authorized to acquire,
operate, maintain, extend and
improve facilities for the distri
bution and sale of electricity
and to acquire, operate, main
tain. extend and improve fa
cilities for the distribution and
sale of gas, all for its own use
and the use of its citizens and
others entitled to such use and
services; and
WHEREAS, the City has
heretofore acquired both gas
and electric facilities and is
now maintaining and operating
such facilities as one revenue!
producing undertaking same
having been combined as pro
vided by law pursuant to an
ordinance duly adopted by the
Mayor and City Council of the
City of Covington on the 14th
day of June, 1955 and also pur
suant to said ordinance there
was authorized to be issued
.*600,000 “City of Covington
Gas and Electric Revenue An
ticipation Certificates, Series
1955” (hereinafter sometimes
referred to as “Series 1955
Certificates") of which auth
orized amount there was ac
tually issued and delivered
$550,000 principal amount
thereof and there was created
a first or prior lien on the net
revenues of the combined gas
and electric system as security
for the payment of the principal
of and interest on said Series
1955 Certificates; and
WHEREAS, it was provided
in said ordinance of June 14,

WHEREAS, an investigation
has been made and it appears
that the City’s gas and electric
system, particularly the gas
facilities, should be added to,
extended, improved, repaired
and equipped and in order to
effectively accomplish this re
sult the City will have to ex
। pend a sum of approximately
$100,000; and
WHEREAS, it is deemed to
1 the best interest of the City
and its citizens that the said
; gas and electric system should
' be added to, extended, improv
ed and equipped, together with
the usual and miscellaneous
appurtenances necessary and
useful in connection therewith,
and the necessary property
therefor, both real and person
al, should be acquired; and
WHEREAS, it appears that
the most feasible plan to pro
duce funds to assure the ac
complishment of the foregoing
purpose is to issue and sell
s’oo,ooo principal amount of
Gas and Electric System Reve
nue Certificates; and
WHEREAS, the City can
meet the terms and conditions
of said ordinance of June 14,
1955 authorizing the issuance
of parity certificates with said
Series 1955 Certificates and if
the SIOO,OOO principal of said
certificates are authorized to
be issued at an election held
! for that purpose as hereinaf
ter set forth, same, when is
sued, will rank on a parity as
to lien on the revenues of said
combined gas and electric sys
tem with said Series 1955 Cer
tificates; and
WHEREAS, an election per
taining to the issuance of
SIOO,OOO principal amount of
Gas and Electric System Reve
nue Certificates for the afore
said purpose was held on July
8, 1961 and although a ma
jority of the registered, quali
fied voters of the City of Cov
ington actually voting at said
election voted in favor of the
issuance of the aforesaid cer
tificates. a majority of all the
registered, qualified voters of
the City did not participate
therein as required by the Con
stitution of the State of Geor
gia; and
WHEREAS, under the Consti
tution and Laws of the State
of Georgia, it is necessary that
such additions, extensions and
improvements to the gas and
electric system of the City of
Covington and the issuance of
revenue certificates therefor,
be Authorized by a majority of
the voters voting at an elec
tion held for that purpose, in
which said election at least a
majority of all the registered
qualified voters of the City
must participate and it is
deemed to be in the best in
terest of the City and its resi
dents that another election be
called for the aforesaid pur
pose at the earliest opportunity
which said certificates, if so
authorized, shall be dated, shall
bear interest from date at such
rate or rates not exceeding a
maximum per annum rate and
the principal shall mature as
hereinafter more fully set forth.
NOW, THEREFORE, BE IT
ORDAINED by the Mayor and
City Council of the City of
Covington and it is hereby or
dained by authority of same
that an election be and is here
by called to be held in said
City on the 6th day of Septem
ber, 1961, at which said election
there shall be submitted to the
qualified voters of said City
the question of whether or not
SIOO,OOO principal amount of
Gas and Electric System Reve
nue Certificates, Series 1961,
shall be issued by the City of
Covington for the purpose of
adding to, extending, improv
ing, repairing and equipping its
gas and electric system, acquir
ing the necessary property
therefor, both real and person
al, and paying expenses inci
dent thereto; said certificates
to be in the denomination of
SI,OOO each, numbered conse
cutively from 1 upward to 100,
inclusive, in order of maturity,
to be dated August 1, 1961, to
bear interest from date at such
rate or rates not exceeding
four per centum (4%) per an
num, in any year, all interest
payable semi-annually on the
Ist days of February and Au
gust in each year and the prin
cipal to mature on the Ist day
of August, lowest numbers
first, in the years and amounts,
as follows:

1962 to 1966, inclu
sive,
$ 5.000 in the year 1967,

Those voting in favor of the

holding elections for the Mayor
and members of the City Coun

City of Covington, Georgia.
The voting polls in said City
shall be opened at 7:00 o’clock
A. M. and closed at 6:00 o’clock
P.M., Eastern Standard Time,
on the date of said election and
said election shall be held by
the same persons and in the
same manner and under the
same rules and regulations that
elections for Mayor and mem
bers of the City Council are
held and as are now required

and as same may be hereafter
added to, extended and im
proved.
The principal of and inter
est on said certificates shall be
payable in lawful money of the
United States of America at
such bank or banks as may be
hereafter designated.
The qualified voters at the
time of the election desiring to
vote in favor of the issuance

insure” drivers in Georgia,
July 15 according to Tony Wil-
ington Gas and Electric Sys
tem Revenue Certificates, Se
ries 1961, for the above stated
purpose will do so by casting
their ballot having printed or
written thereon the following
words: “AGAINST ACQUIR

“standard risk” plan, offers
full insurance coverage to de
serving drivers, who because of
age, sex, or minor driving vio
lations, may previously have
had trouble buying insurance.
It is offered by State Farm,
the nation’s largest auto insur
er.
“The new insurance plan is
tailored for single male drivers
under 25, men and women over
65 and drivers of all ages with
minor blemishes on their re
cords.” Wilkie said.
Motorists in these groups fre
quently wind up as “assigned
minimum liability coverage.
The new State Farm program
provides collision, comprehen
sive and medical payment cov
erages as well as liability pro
tection at rates below those
,paid by most assigned risks.
Wilkie also announced a new
driver classification plan for
Georgia motorists insured with
State Farm Mutual, the nation’*
largest automobile insurance
company. He said the new plan
is designed to provide the fair
est rate possible for each driv
er.
Under the new classification
plan — which considers who
drives the car, where and how
much it is driven among, other
factors — collision and compre
hensive coverage rates drop
while liability rates increase.
While some drivers may pay
slightly higher premiums, many
others will get reductions. The
result is a $66,600 savings
annually for our present policy
holders in the state,” Wilkie
said.
