l 13). Believers have also been
| made “free from the law of
sin and death” (Rom. 8:2) for
Christ, in grace, bore the death
penalty for them.
But no believer is free from
what Paul calls “the law of sin
which is in my members,” that
is, the old, Adamic, nature, with
its inherent tendency to do
wrong. Nor is he free from
the conflict with the new na
ture which this involves. If the
Christian would be truly spiri
tual and deal in a Scriptural
way with the sin that indwells
him, he must clearly recog
nize its presence: he must face
the fact that while, thank God
he is no longer “in sin,” sin is
still in him.
But this conflict should not
discourage us, for it is one of
the true signs of salvation. It
is unknown to the unbeliever,
for only the additional pre
sence of the new nature, along
with the old, causes this con
flict, for the Bible says about
these two natures: “these are
contrary the one to the other.”
But not only is this con
flict within the believer a sure
sign of salvation; it also creates
within him a deep and neces
sary sense of our inward im
perfection and of the infinite
grace of a holy God in saving
us and ministering to us daily
in helping us to overcome sin.
And this in turn gives us a
more understanding approach
as we proclaim to the lost “the
gospel of the grace of God.”
Paul’s epistles show clearly
that there is nothing that will
so help us to overcome sin and
live pleasing to God as an un
derstanding and an apprecia
tion of what He has done for
us in Christ. As we are occu
pied with these “things of the
Spirit” we find ourselves “walk
ing in the Spirit,” and Gal. 5:16
says: “Walk in the Spirit, and
ye shall not fulfill the lusts of
the flesh.” How much better to
have our lives transformed by
occupation with Christ (II Cor.
3:18) and our position and
blessings in the heavenlies with
Him (Col. 3:1-3) than to as
sume the hopeless task of try
ing to improve the “old na
ture”; always engaged in in
trospection; always occupied
with the flesh!

Newton County in Midst ot
Reapportionment Fight
Representative W. D. Ballard
attended meetings with Gov
ernor Vandiver and other Leg
islative leaders and members
on Monday and Tuesday of
this week, and was presented a
proposal sponsored by Gover
nor Vandiver which would de
prive Newton County of it’s
Second Legislative Seat as well
as it's two additional Unit
votes.
“The Bill as proposed would
have played the small counties
of Georgia against the middle
size counties in an effort to
pacify the larger counties and
restrain them from attacking
the system in the Federal
Courts. The bill would have
created a greater injustice than
as now since it would have on
ly given Clayton County, with
over 50,00 population, one Re
presentative and two unit votes.
Whereas, Echols county with
1,800 population one represen
tative and one Unite vote, and
would have given Fulton Coun
ty one representattive for each
26,000 of it’s population. Other
counties which would lose un
der the Governor’s plan would
be Houston, Carroll, Spalding,
Thomas, Ware, Baldwin, Col
quitt, Laurens, Coweta, Bar
tow. Polk. Decatur, Sumter,
Bullock, Upson, Tift. Cherokee,
Coffee, Cotoosa and Newton,”
Mr. Ballard stated.
“Much opposition was im
mediately raised to this plan
by the majority of the members
of the Assembly and it appears
this bill will have little like
lihood of passage as is. Mem
bers of the 4th Congressional
District, of which Newton is a
part, held a caucus following a
discussion with the Governor,

has now been reached.
These returns, though incom

churches and house-to-house
canvasses, in addition to ad
vance gifts from businesses and
individuals. Some $20,000 was
raised through house-to-house
solicitations within the Great

butions to the special collec
tions made through Atlanta’s
more than 400 churches have
not been fully tabulated.
Until a larger number of
counties can report complete

it is impossible, according to
Mrs. Vandiver, to estimate

For this reason, she is urg
ing all county chairmen to com

contributions received to date
and to get their reports in as
soon as possible.
Even so. Mrs. Vandiver ex
pressed herself as being “deep
ly grateful for the magnificent
response to the Chapel move
ment throughout the state, and
most optimistic that it will
achieve its SBOO,OOO goal.”
Funds raised through this
project will be used to build
six chapels strategically placed

will be more equitable, but
would still leave out Newton, !
Catoosa, Coffee, and Tift coun

that with proper representa-1
tion of the facts brought be
fore the General Assembly that
we would have a chance to hold
our Second Representative un

time we would have to enter |
into the population schedule.
“Any action which would be
taken to reapportion the House
of Representatives or the Sen
ate will have to be a Consti
tutional Amendment to be vot
ed on by the People of the
State of Georgia in the No
vember election, and thus
would not take effect until
1965, thus giving Newton Coun- '
ty its extra representative un
til that date,” Mr. Ballard said. |
