For Safety's Sake, Treat Your
Dogs With Respect and Love
Dogs are wonderful pets and
eompanions. Just about every
American family at one time
or another has a dog. They’re
great company for the kids and
the older folks enjoy them too.
But dogs are, after all, ani
mals. Sometimes they bite.
Often, if you or your child is
bitten, it’s at least partially
your fault. ,
Every dog has a different
personality, Some are friendly,
some nervous, some timid, and
some vicious. But, if properly
approached, most of them are
friendly. Dogs also react to you
according to the way you feel
about them. If you really like
dogs, they sense it and like
you. To introduce yourself to
a new dog, stand still, keep
your hands at your sides and
let the dog sniff them. If you
are carrying something, let it
smell that too. Also speak in
Jow tones and always move
slowly.
While training your dog in
how to get along with humans,
it might be well to train your
children in how to get along
with dogs, advises the Ameri
can Medical Association.
The child who treats a dog
with proper respect runs much
less risk of being bitten. A few
simple rules will help to keep
you from becoming one of the

The Newton County Jaycees are endorsing the legal sale of PACKAGED beer because we feel that the question is not a moral one, but a
question of whether this county has beer available to the public with controls, or whether it is to continue to be sold illegally.
Why do we have bootlegging of beer in Newton County? In the State of Georgia there is no law which restricts the amount of beer a person can possess. The state
law permits the local government, be it city or county, the power to regulate the sale of malt beverages (Beer). In order for the law enforcement agency to arrest boot
leggers and the court to convict them, it is necessary that they have sufficient evidence. This sounds very simple and easy, but this evidence must be conclusive, that is, the
law must catch the buyer and the bootlegger in the transaction of taking the beer and passing the money. Even if the law is able to make a case on these grounds, the boot
legger can ONLY BE CHARGED WITH SELLING BEER WITHOUT A LICENSE! As the state law now stands there is no deterrent to bootlegging. We feel that the only way
bootlegging can be eliminated is to have beer sold legally subject to control and regulation by the county. ‘

bitten by dogs last year.
Don't give a dog to a very
small child, say, under six, un
less you are prepared to be
constantly on the scene when
dog and child are together. The
toddler doesn’'t realize that
pulling the dog’s tail, vigorous
cuddling, trying to ride piggy
back, or pulling his ears just
aren't appreciated by the ani
mal. Too much such attention
and the dog may snap back.
Never allow the child to
abuse or tease the dog. Check
with your local branch of the
anti-cruelty society for advice,
or check out a library book on
dog care and training. Make
your child a partner in the
training and care.
Let the dog alone while he
is eating. Even the best tmain
ed dogs resent interference
with their feeding time.
Sometimes dogs, just like
children, get over-excited run
ning or playing. If the dog is
running and barking while the
‘child runs, or races on a bicy
cle, he might bite from sheer
iexcitement.
Don’t waken a sleeping dog
abruptly. Startled, he may shap
out.
Be careful in trying to sep-‘
arate fighting dogs. One or

The Newton County High School
Library Club met September 26
|in the school library, with twen
|ty members present.
| Gail Duncan, ‘the president,
| called the meeting to order and
| the reading of the minutes of the
| last meeting was dispensed. Next
| Gail presented Mr. Pulliam as
| the guest speaker. He talked with
|us about parliamentary proce
|dures and the responsibilities of
| the officers.

minations for the beauties. T h e
| beauties that were elected were:

school as well as her splendid
work in the library. The Club is
very proud of their fine leader.

| Business investment in plant
{and equipment may appear {0
|be of no particular concern to
all of us as individuals. That is
| far from the truth. It is through
‘|such use of funds that Ameri
can industry develops new pro
|ducts, keeps competitive, re
|duces prices, and gives innu
|merable jobs to both men and
women. Further, the amount
involved is enormous, and it
has a great influence on t h e
business trend.
Official data on this item are
collected quarterly by the De
partment of Commerce and the
Securities and Exchange Com
| mission, This is done by means
of a questionnaire asking a re
presentative sample of our
business organizations for their
plans for a designated period
{ahead. Such a survey was made
in August, and the results were
released a few days ago.
The figures are presented on
a seasonally adjusted annual
rate. It is possible, therefore,
to compare one quarter with
another without fear of distor
tion. When such a comparison
is made one finds no basis for
optimism. The predicted ag
gregate investment reveals no
change from that in the sm‘vey'l
made last May, For the third
quarter, on an annual basis, the
total s $37.75 billion. This is
an ilncrease of three-quarters
of a billion dollars over the.
second quarter, which is quite
small. The estimate for the fi
nal three months of the year is
S3B billion.
_ This is discouraging because
it is only $250 million above
the level in the third quarter
of 1957. Since that time, gross
national product has increased
by well over SIOO billion.
Why is investment in plant
and equipment so sluggish?
It is not, over-all, a lack of
funds. The cashflow, which in
cludes depreciation allowances
and retained earnings, has been
growing pretty much year by
year. Many small companies,
and some that are not small,
‘may have a shortage of funds,
but for the economic system as
a whole this is not true.
In some instances, and even
in some whole industries, the
present unused capacity tends
to hold down new investment.
This is merely a matter of
recognizing that if one cannot
sell all he can produce with the
present plant, it does not make
sense to increase capacity stil
further — unless by so doing
the cost of production can be
reduced.
But there is one factor which
affects all business. This is the
outlook for profits, This var
ies, of course, from one com
pany to another, but for t h e
economic system as a whole
we are in a profit squeeze, and
this has a direct influence upon
the willingness of manage
ment to make new investments,
Various elements are con
tributing to this profit squeeze.
Wages keep going up and up,
and in many cases the increases
are not offset by an improve
ment in output per man-hour.
This means an increase in pro
duction costs.
Competition is extremely se
vere, both from other produc
ers in this nation and from
abroad. It is impossible, there
fore, to regain the higher costs
by lifting prices. Further, t h e
public is fed up with rising
‘prices, and if one producer
moves out of line on the higher

side he finds that he has lost
customers.
Taxes are a formidable fac
tor. In all except the small cor
porations, the government takes
52 percent of all net profits. In
deciding whether to make a
new investment, management
of any company must doubls
what it considers would be a
normal, or reasonable, profit
before it can go ahead.
