into a “monolithic bureaucra
tic organization” for disbursing
federal funds, an Emory Uni
versity political scientist has
concluded after an exhaustive
study of federal grants in the
Atlanta metropolitan area.
Dr. Shirley Chapman of At
lanta, now teaching at Vassar,
compiled the information for
her doctoral thesis in political
science at Emory.
Dependence upon the nation
al government brought the At
lanta metropolitan area over
$43 million in 1960 compared
to about $4 million in 1945, Dr.
Chapman found. Os the 1960
figure nearly $27 million wa»
distributed through state agen
i cies, she said. The major por
tions of these funds are for
