portant as the Internal Revenue
Service moves into its Auto
matic Data Processing program.
This program will be inaugurat
ed throughout the Atlanta Re
gion at the beginning of 1962,
and will be gradually extended

addressed blank return forms
have been used for many years
in connection with employ
ment and e x ¢ i s e taxes.
In the case of income taxes, pre
addressed forms have usually
been prepared only for Form
1040 A— the small punch-card
form which is available to
isalary and wage earners with
{less than SIO,OOO income. In
order to minimize errors in
identification, it is planned that
{ eventually nearly all income tax
[ forms, as well as forms for other
!types of tax, will be pre
| addressed. Studies are now be-{
| ing made to determine the ad-|
| visability of preprinting t h e
inames, addresses, and identiii-‘
| eation numbers on the actual
blank forms or in other kinds
of documents (which would
then be attached to the return).
Under the new system, it
will be more important than
ever that each taxpayer’s ac
count and documents be ac
curately identified. Since many
names are alike or may be mis
pelled on documents from other
sources, identification numbers
will be used as permanent tax
[account numbers so that the
| combination of names and num
bers will minimize errors.
Since a very high percentage
iot‘ taxpayers already h a v e
Social Security numbers, it has
,been decided to use the same
'numbers for tax purposes in
jorder to save these taxpayers
| the trouble of applying for new
'numbers.

continue for another four years.
In the first-year followup com
pleted last year, volunteers
succeeded in tracing all but
six-tenths of one percent of
all the men and women enroll
ed in the study. Approximately
8200 deaths were reported.
This year, in additica to re
porting whether the enrollees
are alive or dead, the volunteers
will be asked to submit to sub
jects in the study a short sup
plementary questionnaire re
lating to sickness, if any, since
October 1, 1959, and air pollu
tion in areas where they live
and work.
This year and for the next
four years, the volunteers will
continue to report if each par
ticipating member is still liv
ing. If the volunteer reports a
death, the statisticians will
seek its cause from the death
certificate, medical records and
supplemental information from
the attending physician.
Dr. E. Cuyler Hammond of
New York, A. C. S. national di
rector of statistical research
and the person in charge of the
nationwide study, said in a re
cent address in Atlanta that the
study already is beginning to
provide valuable information.
He said one early indication is
that the Societyv may need to
add to its traditional list of
cancer danger signals, which
now number seven.
In his address Dr. Hammond
highly praised Georgia’s volun
teer researchers for their role
in the project. .
The Cancer Prevention Study,
if done without volunteers,
would cost the American Can
cer Society a prohibitively large
amount of money, he said.
“Volunteers who make this
saving of dollars possible are
in effect saving lives,” Dr.
Hammond said. “It is through
such efforts that cancer even-
the same numbers will be used
for identifying business re
furns (such as annual corpora
tion income tax, and quarterly
excise and employment tax re
turns).
To a great extent, taxpayers
wili merely continue to put on
their returns the same numbers
they have been furnishing for
years. In fact, over 97 percent
of the persons who file their in
come tax returns on Form
1040A (the small punchcard
form) already are using their
Social Security numbers.
The first documents to be
given a special check for So
cial Security numbers will be
‘the Declarations of Estimated
Tax for 1962. These are due by
April 15, 1962, but are requir
ed of only those taxpayers who
will owe S4O or more tax over
and above any tax withheld
from salaries.
When the 1962 Declarations
are received, a special letter
and application blank will be
mailed to those taxpayers who
fail to furnish their account
numbers. Therefore, those tax
lpayers who have Social Secur
ity numbers are urged to use
them on this form.
Announcements will be made
later on the steps to be taken
for obtaining account num
bers on other returns and do
cuments.

the Christ Child Himself,
known as the Petit Noel.
