by the Authority aforesaid:

SECTION II
That for the purpose of as
sessing the cost of the paving,
the present foundation of the
above named street*, shall be
shaped, smoothed and rolled
according to the width of said
street, upon which shall be ap
plied a priming coal of asphalt
and then a double portion of
A. C. Asphalt paving not less
than on* and on* quarter inch
thickness to be put down ac
cording to approved present
day methods, and the surface
of said asphalt paving is to be
properly surfaced and left in
an even smooth condition.
SECTION 111
BE IT FURTHER ENACT
ED: Thai the entire cost* of
paving, grading, smoothing and
rolling and otherwise improv
ing said named streets shall be
determined by the Mayor and
Council and that one-third of
the cost shall be assessed
again t the property owners
abutting on one side; one-third
to be assessed against the pro
perty owners abutting on the
other side and th* balance of
the cost of such improvement
shall be paid by an appropria
tion from the Treasury of the
City of Covington. And, the
amount of the assessment is
hereby declared to be a hen
upon such abutting real estate
from th* time of such repairs
to said named streets shall
have been declared completed.
And th* cost of such paving
and improving said streets
shall be payable upon the com
pletion of said streets.
SECTION IV
BE IT FURTHER ENACTED:
That the amount of th* assess
ment to b* paid by each abut
ting property owner on said
named street* shall be determ
ined by measuring th* actual
running feet of hi* or her pro
perty adjoining the streets so
paved and improved.
SECTION V
BE IT FURTHER ENACT
ED: That when said portion of
said named streets have been
declared paved and improved
the Mayor and Council of the
City of Covington, shall, ac
cording to the method above
set forth, ascertain th* amount
due by each property owner,
and notify him or her of the
amount du* of them respec
tively. And, if th* amount is
not paid, a lien against said
property shall be recorded in
the Offic* of the Clerk of the
Superior Court of Newton
County, within three months
after the completion of the re
spective named streets, and, if
th* amount for such improve
ment is not paid, and execution
shall be issued against the pro
perty owner end on his or her
real estat* abutting said named
street, as is provided in the
charter of th* City of Coving
ton and the sam® shall be en
forced as provided by Law, with
th* right of th* property own
er to contest same by Affida
vit of Illegality.

his reward. Somehow as I
awakened thi* morning far too
early, and opened up the doors,

God’* trees, I watched the
beautiful sunrise, I could not
; help but feel a great lead lift
ed from my soul which was far
too burdened. We all realize
full well in th* loss of the mem
bers of th® Art Association
Members, that they fulfilled the
mission they went for. Georgia
will build a great Art Center
in their memory.
Our own beloved Alcie Pe
nick lost her only sister, and
her husband, Mr. and Mrs.
Forrest Cumming in that group.
She had such happy letters and
mesaages from them that she
is resigned to the fact that, if
and when they had to go, they
would have had it this way. . .
together. . . with neither left tn
sorrow for the other. The Joe
Mills, lost their dear Aunt Mr*.
T. L. Tidmore, and Covington
suffered further loss of the T.
H. Laniers. He was President
of Oxford Mfg. Co., here.
In the going away of Mr.
Smith, all Georgia mourns his
untimely passing, and believes
hi* goal will be accomplished
for a two party system in
Georgia.
Our hearts, in Covington,
bleed with all those families who
lost loved ones. Covington is
known as a cultural center far
and near. . . but we. like all the
towns within the shadow of At
lanta, join Atlanta in their
Opera Seasons and Fine Arts of
every nature. . . So I believe it
will be a Statewide project in
stead of just Atlanta. And
there will be contributions
from other States touched by
this great loss.
Yes, the watching of the sun
rise in all it’s glory, with rays
appointed and qualified, ex
cept that the members of such
Commission first appointed
shall be appointed for such
terms that the term of one
member shall expire annually
thereafter. Vacancies in such
Commission occuring other
wise than by expiration of
term shall be filled by the
Mayor for the unexpired term.
2. Immediately after their
appointment, they shall meet
and organize by selecting one
of their members president and
such other officers as may be
necessary. The Commission
shall have the power to adopt
by-laws, rules and regulations
for the proper conduct of pub
lic recreation in the city and
county.
3. The Recreation Commis
sion shall provide, conduct
and supervise public play
grounds, athletic fields, rec
reation centers, and other rec
reation facilities and activities
on any of the properties own
ed or controlled by the city or
county or on other properties
with the consent of the owners,
and authorities thereof. It
shall have the power to con
duct any form of recreation or
cultural activity that will em
ploy the leisure time of the
people in a constructive man
i ner.
4. The Recreation Commis
sion shall have the power to
appoint or designate someone
to act as superintendent who
is trained and properly quali
fied for the work and such oth
er personnel and the Commis
sion deems proper, and whose
compensation shall be fixed by
the commission.
5. Annually the recreation
commission shall submit a
budget to the city council and
to the county commission for
its approval. The Commission
may also solicit or receive any
gifts or bequests of money or
other personal property or any
donations to be applied prin
cipal or income, for either tem
porary or permanent use for i
playgrounds or other recrea- j
tion facilities.
6. The Recreation Comm is- |
sion shall make full and com
plete monthly and annual re
ports to the city conamssion and
county commission, and any
other reports from tim* to time i
as requested.
7. All ordinances, resolu
tions, or parts thereof, in con
flict with the provisions and
intent of this ordinance are
hereby repealed.

Roy Wallace was known and
loved throughout this section,
but among those of us who
spent many months together
fighting the same cause on that
third floor East, at Emory,
there is a tie which binds our
hearts together as nothing, but
true Christian love can The
hosts of friends here join in
heartfelt sympathy to the fam
ily in their great loss.
We missed Graduation this
year! But Boys and Girls we
stayed right here in bed in my
minds eye. I saw every one of
you walk down and receive your
diplomas. . . and how lovely j
you looked! You too will have
your ups - and - downs in life,
but make them stepping stones
