Is Explained by Sam Caldwell
The Highway Department
Personnel Administrator said
today that completion of Inter
state projects in some areas is
resulting in surplus personnel
unless they are transferred to
other areas where they are
needed.
In a prepared speech to the
Sylvester Kiwanis Club, Sam
Caldwell pointed out that the
Highway Department has found
it necessary in the past few
months to transfer a good many
engineers and engineering aid
es from the Tifton Highway
Division to other areas of the
State. The Tifton Division has
completed most of its Interstate
work.
Mr. Caldwell said that High
way Director Jim L. Gillis has
instructed the other five high
way divisions in the State to
cease hiring additional per
sonnel until the surplus per
sonnel in the Tifton Division
have been transferred to areas

where they are needed.
“Unfortunately, this created
a hardship on those who must
be transferred, but if we con
tinue to hire additional person
nel in areas where Interstate
contracts are let and allow
those to remain in areas where
work is completed our cost for
personnel is going to reach an
alarming figure in the next few
years,” Caldwell declared.
“When we allow surplus per
sonnel to remain in areas
where they are no longer need
ed, we are not being fair to
those men who need continued
training, we are not being fair
to the taxpayers who are pay
ing their salaries, and we are
not conducting the Highway
Department in a sound busi
ness-like manner.
“The very nature of highway
work requires that personnel
be transferred from time to
time where the work is going
on.
“We are asking the coopera
tion of local elected officials —
who are contacted from time to
time on these matters -- to not
attempt to prevent these ne
cessary transfers.”
Caldwell also pointed out the
advantages of the newly creat
ed ten-man Highway Board.
“A ten-man Board comprised
of individuals who are interest
ed in the progress of the entire
state, and not just one or two
areas, gives a broader perspec
tive to the planning and con
struction of our highway pro
gram.
"With our present ten-man
Board -- comprised of out
standing business leaders who
have no political axes to grind
and have no personal political
ambitions -- and with a Di
rector with the experience,
ability and integrity of Jim L.
Gillis -- the Highway Depart
ment today is carrying on a
highway program based on
needs and future planning for
the benefit of the entire State.”

Morris Pulliam
Enters Third Year
Os Medical College
Augusta, Ga.—The Medical
College of Georgia has an
nounced the enrollment of
Morris Michael Pulliam in the
third year class of the School
of Medicine. Pulliam is the son
of Mr. and Mrs. H. M. Pulliam,
Route 1, Covington.
Pulliam's previous two years’
work in the School of Medi
cine was concentrated princi
pally on basic sciences related
to medicine. These included
gross and microscopic anatomy,
biochemistry, physiology,
pharmacology, medical micro
biology, and an introduction to
pathology.
During the remaining two
years in the medical curricu
lum, Pulliam will receive in
struction and clinical experi
ence in the processes of disease.
In addition, he will be assign
ed to the wards of the Eugene
Talmadge Memorial Hospital,
the college's clinical teaching
facility, where, under supervi
sion, he will work with pa
tients in obstetrics, internal
medicine, surgery, psychiatry,
and other departments. He will
perform patient examinations,
prepare case reports, make di
agnoses, and outline indicated
treatments.
QUALITY GROWTH
According to U. S. Forest
Services Chief Edward P.
Cliff, the “growth of Southern
Pine sawtimber exceeds that
of any other species in the
country.”
In many respects, the quali
ty of the current tree crop is
even more important than its
quantity. One anticipated con
sequence is the launching this
year of a new’ plywood industry
based on Southern Pine.
Indirectly, this development
reflects the high quality of
timber now available for lum
ber manufacture. Confirming
th'e fact. Cliff says quality is
improving, “so much so that it
will lead to many new and
improved uses of wood as a
building material.”
The U. S. Constitution was

Morris, a Pennsylvania dele
gate to the constitutional con
vention, who was given the job
of putting all the convention’s
resolutions into polished form,
according to World Book En
cyclopedia.
